All student/athletes must maintain and adhere to a strong academic code of striving to meet a set of standards in each of the four major/core subjects (Math, Language Arts, Science & Social Studies) as designed by each school and followed by the League. Coaches should encourage their teams to excel in the classroom as well as on the basketball court.2. All players listed on the team roster must maintain a sixty-five (65%) average in three of their four core/major subjects. This does not mean an average of all the subjects combined. A player cannot fail more than one core/major subject and continue to play basketball .3. The deadline for the academic requirements is the end of the first marking period. As soon as coaches receive information of failing students, it is the coach’s responsibility to remove the student and place the student on academic probation for a period of three (3) scheduled weeks at the beginning of the regular season, but must include the first three (3) games. The player may not dress or travel with the team on game day or participate in any practices or team meetings. Failure to report this information to the league committee will result in sanctions, penalties and possible team suspension or expulsion.4. Students on probation who show academic progress in their core courses during the probation period must provide anecdotal records of such improvement and must be dated and signed by their teachers. This information should be collected during the third week of probation which should speed up the reinstatement process. 5. Coaches will be held responsible for the submission of their player’s anecdotal records along with copies of Report Cards which the league uses for eligibility purposes only.6. Any and all students who do not meet the academic requirements within the three (3) week probation period must be removed for the rest of the season and playoffs (if applies).7. Students in Special Education programs will be given some flexibility in the grading process, however, the league expects the highest standards for all students and this will have to be evaluated on a student-by-student basis. Any child with an IEP is considered a Special Education student.8. Schools who use a variation in grading academics or behavior (other than % or “U to E”) will have their students progress judged and evaluated using a scale equal to that used by the league.The league will issue an alternative grading form for schools who do not use or enter academic and/or behavior grades. This form will be used only after it has been determined by the league that no other option exists to ascertain the required grades to determine eligibility. 8A. Student Attendance cannot dip below 80% (36 days absent) for the entire term/school year.Students will be tracked using report cards submitted by coaches. Doctor/Parent notes for absent days will be not included in the 36 days, although the league may reserve the right to see proof of the absent days notes. Excessive absent days and lateness will be grounds for the committee to consider a player suspension. Page 2 Behavioral Standards All students participating in the league must maintain a high level of good conduct in school during the school day, and at all home/away games, traveling to away games and during all practices. Coaches should encourage their teams to strive to be the best school ambassadors when representing their school.Any student that does not meet the league’s behavioral guidelines must be suspended from the team using the same process as the academic reinstatement procedures.Any student who at the end of the first marking period has more than one “U” in a core subject must be given a three (3) week suspension or three games (whichever comes first) . A pattern of “N’s” (more than 2) in the core subjects should be treated the same as 2 “U’s” & also suspended.Behavioral suspensions should follow the academic procedures. Anecdotal records are needed from the teacher involved. The teacher must also date and sign each document.Coaches are responsible for collecting this information and submitting to the league before the student is eligible for reinstatement.Any coach who fails to enforce or willingly violates the rules and standards set down by the league regarding academics and behavior will face severe penalties by the league at the discretion of the league committee. This will be done on a case-by-case basis.The league committee will be responsible for investigating any and all alleged infractions, violations, protests, reports, and any other information that is in violation with the N.Y.C. Middle School Basketball League behavioral standards.All Playoff teams must submit 2nd Marking Period Report Cards and an updated Team Roster Sheet to compete in the playoffs. Students not meeting league rules concerning academics and/or behavior will be ineligible for the playoffs. Players added to any roster after opening day December 1st, 2016 and before rosters are frozen on January 1st 2017 must submit a current copy of the player’s Report Card with all paperwork to the League before a player is deemed eligible.All Questions on Behavior & Academic Standards should be directed to the Committee. Page 3 Gameday (The Court) Each school should have a standard lined regulation sized court. Each court must be well lit, ventilated, clear from debris, spills or gym equipment.Courts must not be slippery from wax or cleaning materials.Courts/Schools are not required to have a three point line painted, however, coaches should encourage administrators about the importance of the court regulations of the game. Referees will only call three pointers where a three point line exists on the court.Each home school must provide chairs or a bench for the visiting team and substitutes.Each home team must have a scoring table which should be positioned on the same side as the team benches. The table must have a game book, score sheets, a time keeper with clock or stop watch. The away team may have someone sit at the scorer’s table to record score. The “home team scoring book” is the official and primary book referees will consult during the game to resolve disputes, check fouls or game score.24. In the case where a gym’s court is smaller than regulation the referee will declare that the free throw lines will act as lines to enforce backcourt violations. FANS/SUPPORTERS25. Home supporters ONLY are allowed to