Minutes

I. Call to Order/Establish Quorum 7:04 pm Amanda, Amy, Jacqueline, Kyla, Catherine, Keiko, Ann Kate, Crystal and Emily Absent: Sherene Chen

II. Approval of Agenda for January 23, 2018 AM/JJ m/s/p

• Later on AM made the motion to change agenda with the report regarding the rape kit and examinations to precede the presentation on Lilypad homes. AM/AG m/s/p

III. Approval of Minutes from November 28, 2017 AS/JJ m/s/p

IV. Chris reported that the Bloom clothing drive was a huge success as a team building project for the Marin Teen Girl Ambassadors.

V. Open Time for Members of the Public to Speak on Items not on the Agenda - none

Report: on Marin County’s process regarding rape kits/examinations given by Commissioner AS & JJ

• Research to continue; no action asked for now

• Met Judy Arnold, Matt Hymel, lot of questions still unanswered.

1. Definition of rape; marital, date, etc – opened up more questions and avenues

2. What is a rape kit? 7 different names but basically a kit to preserve evidence from a sexual assault

3. Sexual Assault examiner – why doesn’t Marin employ one?

4. Marin sends their victims to Vallejo instead of Petaluma, Santa Rosa, etc?

5. Sonoma has a program with their HHS; reasons cost, number of rapes, etc

6. How much does it cost to send women to Vallejo versus keeping them here in Marin?

7. How many don’t report sexual assault?

8. Written protocol within a police department

9. DA – prevention, victims free to go somewhere else, ?

10. Commissioner comments:

a. CA has largest rape kit backlog.

b. There is a National push to keep rape kits for a specified time period as some are destroyed before being processed?

c. Due to confidentiality, unable to talk to a victim.

d. Are we able to reach out to speak to a SANE?

e. Any reason given why the decision was made to move the exam from Marin to Solano?

f. Is there a way of tracking – accepted or declined – through methodology?

g. Unincorporated areas included?

h. Finances make a difference?

i. 6 years ago Marin County had their own SANE

j. What would best serve the people of the County of Marin during sexual assault?

k. MWC objective is to understand the processes and advocate for the best care for the victims

Public Comment:

District Attorney, Ed Berbarian introduced his staff and urged the researching Commissioners to reach out to this group to find answers to their questions in search of what is best for the victim in the long run. Chris to assist in connecting the Commissioners and the DA’s staff. Add follow up to March meeting agenda.

VI. Rachel Ginis, Lilypad Homes presented housing statistics, a review of some recent passed legislation and information on Junior Accessory Dwellingsa viable form of affordable housing especially for women/renters/seniors to assist with financial and social well-being. PowerPoint presentation on file.

VII. Budget items

• An additional $500 requested for the MWC Website. CH made a motion to move $500 from the budgeted “webmaster” to website construction. CH/JJ m/s/p

• Marin Teen Girl Conference to continue fundraising

• YWCA Hall of Fame Event decision to purchase 3 seats and divide costs amongst those who attend.

o Jane will give us 7 seats for Ambassadors

o MWC will donate $2,500 as a sponsor.

o EK made a motion to agree to purchase 3 extra tickets as well as sponsor a table for $2,500 and split the cost amongst those who attend. EK/CH m/s/p
