1. Call to Order:
President Mitch Weinzetl called the association board meeting to order at 10:37 a.m.
2. Opening Invocation:
Chaplain Dan Carlson offered the opening invocation.

4. President’s Report:
Guest: John Roeder, CVR.
CVR, Minnesota Driver Vehicle Services, and approximately 15 Minnesota car dealerships are collaborating on a pilot projects – to be implemented December 2007 -- to expedite license plate authorization, renewal and record management. Upon purchase of a vehicle, the dealership issues the license plate, and updates DVS records. The benefit is that it helps dealerships and law enforcement to verify data on the title of the vehicle. There is a concern about mistakes from human error, as well as threat of tampering with data entry. There also is concern about who is making inquiries and how much info is available to the public; however, the same concern exists with DMV offices. The dealership information does not show previous owners.
Opting for the CVR-issued license is voluntary for consumers, but valuable because owners can bypass scheduling a visit to the DMV. Deputy Registrar officers still collect fees, but this system reduces the workload. The company is exploring auditing procedures. DVS controls the data, but allows the data to be used.

The board revisited the association mentorship protocol for welcoming a new voting member. Typically, the regional rep from that area contacts the individual, or the regional rep can designate someone to call the new member. In addition, the new member receives from the MCPA: 1) form letter from the MCPA executive director; 2) POST Board information; 3) the most recent MCPA magazine; 4) a new IACP Chiefs Desk Reference Guide; 5) PATROL Online brochure; and 6) CLEO and Command Academy brochure.
MCPA Exec. Dir. Harlan Johnson will contact POST Board Exec. Dir. Neil Melton to obtain new CLEO notifications from POST, to be able to connect with new chiefs who do NOT join MCPA. The board is concerned that MCPA only is connecting with those who join the association.
MCPA also will distribute new member email notifications to regional reps, in addition to board members.

7. Executive Director’s Report:
Membership. Membership totals are 581 paid and 173 lifetime members.
National Law Enforcement Officers Memorial Fund (NLEOMF). The NLEOMF has started a new campaign, with one of its initiatives being to secure a minimum $1,000 donation to the fund from every state chief’s association. The organization plans to build an $80 million dollar museum adjacent to the memorial. The board decided to table the request and seek a request in writing.
IACP and SACOP. Harlan Johnson attended the executive director’s portion of SACOP. Chief knight represented the Minnesota Chiefs of Police Association. One meeting item of interest is that the NFPA wants to set standards for law enforcement uniforms and equipment. SACOP will oppose.
Building payment. The balloon mortgage payment is due on March 28, 2008. Prior to that date, the MCPA Building Committee will meet with Minnesota Sheriff’s Association representatives to discuss the pay-off option, as well as review and recommend new operating rules for the joint ownership.
Exec. Dir. Harlan Johnson met with Bremer Bank to seek options for refinancing the building or paying it off. After weighing the question of whether the association would earn a return on investment by paying off the building vs. keeping money in the bank, the board decided it will pay off the building.

Forensic Lab Advisory Board. Chief Bob Jacobson of New Brighton will replace Chief Peter Jansky of St. Joseph.
Association of Minnesota Emergency Managers (AMEM). Chief Bob Jacobson will replace Chief Paul Philipp of Austin.
Safe-at-Home certificate. The certificate allows people in domestic abuse situations to not have to display their address on their driver’s license – just a general post office box. Law enforcement officers may track this person down by calling a state coordinator, with a court order. The system includes stringent criteria for who can apply. C-Notes will feature an article from the Secretary of State describing the program.
CriMNet. Dave Johnson, retired chief from Blaine, is the new CriMNet executive director.
Part-time licensing. An ad hoc committee meeting on Nov. 16, 2007 will help stakeholders negotiate a part-time licensing strategy. Attendees will be: President Mitch Weinzetl, Exec. Dir. Harlan Johnson, MSA Exec. Dir. Jim Franklin, Nobles County Sheriff and representative to the POST Board Kent Wilkening, and POST Board Director Neil Melton and staff.
The board asked President Mitch Weinzetl and Executive Director Harlan Johnson to issue a poll to MCPA members. The survey will ask for input from voting members to contribute to the MCPA Board’s recommendation to the POST Board of whether part-time licensing should be sunsetted, abolished, or unchanged at this time.

Admin Fines. MCPA and the Minnesota State Patrol will negotiate a proposal to bring to the MCPA Legislative Committee. The strategy will mimic past legislative language proposals.
