Note from the Office
We would like to thank the Town residents for all of the positive feedback on the many updates the Town Office has accomplished in 2010.
Our most often heard comment is that residents are happy that we have plates. There is no more running from Town Office to Town Office trying to figure out everyone’s hours. Your stay here may be a little bit longer but it is well worth it.
We are very proud of the fact that we were prompt in getting our “permanent status” with the Bureau of Motor Vehicles. On average, most Towns take about a year and we did it in six months! Your MV Registrations are done electronically and are uploaded to the State every week.
All of your Hunting/Fishing Licenses as well as your RV Registrations are now processed electronically. This program is very efficient. Your information is immediately available through the barcode you’ll notice on the license or registration you receive.
If you haven’t been into the office recently, you will find that there is now a walk up counter, a little more space to move around, and a new paint job!

The Board of Selectmen would like to dedicate this year’s Annual Report to Ronald Dana Grant (Ron), who passed away on 1/12/2011, for his many years of dedicated service to the Hudson Volunteer Fire Department and Town of Hudson.
Ron moved to Hudson shortly after marrying the love of his life Betty (Palmer) Grant. That was a short 53 years ago. It was then they proceeded to build their home and family. His family today consists of his wife (Betty), 6 children, 10 grandchildren, & 7 great grandchildren.
Ron was a big contributor to establishing the Hudson Fire Department in 1975. He worked very hard and with great pride to get the Fire Department to what we have today. He served as the Fire Chief in 1990. He also served as Town Fire Warden for many years. Ron also was very active in Fire Department Organizations such as Penobscot County Fire Fighter Association, Maine State Federation of Firefighters, but always actively representing Hudson.
As we all miss Ron, remember that to serve your community is a gift. Ron was an outstanding volunteer for the Town of Hudson, and we thank him for his hard work and dedication, and for the privilege of having known him. He will be sadly missed and remembered affectionately as the “Grumpy Old Man”.

VOLUNTEER CEMETERY COMMITTEE REPORT
The Volunteer Cemetery Committee has worked diligently this past year to review and update the Rules and Regulations that were originally adopted by the Board of Selectmen on September 1, 2007, in order to present them as an Ordinance for the Town’s adoption. This provides the Board of Selectmen and the Cemetery Committee clear guidelines to maintain and govern the operation of the town cemeteries for all concerned.
On November 10, 2010, the Committee presented to the residents the "Cemetery Ordinance for the Town of Hudson, Maine" at a special town meeting held on that evening. The Ordinance was passed by the registered voters attending. A copy of the Ordinance may be obtained from the Town Office.
The Committee wishes to remind all residents that Allan Lord of Charleston is the official contact person, Cemetery Coordinator, for all burials of human remains occurring in the Town of Hudson cemeteries. He is appointed by the Board of Selectmen and can be reached by phone at 285-7319 or by cell at 991-0468.
As the Cemetery Coordinator, he coordinates with the funeral director and/or family to arrange for said burials; he coordinates with the Plot Owner as to the appropriate size, height and width of all monument and gravestone desired in order to conform to the size of the Plot and the suitable foundation needed. All monument and gravestone representatives must also contact the Cemetery Coordinator before any work is done.
The Opening and Closing of all graves will only be performed by the Cemetery Coordinator. Pending ground conditions, the Cemetery Coordinator will make the decision as to when graves will be Opened in the Spring and when graves will Cease to be Opened in the Fall. Vaults are required for all non-cremation burials.
This summer 2011 the Volunteer Cemetery Committee plans to finalize the design of Plots to include road access to such plots in the new part of Mohawk Cemetery now that it has been surveyed. This will be completed with input from the Cemetery Coordinator, and the Maintenance Worker, before final presentation to the Board of Selectmen for approval. Upon approval, the Design will be available at the Town Office for purchase of said Plots from the Town Treasurer.
Through the volunteer efforts and hard work of Rosie Randall and Maureen Scranton, a Community Yard Sale was held last summer at the Hudson Town Hall with the profits designated towards the purchase of two signs to be placed at the Town Cemeteries. The Volunteer Cemetery Committee will be presenting their recommendation of the Signs to the Board of Selectmen for their final approval.
The Volunteer Cemetery Committee has requested that the Town Office once again post the list of Cemetery Perpetual Care Accounts in the Annual Town Report as practiced in years past. This fund is separate from any permanent care and improvement fund and must be devoted to maintenance of the cemetery as per the Maine Revised Statutes $1305.

