HAWLEY CITY COUNCIL MINUTESMARCH 1, 2021The regularly scheduled semi-monthly meeting of the Hawley City Council was held on Monday, March 1, 2021 in the City Council Chambers. The meeting was called to order at 5:30 p.m. by Mayor Joy with the following members present: James Joy, Sean Mork, Brad Eldred, and David Asleson. Absent: Stacey Riedberger. Also present were Clerk Treasurer Lisa Jetvig, Attorney Zenas Baer, Police Chief Joe Backlund, Public Works Director Kevin Berg, and Brian Opsahl.A motion was made by Mork, seconded by Eldred to approve the agenda as presented. Ayes: 4. Absent: 1.Brian Opsahl, Certified Public Accountant with Brady, Martz & Associates, presented the Council with the City of Hawley's 2020 audit. There were no difficulties in performing the audit and it is a clean audit report. The ending balance in the General Fund was $3,637,391, of which $1.5 million is unassigned (not committed for any specific purpose). This balance was up $609,388 from 2019. Liquor store sales were up 22%. Liquor fund operating revenues were $409,687 and operating expenses were $307,548. The Liquor fund made a $10,000 transfer to the General Fund and ended with an $84,365 increase in net position for the year after transfers. All enterprise funds had positive fund balances. The Airport Fund balance was up $19,615. The city had no new debt in 2020. The city paid down $741,000 in debt, leaving a debt balance of just under $4 million.Opsahl stated that the internal controls they reviewed are all acting as designed and being implemented properly. The Council thanked Opsahl for his work on the City audit.The Council reviewed the quote from Brady, Martz & Associates to provide auditing services to the City of Hawley for 2021, 2022 and 2023. It was discussed that they have been doing the City audit work for the last 9 years. Mork indicated that he would prefer to have our contract sent out for quote to ensure the City is getting a good value.A motion was made by Mork, seconded by Asleson to go out for bids for auditing services. Ayes: 4. Absent: 1.Joy reported that the apparent low bidder for the Phase 3 project is Hough Inc. of Detroit Lakes. Notices have been mailed for the March 15th and March 16th Assessment Public Hearings. The street assessment rate for the Phase 3 project is lower than the rate for the 2011 street rebuilds (cost per foot $204.03 now vs. $220.64 in 2011). The cost for the sanitary sewer and water mains was higher than anticipated.Joy gave the Council an update of the Fire Hall project. The siding is on the new addition. The Council reviewed Change Order #8 from Hammers Construction Inc. adjusting the substantial completion date for the project from May 28, 2021 to July 2, 2021.A motion was made by Joy, seconded by Eldred to approve Change Order #8 from Hammers Construction Inc. for the Hawley Fire Demo and Addition project. Ayes: 4. Absent: 1. Eldred announced that the Hawley Planning Commission will be holding a Public Hearing on March 11th at 7:00 p.m. regarding the Conditional Use Permit application for Hawley Autumn Ridge to build 2 new apartment buildings and 2 detached garages on one lot at 1560 Hartford Street.The Council reviewed the City of Hawley Report of Outstanding Indebtedness at December 31, 2020. A discussion ensued regarding the potential for a substantial increase in the Public Utility Commission’s cost for the purchase of natural gas during the recent extreme cold conditions and electrical supply problems all the way down to Texas.Economic Development Consultant Lee Schwartz appeared before the Council to discuss the proposed Hawley EDC 2021 Media Plan. Schwartz stated that the Hawley EDC met throughout 2020 to research, create and build the necessary marketing infrastructure needed to support an economic development campaign to attract families and businesses to Hawley. The final step to that original plan is to implement the media plan to create leads. The media plan includes Google AdWords, Google Display Network, Facebook/Instagram, LinkedIN, Digital Billboard (Downtown Fargo), and Geotargeting Campaign at a cost of $2,000 per month. The target audience is adults 25-54 in the Fargo and Detroit Lakes areas.A motion was made by Mork, seconded by Eldred to approve the Hawley EDC 2021 Media Plan with Small Town Labs. Ayes: 4.
