?SAC MINUTES Dania Elementary A Title 1 School 245745029781500January 27, 2021 @ 2:05 PMS.W.I.M to success Call to order By Jamie Edwards, School Advisory Council (SAC) Chairperson, at 2:05 PM via Microsoft TEAMS.Approval of the minutes from December 9, 2020 @ 2:05 PMApproved by Heather Harris and Seconded by Susan SchwartzPrincipal’s Report – Dr. Lewis JacksonDr. Lewis Jackson greeted the group in person and online. Dania Elementary welcomed visiting Board member Sarah Leonardi from District 3 today. Regarding the proposal for a new, smaller building dedicated to our Music program and an asphalt court, no decision has been made. Opposition is mainly regarding declining enrollment, although many others believe our students should not be penalized and it would help our school’s enrollment by competing with charter schools. One option is to replace the music room with the existing Science Laboratory and an adjoining room. Arguments against that option include noise pollution for surrounding classrooms and taking away the Science Laboratory. Another option is to add on a structure to an existing location (for example, add an additional room to Building 3). At this time, additional timelines are still being considered. Michele Harmer asked if there was a guarantee of funding with the lack of decision? Dr. Lewis Jackson answered that funding should still be there – although costs have increased as the years pass. Michele Harmer volunteered SAC to address the Board directly if needed. Dr. Lewis Jackson acknowledged both parent and employee letters in support of the school’s original decision. Danielle Laroff commented on the lack of notice regarding the meetings and constant re-scheduling. Regarding the bids on playground shades, all previous vendor offers expired, and they had to re-apply. At this time, Dania Elementary will move forward with new bids based on new vendors. Currently, they are coming on campus to give estimates. New quotes include smaller shades on both playgrounds due to sun’s trajectory. The new golf cart was purchased and is in service. The murals in Building 3 and the Cafeteria are now complete. The next mural will be in the main hallway in Building 1. Outdoor furniture has been ordered and received but will be not be placed yet due to the pandemic. Other items, including teacher chairs, are on hold until the playground shades are reconciled. We had previously received a bid of $8,500 to replace front office carpeting and $6,500 to redo the receiving area in the front office. However, the pandemic has changed the way we interact with caregivers and visitors on campus. The newest bid for replacing the carpet of $15,000 would require that we reroute the receiving area money solely towards carpeting. Dr. Lewis Jackson asked for thoughts and opinions? Michele Harmer asked if we must go through a School District vendor? Dr. Lewis Jackson answered yes. Danielle Laroff asked if there will be any changes due to the pandemic for safety? Dr. Lewis Jackson answered that there may be a buzzer and/or camera installed for security that could unlock remotely and remove the close interactions opening doors. There have not been any security updates lately. Jamie Edwards stated the vote: reallocate the $6,500 towards original carpet $8,500 for $15,000 total of the new bid. Judi Delease asked if later we would be able to make changes? Dr. Lewis Jackson answered no, not from these funds. Jamie Edwards made a motion to vote. With twelve live members in support, the motion was approved. Jamie Edwards asked SAC for nominees of Vice-Chair for SAC. Michele Harmer asked if support was needed? Jamie Edwards answered yes. Dr. Cheryl White was nominated. Jamie Edwards stated the vote to confirm Dr. Cheryl White in the position of Vice-Chair. With twelve live members in support, the motion was approved. Dr. Lewis Jackson requested that SAC use accountability funds ($5,385) to purchase scholastic magazines (K-5) for $2,600. Motion to accept by Danielle Laroff and seconded by Judi Delease. Dr. Lewis Jackson requested that SAC use recognition funds ($63,083) to purchase student agendas for $1,600. Motion to accept by Susan Schwartz and seconded by Danielle Laroff. Title 1 Report – Sandra HallSandra Hall provided an update regarding the completion of parent-teacher compacts. Currently, we have received 48%, but need 78%. Staff continues to reach out with both electronic and paper copies. Compacts have now been translated into four languages. Parent resources previously provided through the Title 1 Van can now be ordered online and delivered to the school. Sandra Hall will be sharing a video detailing the instructions for caregivers at our Title 1 Literacy Family Night (January 27, 2021 at 6:00 PM). Dr. Lewis Jackson shared that without the need for food at our family night events, funding will be moved to supplies and instructional materials. Extended Learning Opportunity (ELO) camps have started for Grades 3-5, with money going towards supplies/ instructional materials and teacher pay. The District has noted an academic slide due to COVID-19 and interrupted schooling; they are offering additional funding for planning after-school camps, with the potential to expand our offering to students K-2. Barriers included extra time spent at school and transportation. Ms. Markevich shared that Language Enrichment Camps (LEC) will run from February 8 – April 16 on Monday and Friday for our English Language Learners (ELLs). Classes will be approximately eight students to one instructor. Both ELO and LEC camps have the flexibility for students to attend either in person or remotely. Assistant Principal’s Report – Galina Markevich: No reportOld Business New BusinessRedistribution of SMART Enhancement fundsCreating position of vice-chairExpenditure of Accountability and/or Recognition fundsLucy Tucker provided an update from the District. A quarter of students are demonstrating academic progress that is greater than two levels below expectation. To address academic concerns, the District is providing free eSupport and tutoring through Mainstreaming Education Career & College Advancement (MECCA) and a partnership with schoolhouse.world and khan academy. There is a trend of teachers heading into early retirement. State testing (FSA/EOC) remains a discussion, including the cancellation of exams, students not required to take exams, exams not counting towards student grades/ teacher evaluation and/or taking exams in person (Saturday’s). The District reported about 8,200 missing students and is working to increase enrollment and encourage face-to-face learning when possible. There was a discussion over Centers for Disease Control (CDC) recommendations and COVID-19 vaccinations for educators being at a Level 2, following first responders and seniors at Level 1. To show your support for educators to be moved up to Level 1, you may fill out the following form at: pages/35493. Michele Harmer asked if there were mandatory vaccinations for educators? Lucy Tucker answered no, not at this time. Public input at the School Board meeting regarded food distribution for remote students, including locations, dates and times for pickup. Also, how are Exceptional Student Education (ESE)/ ESOL (English Speakers of Other Languages) services being provided to students learning remotely? The education budget may be reduced for program/ resources. The funding for School Resources Officers is often tied to the Broward Sherriff’s Office and municipalities budget. The recommendation was that it should be allocated to elementary schools and not just middle/ high schools. Michele Harmer proposed a discussion regarding school climate. Jamie Edwards and Dr. Lewis Jackson answered that the Leadership Team would be meeting to discuss avenues for discussion prior to bringing it to SAC. Call to conclude by Jamie Edwards, School Advisory Council (SAC) Chairperson, at 2:53 PM via Microsoft TEAMS. Approved by Danielle Laroff.
