The meeting was called to order by David J. Waskowicz, Acting Chairman, at 9:38 a.m. in Room 117 of the State Office Building, 165 Capitol Avenue, Hartford, Connecticut.

MINUTES OF PREVIOUS MEETINGS

The Board voted unanimously to approve minutes of the May 23, 2006 Fire Protection Sprinkler Systems Work Examining Board meeting with amendments under “Board Member Appointments” to reflect Luis A. Coreano appointed and sworn-in as a Fire Protection Sprinkler Work Examining Board as a Public Member; under “Applications” to reflect Jose Juan Vandrell’s application denied due to incomplete application (page-2 being omitted); under “Old Business” to reflect Board member Ralph Carl Miller reporting on the upcoming code changes; under “New Business” to reflect Richard Hurlburt reporting PSI contract extended to 2007; and Board member Ralph Carl Miller reporting on the CT fire safety code exempting manufacturers from fire inspections.

Appointment letter dated May 12, 2006 from the Honorable Governor M. Jodi Rell, concerning the appointment of James M. Barry to the Fire Protection Sprinkler Systems Work Examining Board as a

Public Member, in succession to Lisa Vereneau.

The Board voted unanimously to table Mr. Ball’s application, contingent upon receipt of a notarized statement from occupational related employers as to dates and duties of employment.

The Board voted unanimously to deny Mr. Beache’s application due to lack of a required

(F-2) Unlimited Journeyperson license for a minimum of two years.

The Board voted unanimously to table Mr. Boardman’s application, contingent upon receipt of

a notarized statement from occupational related employers as to dates and duties of employment.

The Board voted unanimously to approve Mr. Cefaloni’s application.

The Board voted unanimously to table Mr. Hoyt’s application, contingent upon receipt of

The Board voted unanimously to table Mr. Langley’s application, contingent upon receipt of

The Board voted unanimously to deny Mr. Moran’s application due to lack of a required

“Letter of Apprenticeship Completion” certificate.

RECONSIDERATION OF PREVIOUSLY SUBMITTED APPLICATIONS

Mark D. Dansereau, Ludlow, MA – (F-2) Unlimited Journeyperson Application – Approved

The Board tabled Mr. Dansereau’s application at their 3/28/06 meeting, contingent upon receipt of required notarized statements from occupational related employers as to dates and duties of employment.

After further review of Mr. Dansereau’s application at today’s meeting, the Board voted unanimously to approve his application.

John E. Marotta, Durham, CT – (F-2) Unlimited Journeyperson Application – Denied

The Board tabled Mr. Marotta’s application at their 5/23/06 meeting, contingent upon DCP contacting

the Connecticut Department of Labor to verify Mr. Marotta’s credited time as a registered apprentice.

After further review of Mr. Marotta’s application at today’s meeting, the Board voted unanimously

to deny his application due to lack of a required “Letter of Apprenticeship Completion” certificate.

Chairman David J. Waskowicz confirms Contacting the CT Department of Labor Apprenticeship Division, who have confirmed that Mr. Marotta was not credited for registered time as a Fire Protection Sprinkler Systems Work apprentice.

Tod E. Stenovitch, Pawtucket, RI – (F-2) Unlimited Journeyperson Application – Denied

The Board tabled Mr. Stenovitch’s late arriving application at their 5/23/06 meeting, subject to further

review of the credentials submitted with his application.

After further review of Mr. Stenovitch’s application at today’s meeting, the Board voted unanimously

to deny his application due to lack of required notarized statements from occupational related employers

as to dates and duties of employment.

Dennis Welch, Nashua, NH – (F-4) Limited Journeyperson Application – Denied

The Board denied Mr. Welch’s application at their 5/23/06 meeting due to lack of occupational and school related instructional experience.

After further review of Mr. Welch’s application at today’s meeting, the Board voted unanimously to deny his application due to lack of a required “Letter of Apprenticeship Completion” certificate.

LATE ARRIVING APPLICATION FOR RECONSIDERATION

Jose Juan Vendrell, New Britain, CT – (F-2) Unlimited Journeyperson Application – Tabled

The Board voted to deny Mr. Vendrell’s application at their 5/23/06 meeting due to submittal of an

incomplete application (page-2 of the application was omitted).

After further review of Mr. Vendrell’s application at today’s meeting, the Board questioned how

Mr. Vendrell was approved to sit for an (F-2) Unlimited Journeyperson examination when in fact

his application was denied at the Board’s 5/23/06 meeting. The Board voted unanimously to place

Mr. Vendrell’s (F-2) examination results on hold and that no license be issued to Mr. Vendrell, and

that this particular matter be discussed at the Board’s next Meeting scheduled Tuesday, July 25, 2006.

CORRESPONDENCE

CHAPTER 393, SECTION 20-333a (RECIPROCITY).

DCP Director Richard M. Hurlburt provided the Board with the reciprocity language, which

allows the Commissioner of Consumer Protection, upon payment of the appropriate fee, as provided in section 20-335, grant a license or card of registration provided for in this chapter, without an examination, to any currently practicing, competent person who holds a similar license or card of registration granted by any other state having licensure or registration requirements substantially similar to, or higher than those of this state, if the licensing authority in such other state may grant such similar license or card of registration, without an examination, to any currently practicing, competent licensee or registrant from this state. The Commissioner, with the advice and consent of the appropriate examining board , may adopt regulations in accordance with the provisions of Chapter 54 in order to carry out the provisions of this section. However, Mr. Waskowicz stated that Massachusetts has no registration requirements. Therefore, how would CT have any reciprocity consideration with Massachusetts when in fact their licensure requirement process is not in fact substantially similar to, or higher than, those of Connecticut.

OLD BUSINESS

Ralph Carl Miller reports that the State Fire Marshal’s office to provide presentation at next meeting

scheduled Tuesday, July 25, 2006 regarding “NFPA-13 STD”.

NEW BUSINESS

1. The Board voted unanimously that before the swearing-in of newly appointed “Public Member”

James M. Barry, DCP investigate Mr. Barry’s credentials regarding occupational licenses held, as well as names of his employers. The Board also requested from the Attorney Generals office, the true definition of a “Public Member”.

2. The Board voted unanimously to require DCP Trade Enforcement Division representative provide the Board with a report of Fire Protection Systems Work complaints and ongoing investigations from 1/1/06 to present, to be provided at their next meeting scheduled for Tuesday, July 25, 2006.

3. DCP Director Richard M. Hurlburt reported on PSI investigation going to next level concerning the compromising of a state exam.

There being no further business, the meeting adjourned at 11:00 A.M.
