General Summary of Function/Purpose of PositionThe Michigan Student Test of Educational Progress (MSTEP) is a large-scale assessment program which has been designed to measure student achievement against state standards in mathematics, science, English language arts, and social studies. The National Assessment of Educational Progress (NAEP) is a congressionally mandated project coordinated by and through the United States Department of Education (USED) to continuously monitor the knowledge, skills, and performance of the nation’s children and youth. In addition, the USED also cooperates with a variety of international assessment programs.?General responsibilities of the coordinator are to serve as the liaison between the MSTEP Office and the USED National Center for Educational Statistics (NCES), to assist as the in-state coordinator of the NAEP and international assessments, to serve as the MSTEP representative, to coordinate reviews of NAEP assessment items and processes, to coordinate the NAEP and international assessment administration within the Michigan, and to analyze and report NAEP data. The intent is to enhance the MSTEP office’s capacity to assist LEA’s in proper administration, interpretation and use NAEP data, to analyze and report large-scale assessment data, and to make NAEP data more accessible to state and local policy makers, school administrators, and classroom teachers. To assure compliance with state and federal laws pertaining to assessment and use of student data.15. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary:Percentage:25Coordinate the administration of NAEP and international assessment within the state in accordance with NAEP federal and state requirements. Individual tasks related to the duty:Coordinate submission of the state participation agreements.Recruit schools for the NAEP and international assessment samples. Coordinate state activities with the NAEP and international assessment data collection contractorDuty 2General Summary:Percentage:20Coordinate the analysis and interpretation of NAEP data and the preparation of special state-level reports that would permit state officials to draw implications for policies and/or programs at the state and local level. Coordinate and monitor the view of NAEP assessment data within the state. Individual tasks related to the duty:Work with NCES to coordinate the release of state, national and international results.Coordinate the reporting and dissemination of state NAEP results.Prepare special state NAEP reports that draw implications for policies and programs.Assist the LEAs (local education agencies) in coordinating responses to requests for access to release data required by the assessment.Monitor proper use to assure against any impropriety, disclosure, publication, or wrongful use of any assessment.Serve as a representative to NCES for reviews of NAEP assessment items and processes Provide technical assistance to the state and LEAs and other target audiences as it relates to NAEP and international assessments.Duty 3General Summary:Percentage:10Attend meetings convened by NCES and conferences on assessment.Individual tasks related to the duty:Attend meetings of the NAEP State Coordinators. Attend NCES-sponsored training and professional development; the Council of Chief State Officers (CCSSO) National?Conference on Student Assessment and orientation sessions .and other designated sessions approved by budget..Duty 4General Summary:Percentage:20Coordinate the development and implementation of a NAEP State Dissemination Plan.Individual tasks related to the duty:Be knowledgeable about state and federal law as it pertains to NAEP and its relevance to the state.Analyze, report, and disseminate NAEP results.Disseminate information about NAEP as an assessment and reporting system.Understand and promote the role of NAEP within the state assessment system.Prepare annual work plans, budgets and final project status reports.Duty 5General Summary:Percentage:15Coordinate communication of NAEP information to state policy makers, local school administrators, classroom teachers, parents, and the general public.? Promote assessment literacy.Individual tasks related to the duty:Work with local educational agencies (LEAs) to inform parents and members of the public about access to data. Work with schools to ensure that parents of children selected to participate in NAEP are informed about the assessment. Coordinate the receipt of written comments and complaints from the public and education agencies to LEAs and the state education agency and forward comments and complaints to NCES. Promote better understanding of large-scale assessment using NAEP and NAEP resources and promote understanding about NAEP and its relevance to the state program.Duty 6General Summary:Percentage:10Other duties as assigned by OEAA directorIndividual tasks related to the duty:16. What are the minimum education and experience qualifications needed to perform the essential functions of this position.EDUCATION:Education Research Consultant 12-14:Possession of a master's degree in education, social science, or mathematics, with at least 8 semester (12 term) credits in one or a combination of the following: inferential statistics, educational measurement, evaluation design, or research design (excluding thesis or dissertation credits)Education Research Consultant 15A:Possession of a master’s degree with a major in school psychology; educational psychology, educational testing, measurement, or assessment; psychometrics; inferential statistics; quantitative program evaluation; quantitative psychology; or organizational/industrial psychology, with 20 semester (30 term) post-bachelor’s degree credits in quantitative research and analysis methodologies.Education Research Consultant 15B:Possession of a doctorate degree (PhD/EdD) with a major in school psychology; educational psychology, educational testing, measurement, or assessment; psychometrics; inferential statistics; quantitative program evaluation; quantitative psychology; or organizational/industrial psychology, with 30 semester (45 term) post-bachelor’s degree credits in quantitative research and analysis methodologies.EXPERIENCE:Education Research Consultant 14Three years of post-master's consultative or administrative experience in education research or empirical research, including one year equivalent to an Education Research Consultant P13.Alternate Education and ExperienceEducation Research Consultant 12 - 14Possession of a doctorate degree in measurement, evaluation, or research design may be substituted for one year of the required experience.Education Research Consultant P13 - 14Possession of an educational specialist (EdS) degree with eight post-bachelor’s semester credits in inferential statistics, educational measurement, evaluation design, or research design may be substituted for six months of the required experience.KNOWLEDGE, SKILLS, AND ABILITIES:Excellent interpersonal and communication skills, Knowledge of public school systems and educational reform initiatives Ability?to develop relationships and provide assessment expertise to curriculum development, school improvement and accreditation staff in the Department of Education.Ability to?interpret and apply confidentiality laws. Ability to analyze psychometric issues such as assessing bias, reliability and validity of NAEP tests and test items. Applications include classical and modern test theory (e.g. Cronbach, IRT, DIF, etc.) Application of statistical measures of significance testing. Ability to use productivity software, especially word processing, email and email merging, spreadsheets and presentation software – currently the Microsoft Office Suite.
