SHALLOTTE BOARD OF ALDERMENBUDGET WORKSHOPANDANNUAL BOARD OF ALDERMEN RETREATAPRIL 29, 20208:00 – 2:00 P.M.The Shallotte Board of Aldermen met for a budget workshop and their annual retreat on April 29, 2020 from 8:00 a.m. until 2:00 p.m. in the meeting chambers located at 110 Cheers Street with Mayor Walt Eccard presiding.Aldermen present: Larry Harrelson, Carson Durham, Gene Vasile, Jimmy Bellamy and Adam StanleyAldermen absent: NoneStaff present: Sandy Strickland and Isaac Norris (Department Heads were brought in as needed to discuss their respective department)NCLM LEAD Fellow Allison Marshall was also present. This Board meeting was conducted via zoom in order to comply with the Governor’s Order regarding limiting indoor gatherings to ten (10) people. Allison monitored the meeting from the back conference room and everyone in attendance adhered to social distancing guidelines.A motion was made by Carson Durham seconded by Gene Vasile to open the meeting. Motion carried 5 yes 0 no.BUDGET WORKSHOPREVENUESThe Board briefly reviewed projected revenues for the upcoming fiscal year.Staff was given the opportunity to discuss their upcoming goals for the year.STAFF PRIORITIES AND GOALSADMINISTRATIONSuccession Planning – Many department heads are nearing retirement ages, get people trained or develop pathways to recruit candidatesStrategic Planning – Get a guide to where Shallotte is goingFacilities/Needs Assessment – Ge a guide to what we will need in the futureCross Train – get more employees involved with other jobs so we are not so dependent on any single personCertifications – Get multiple people certified in basics and choose viable candidate for higher level certificatesFINANCEApply for and receive the CAFR designation for the 2019-2020 yearImprove on internal controls in order to obtain more efficient processing of transactions and to make better financial decisionsMaximum allocation of money to achieve the best rate of return possibleWATER, SEWER, STREETS and PARKS12” water line under Highway 17 Bypass at the North end of Town. Transfer of Sick Leave from Previous Employer – The Town will accept the transfer of sick leave for employees coming directly from other employers who are participants of the Local or State Employees Retirement System. The sick leave amount must be certified by the previous employer. The employee must complete 12 months of continuous service with the Town of Shallotte before transferred sick leave may be use. Motion carried 5 yes 0 no. A motion was made by Adam Stanley seconded by Larry Harrelson to approve a Voluntary Shared Leave Program for the Town of Shallotte employees (Section 15A). Motion carried 5 yes 0 no. Motion carried 5 yes 0 no. It was the consensus of the Board to allow Town Administrator Mimi Gaither to persue a potential Manager/Council form of Government for the Town of Shallotte. She will work with the Town Attorney during this investigative process.RIVERFRONTMayor Eccard stated we will rebid the project mid May. The Riverfront Committee should take a step back and the Board should revisit what we want for the Riverwalk project. We should involve the community and review our original ideas. There is a new $250,000 CAMA Grant, a new round should begin mid to late summer.
