CALL FOR APPLICATIONSOpen to External CandidatesRef/VN No Position Title::CFA-IOM-SKP-2021-16International Training Consultant Duty Station:Skopje / Home-based Contract Type:Short Term Consultancy, 24 working days Project Duration:September to December 2021 Estimated Start Date:01.09.2021 Closing Date :30 July 2021Nature of the consultancy: DEVELOPMENT AND DELIVERY OF A GENDER SENSITIVE CAPACITY BUILDING TRAINING ON MIGRANT SMUGGLING AND OTHER TRANSNATIONAL ORGANIZED CRIME IOM project to which the consultancy is contributing: “Support the national capacities in addressing migrant smuggling and other transnational organized crime in North Macedonia”, funded by the Government of the Netherlands.Background: Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. With 172 member states, a further 8 states holding observer status and offices in over 100 countries, IOM is dedicated to promoting safe, orderly and regular migration for the benefit of all. It does so by providing services and advice to governments and migrants.The scope of the project “Support the national capacities in addressing migrant smuggling and other transnational organized crime in North Macedonia”, includes the development and delivery of trainings based on a conducted needs assessment for capacity building on migrant smuggling and other transnational organized crime. IOM is seeking an international consultant to develop a curriculum and deliver trainings on, but not limited to: indicators for detection of cross-border crime, including migrant smuggling, data analysis and exchange; risk indicators and the method of their determination; international cooperation in the field of cross-border crime, with focus on migrant smuggling; information gathering and intelligence activities; investigation methods pertaining to countering transnational organized crime, including special investigation methods; inspection techniques; methods of cooperation between border and crime police units and preparing joint operations; local, regional and international cooperation in combatting transnational organized crime. The curriculum will be hosted on IOM E-Campus. Tasks to be performed under the contract: Develop a curriculum on migrant smuggling and other forms of transnational organized crime specified above for the law enforcement professionals coming from the National Unit for Suppression of Migrant Smuggling and Trafficking in Human Beings, border police and other respective law enforcement officers (2 working days);Develop the pre- and post-training questionnaires to evaluate the impact of the trainings and transfer of knowledge to the training participants (one working day)Conduct 8 two-day capacity building trainings for up to 88 law enforcement officers (16 working days)Prepare and deliver a final training report with relevant conclusions and recommendations for future actions including the analysis of the pre- and post-training questionnaires (3 working days).Liaise with IOM North Macedonia support with the IOM E-campus team to provide instructions and correct technical and operational mistakes in the process of posting the curriculum on E-Campus (2 working days).Tangible and measurable deliverables:Developed and delivered training curriculum and materials.Developed and delivered pre- and post-training anized 8 two-day capacity building trainings for up to 88 law enforcement officers.Developed and delivered training report with relevant conclusions and recommendations for future actions including the analysis of the pre- and post-training questionnaires.transferred curriculum and materials to IOM E-CampusNecessary Qualifications, Experience and Competencies: Minimum 5 years of general professional and field experience in combating smuggling of migrants, trafficking in human beings, and other similar forms of organized crime.Minimum 2 years of specific expert experience in the field of irregular migration, human trafficking, evidence gathering, etc;Experience in working with public administration, local authorities and institutions/ organizations in the area of combating smuggling of migrants, trafficking in human beings, and other similar forms of organized crime;Successfully completed work on minimum 2 similar projects and/or capacity building assignments. Experience in implementation of projects/assignments for improvement of the capacities of the relevant parties in the fight against organized crime with focus on migrant smuggling will be considered as an advantage.Have good knowledge of state-of-the-art training techniques and technology;Experience in migration or gender is a distinct advantage;Demonstrated outstanding time-management and inter-personal skills;Ability to work independently with regular and open communication and coordination with IOM; Flexibility and ability to work in a deadline-driven environment;Computer literacy with ability to operate Windows and Microsoft Office applications;Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.LanguagesFluency in oral and written English is required.
