1.0 Requirements for a Traffic Records Strategic Plan

Traffic records are a key component in the effort to improve the safety of a state's transportation system by allowing for the analysis of crash data to aid in the identification, deployment, and evaluation of traffic safety countermeasures. Per 23 CFR 1300.22 State Traffic safety information system improvements grants, to qualify for Section 405c, states shall submit a Traffic Records Strategic Plan, approved by the Traffic Records Coordinating Committee (TRCC) that-

1. Describe specific, quantifiable and measurable improvements that are anticipated in the State's core safety databases, including crash, citation or adjudication, driver, emergency medical services or injury surveillance system, roadway, and vehicle databases.

2. Includes a list of all recommendations from its most recent highway safety data and traffic records system assessment.

3. Identifies which recommendations the State intends to address in the fiscal year, the projects in the HSP that implement each recommendation, and the performance measures to be used to demonstrate quantifiable and measurable progress.

4. Identifies which recommendations the State does not intend to address in the fiscal year and explains the reason for not implementing the recommendations.

5. The State shall demonstrate quantitative improvement in the data attribute of accuracy, completeness, timeliness, uniformity, accessibility or integration of a core database by providing written performance measures in the preceding 12 months of the application due date in relation to one or more of the significant data program attributes.

2.0 Mission, Vision, and Goals

Mission

To improve the use of relevant traffic records in support of the strategic implementation of traffic safety strategies for the elimination of deaths and serious injuries on Nevada's roadways so everyone arrives home safely.

Vision

Traffic safety professionals use linked traffic safety data to pinpoint specific traffic safety issues and associated strategies to eliminate all fatal and serious injuries on Nevada's roadways.

Goals

In support of Nevada's Strategic Highway Safety Plan (SHSP) and the Highway Safety Plan (HSP) this strategic plan specifies how Nevada's traffic safety partners will improve data quality attributes for the six primary data components in order to more effectively target strategies that reduce serious injuries and traffic fatalities towards Nevada's Zero Fatalities Goal.

The following are the six primary data components:

? Crash ? Driver ? Vehicle ? Roadway ? Citation/Adjudication ? EMS/Injury Surveillance

The following are the six primary data quality attributes:

? Timeliness ? Accuracy ? Completeness ? Uniformity ? Integration ? Accessibility

The following are the goals:

? Strengthen the TRCC's abilities for strategic planning. ? Improve the procedures/process flows, interfaces, and data quality in the Crash data system. ? Improve the procedures/process flows and data quality in the Vehicle data system. ? Improve the description, contents, data dictionary, and data quality in the Driver data system.

? Improve the data dictionary, procedures/process flows, and interfaces in the Roadway data system.

? Improve the applicable guidelines, data dictionary, interfaces, and data quality in the Citation and Adjudication systems.

? Improve the description, contents, interfaces, and data quality for the EMS/Injury Surveillance systems.

? Improve the traffic records systems capacity to integrate data.
