COURSE CONTENT: This course is designed to provide the licensed Merchant Mariner and U.S. Navy Strategic Sealift Officer with the professional information and skills needed to operate a merchant ship as a naval auxiliary or to operate with the Navy in time of war or national emergency.

COURSE DESCRIPTION:

This course will:

1. Introduce the Strategic Sealift Officer (SSO) program in the U.S. Naval Reserve.

2. Explore the origins of U.S. sea power and the importance of the Merchant Marine in its growth.

3. Discuss the fundamental interests of the U.S. and our potential adversaries.

4. Examine the organization and missions of the U.S. armed forces and the critical role of the Merchant Marine in each.

5. Discuss the current status of the Merchant Marine.

6. Discuss merchant ship employment in wartime and its role in national defense.

7. Examine how merchant ships defend themselves, communicate with the Navy, and organize for efficient and effective

protection in hostile areas.

8. Familiarize the students with the Navy-Merchant Marine relationship.

ACADEMIC HONESTY & COLLABORATIVE WORK ASSIGNMENTS: Students found cheating on any exam will receive a grade of 0 for that exam and will be reported to the Commandant for an honor violation in accordance with the Academy’s honor policy. Unless otherwise directed by the instructor, all work assignments shall be completed independently by each respective student.

CLASSROOM PARTICIPATION: Your class participation grade is based on having completed the assigned readings prior to class and actively participating in class discussions. Not being prepared for class discussions, sleeping in class, side conversations with classmates, and unexcused absences will have a negative effect on your class participation grade. Respect should go both ways between the instructor and the students. You should make every effort to schedule medical/dental and personal appointments so they do not conflict with class periods. If you are going to miss class you must notify me and your section leader. Military bearing is an absolute must.

GRADING CRITERIA:

Midterm Exam 25% Quizzes (5) 20% Final Exam 25%

Paper 10% Class Participation 10% Homework 10%

A 94-100 B+ 87-89 C+ 77-79 D+ 67-69

A- 90-93 B 83-86 C 73-76 D 63-66

B- 80-82 C- 70-72 F 0-62

EXAMS: Exams will cover the material discussed in class and contained in the reading assignments. A midterm exam will cover material from the first half of the term. A comprehensive final exam will cover material from the entire term. Students should not schedule any other activities during the midterm or final - exam dates that are indicated in the syllabus. There are NO MAKE-UP exams or quizzes. I will consider only extenuating circumstances (ie an emergency) on a case by case basis.

QUIZZES: We will have 5 quizzes. However, I reserve the right to administer more quizzes if I feel class participation is lacking or the assigned reading is not being completed.

PAPER: There will be one paper assigned during the course of the trimester. The paper will be approximately 3 pages in length. It will require you to research a topic related to class. Specific directions will be provided 3 or more weeks before the due date of the paper assignment.

PAPER WILL BE DUE NLT Thursday 19 MAR 2013 AT 1200.

COURSE GOALS: The primary objectives of this course are to provide prospective Strategic Sealift Officers with a basic understanding of their role in our national security and to familiarize them with the basic principles and procedures for operating a merchant ship as a naval or military auxiliary.

MIDSHIPMEN LEARNING GOALS:

The student will:

1. Comprehend the interrelationship between authority, responsibility and accountability within a task-oriented organization.

2. Know the missions and basic organization of the major components of all the U.S. Armed Forces.

3. Know the mission of the U.S. Merchant Marine relative to national security, including its integration with the combat fleet.

4. Know the basic forms of naval communication.

5. Comprehend the requirements and process for OPSEC for military forces.

6. Know the fundamental national interest of the U.S. and potential adversaries.

7. Comprehend the basic application of electronics systems, communications theory, and EM wave theory to maritime and naval

application in radar, communications, and radio-navigation systems.

8. Know the basic terms and procedures associated with UNREP.

9. Know merchant ship communications procedures for convoy ops and independent sailing.

10. Know the importance of the U.S. Merchant Marine to the economy and national security of the U.S.

11. Know the current legal position of the U.S. Merchant Marine.

12. Know the basic procedures for defending merchant ships from common wartime threats.

13. Be familiar with and apply the procedures for merchant ships in convoy operations.

14. Know wartime shipping organization and merchant marine mobilization process.

15. Know how merchant ships can function as military auxiliaries.

16. Comprehend the opportunities and obligations of a second career in the Merchant Marine Reserve.
