This description of commodities or contractual services intended for purchase from a single source is posted in accordance with sections 120.57(3) and 287.057(3), Florida Statutes and will remain posted for a period of at least 7 business days.

Commodity or Contractual Service Required (commodity or United National Standard Products and Services Code (UNSPSC), manufacturer, model, and description, as appropriate): Purchase of license: Versa:Online (Versa Regulation Product Suite Online Portal Module), and ongoing maintenance services. Purchase of additional licenses: Versa:Regulation, and ongoing maintenance services.

Quantity or Term (as appropriate): 1 Base Versa:Online license for 25 license types with 100 internet service units; 130 additional Versa:Regulation software licenses.

Requestor (division, bureau, office, individual, as appropriate): Florida Office of Financial Regulation

Performance and/or Design Requirements (e.g.. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate): The Office of Financial Regulation's Regulatory Enforcement and Licensing (REAL) System was implemented using the proprietary Versa:Regulation product, owned and licensed by MicroPact, Inc. A custom portal was developed for the REAL System's online services. The Office of Financial Regulation intends to replace this custom portal with the proprietary Versa:Online product which works seamlessly with the Versa:Regulation software product. The Office of Financial Regulation also intends to migrate its Division of Financial Institutions into the REAL System, necessitating 130 additional Versa:Regulation licenses.

Intended Single Source: The Office of Financial Regulation intends to enter into a 43-month contract with MicroPact, Inc. for the purchase of its proprietary Versa:Regulation and Versa:Online licenses and ongoing maintenance to support the operations of its REAL System.

Estimated Dollar Amount: $2,181,583.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate): The existing REAL System was originally developed using the Versa:Regulation software product, and is operating well. The System's online services portal was custom developed and is aging. The Office of Financial Regulation intends to replace its custom portal with a configurable COTS online services product to avoid the risk of an aging portal and higher costs to maintain it. To replace the REAL System's custom portal with another product from another supplier would require replacement of the system as a whole, which is not efficient or cost-effective for the Office of Financial Regulation.