They will be on the second Monday at 10:00 a.m. at the Hudson Town Hall. All are welcome. Any announcements regarding the Town Cemeteries will be noted in the Town Newsletter.

FIRE CHIEF`S REPORT
In 2010 the Fire Department responded to 152 emergencies, up 50% from 2009.The Hudson Fire Department. is always looking for new volunteers. If you are interested in helping your community and surrounding towns please feel free to call Chief Simmons at 299-4849.
The Fire Department would like to advise residents that if they have a juvenile who is either playing with matches and/or lighters or appears to be attracted to fire, or would like more information please give the Fire Chief a call. The Fire Department has four members trained in Juvenile Fire Setter Intervention, a nationally recognized program which is designed for pre-school to high school aged children.
Reminder: ANY open burning requires a permit, which can be obtained from any one of the four Town Fire Wardens listed in the front of this report and also at the Town Office. If you have any questions feel free to contact any one of the Town Wardens or myself. If you wish to have us burn grass or a field, please call us and we will try to schedule a date with you.
The Fire Department would like to remind people to check their smoke detectors once a month and replace the batteries at least once a year. If you cannot afford a smoke detector and need one, please contact the Fire Chief. Be sure to check our website for pictures, members and frequent updates, the address is or email us at hudsonfire@

In the name of the State of Maine, you are hereby required to notify and warn the inhabitants of the Town of Hudson qualified by law to vote in town affairs, to assemble in the Town Hall in said Town on Friday, March 18, 2011, at 10 o’clock in the forenoon to act on the following articles, to wit:
Art. 1. To choose a moderator to preside at said meeting.
Art. 2. To elect all necessary Town Officers by secret ballot according to provisions of M.R.S.A. Title 30A subsection 2528, as follows:
Three Selectmen/Assessors/Overseers of the Poor/Road Commissioners for two year terms.
One Director of M.S.A.D. #64 for a three year term.
For election of officers, the polls will open at 10:00 A.M. on the 18th of March, 2011, and will close at 8:00 P.M. on the same day. After the polls close, the meeting will recess until 10 A.M. on Saturday the 19th day of March, 2011, at which time the following articles will be acted upon.
Art. 3. To see if the Town will elect a budget committee of nine to confer with the Selectmen at the end of the fiscal year and to make recommendations for the several appropriations and said appropriations to be printed in the Annual Town Report.
Art. 4. To see if the Town will fix a date when taxes shall be due and see if the Town will fix a rate of interest to be charged on taxes unpaid after that date. (Suggested: interest charged at the rate of 7.00% annually)
Art. 5. To see if the Town will vote to set the interest rate to be paid by the Town on prepaid abated taxes pursuant to 36 M.R.S.A. Section 506-A. (Suggested rate .5% annually)
Art. 6. To see if the Town will authorize the Selectmen to accept cemetery trust funds to be used for the upkeep of the Town Cemeteries.
Art. 7. To see if the Town will authorize the Tax Collector to accept current year taxes before the commitment date.
Art. 8. To see if the Town will authorize the Selectmen to sell and convey real estate acquired by the Town under tax liens on such terms and conditions as they deem appropriate, after negotiating with the previous owners. If that is unsuccessful, the selectmen shall advertise the availability of the property in the Town newsletter as well as other publications.
Art. 9. To see if the Town will authorize the Selectmen to sell or dispose of Town owned personal property with a value of Ten Thousand dollars ($10,000.00) or less and any property over said amount will only be sold upon the approval vote of the legislative body.

Art. 45. To see if the town will vote to increase the property tax levy limit of $ 159,539.00, established for the Town of Hudson by State law, in the event that the municipal budget approved under the preceding articles will result in a tax commitment that is greater than that property tax levy limit. (This must be voted by written ballot).
Art. 46. To see if the Town will vote to authorize the Municipal Officers to spend an amount not to exceed 3/12 of the budgeted amount of the Town of Hudson’s annual budget during the period from January 1, 2012, to the annual town meeting.
Art. 47. To see if the Town will vote to authorize the Selectmen and the Treasurer to borrow monies in anticipation of taxes on behalf of the Town.
Art. 48. To see if the Town will authorize the Selectmen to enter into contracts and lease agreements in accordance with approved budget appropriations as voted on at Town Meeting.
Art. 49. To see what sum of money, if any, the Town will vote to authorize the Board of Selectmen to appropriate from Fund Balance as they deem advisable to meet unanticipated expenses and emergencies that occur during fiscal year 2011. ($10,000.00 recommended by the Selectmen from Fund Balance.)

Art. 52. To see if the town will vote to authorize the Cemetery Maintenance account to become a continuing account.
Art. 53. To see if the Town will vote as follows: to change the term of the office of Selectman from two year to three consecutive year terms with no more than two Selectman seats subject to election in any year, the terms to be staggered. This change, if approved, to become effective at the 2012 annual town meeting, at which time two selectmen shall be elected for one three-year term each. In 2013 two selectmen shall be elected for one three-year term each and one selectman shall be elected for a one-year term. In 2014 the seat that was elected for one year in 2013 shall be elected for one three year term, with all elections thereafter being for a three-year term.
Art. 54. To see if the town will vote to authorize the board of selectmen to spend monies up to
$25,000.00 of the Building expansion reserve account for preliminary work for Building upgrades and expansion of administrative offices and in coordination with the efficiency grant.
Art. 55. To see if the town will vote to authorize the board of selectmen to spend monies from the proceeds of the salvage equipment sales & equipment reserve account to purchase a maintenance truck.
Art. 56 To see what sum of money, if any, the Town will raise and appropriate for the Maintenance Department.

REPORT OF THE ASSESSORS’ AGENT
Each year the state audits the town’s assessing records and compares assessed values to the actual homes sales that have occurred within the community to determine the town’s certified ratio. This ratio impacts the share of state funding that the community receives and particularly impacts the veteran, homestead and blind exemption amounts that resident homeowners receive. Therefore, it is in the town’s best interest to maintain valuations that are synonymous with 100% of fair market value.
This continued review of all properties is in an effort to maintain compliance with the state guidelines and state law.
As always our overall goal is to ensure that all properties are treated in the same manner and that all property owners are treated equally to guarantee that no one pays more than their fair share.
HOMESTEAD EXEMPTION
Are you currently receiving a Homestead Exemption? If not you may be eligible. To qualify you must be a resident of Hudson, your home must be your primary residence, and if you moved to Maine from another State you must reside here 12 months prior to applying for the exemption. Applications are available at the Town Office. If you currently receive the Homestead Exemption you need not reapply.

Message to the Citizens of Hudson
Dear Neighbors:
It is an honor to serve as your State Representative during the 125th session of the Maine State Legislature. As your voice in Augusta, I pursue my work with passion, responsiveness, and dedication as I have for the past six years.
While there may be some signs of an end to the national recession, there are still many very difficult decisions to make as we continue to shrink government at all levels and make government more efficient. Last term my colleagues and I worked in a bipartisan fashion to cut nearly a billion dollars from the state’s two-year budget. This year we will face another shortfall of a similar magnitude. There are over 1000 fewer state workers today then there were in the late 1990s and our state budget will be as low as it was back in 2002. Given inflation and the increase in the cost of living, these cuts are much deeper than the raw numbers suggest.
This session, I am particularly focused on streamlining regulation without destroying our natural heritage. I am the House Lead on the Legislature’s Joint Select Committee on Regulatory Fairness and Reform and I have made it my highest priority this session.
I continue to work hard on solid waste issues around the Juniper Ridge Landfill. I have been successful in getting laws enacted that create new odor rules and recycling standards, safeguarding the public against any potential abuses of the landfill. One of the laws I authored led to the denial of a permit to expand the landfill prematurely.
Lastly, I remain committed to supporting Maine’s small businesses and growing our economy. One of the policies I successfully supported is the expansion of Pine Tree Zones throughout the state. Local businesses can take advantage of these benefits to expand, and more new businesses can be encouraged to start in rural Penobscot County. I also worked to expand access to broadband internet in our area.