attend games. Away parents are the only exception to this rule. Away parents must show ID before entering the away gym.26. Home supporters are expected to have a signed permission slip allowing them to attend home games. School season passes have been created by a number of programs with parent consent signatures. Permission Slips are not a league requirement for Home fans to attend games.27. Coaches who allow visiting fans (besides parents) to attend games will be held accountable by the league disciplinary committee and may face suspension and expulsion.28. Only 15 squad members, coaches and game officials are allowed to travel to away games. Game officials are considered to be a few people to do the away game book, video tape the game etc… It should not exceed 4 people.29. Coaches must be informed beforehand of any family guests. Family members must show proper identification at the security desk. Family Members means Parents or Guardians only.30. Smoking is not permitted by any individuals on school grounds at any time.31. There is a zero tolerance policy on weapons of any kind in the New York City public schools.32. Food or drinks are not allowed in the gym during a game unless the School or coach has given permission in advance. Teams may bring in drinks for the purpose of the game.33. Home supporters should be respectful of the away teams during all games and act with the highest levels of sportsmanship. SCORER’S TABLE34. The home team’s game book is the official game book and the only reference point referees will use for points totals or fouls. The scoreboard is not the official scorekeeper.35. It is strongly recommended that the away team’s official scorer sit at the scorers table. However, their book will not be used for any referee references unless the referee requests it.36. It is the home team’s responsibility to have a trained person care-taking and recording the game book. During playoffs an adult is required to oversee the scorer’s table. Page 4 37. Coaches are expected to choose one or more persons who are responsible to assist in the basketball program as scorers, timers, video recorders and scheduling for the season. Coaches should have back-ups for each position in case of emergency.38. The game clock at the scorer’s table should be given to a responsible person who understands the rules of the NYCMSBL regarding timing for the quarters, halves & timeouts etc.39. A stopwatch is acceptable; however an official game clock is preferred. The game table should have a responsible person preferably an adult performing this duty. Phone clocks are not to be used unless there is no other available clock to time the game. SEQ CHAPTER \h \r 140. The timekeeper should alert the ref of the time at the end of each quarter. (1 min, 30 sec)41. The time keeper blows his/her own whistle to signal the end of the quarters and halves.42. The time keeper also signals with the whistle for substitutes on dead balls only. The referee will signal the player into the game. 43. The scorer’s table must have a clear score board facing the supporter’s side. 44. One person is expected to operate the score board and must actively be involved in the game.45. Any disputes over the score board must be decided by the referee only, conferring with the game officials and game book (if necessary).46. All playoff games must have adult supervision at the scorer’s table to record the game book.47. Each team has seven (7) team fouls per half. The opposing team shoots “one & one” free throws up to tenth (10) foul. Opposing team then shoots 2 free throws in “double bonus”48. Each player is allowed (5) personal fouls per game. Upon receiving a 5th foul a player is out of game. 49. Game book officials should alert coaches when a player is on three (3) fouls and a team has five (5) team fouls. The game book person should also alert the referee when a team is on six (6) team fouls or when a player has fouled out.50. Players ejected from a game (other than fouling out) will receive a one game suspension. The league will review each case on it’s own merits after reading ref’s report.THE GAME51. Each Varsity game will consist of four (4) quarters of eight (8) minutes. JV will be (7) minutes.51A. Games that begin at 5pm must be two 16 minute halves with one full time out and two 30 second timeouts for the entire game. Stop clocks at half & for T.O.s and free throws only.52. The game clock will stop at the last two (2) minutes of each half on every whistle (The second quarter and the fourth quarter). The clock stops on all free throws and timeouts. 53. Each team will be allowed Three full timeouts (60 seconds) per game and One 30 second timeout per half. Timeouts cannot be carried over if not used in the first half.54. Timeouts can only be called while a team has control/possession of the ball.55. Substitutions can be made only on dead ball situations or at the end of a quarter. The referee must signal the player onto the court.56. Players are expected to kneel next to the scorer’s table before entering the game on ref’s signal.57. The scorer’s table may use a whistle or a microphone once the ball is dead to alert the referee. Page 558. Only two (2) adults (head coach and assistant) are allowed in the coaching area or sideline. Parents are not allowed on the player’s sideline at any time. Coaches must observe the coaches’ box at all times. Only one (1) coach should be standing at any time. 58A. Players may now enter the paint area on “the release” on every final/last free throw attempt. Players do not need to wait for the ball to “hit the rim”.59. Any team/school who wishes to file a protest may do so only within 24 hours of the game.The validity of any & all game protests will be determined by the League Disciplinary Committee. 60. All game protests must be in written form using the league Game Protest Form &$50 filing fee, which is refunded only if the protest is successful. Hearing must be in one week.Referee calls during the game cannot be protested, unless the ref is clearly breaking league rules.61. If and whenever a league or playoff game is video taped the league reserves the right to view Game film to resolve disputes. Coaches/schools that refuse to do so will be suspended. Basketball Teams 62. Teams shall have no more than fifteen (15) players dressed to play for home or away games.63. Teams are allowed an additional five (5) Reserves or inactive players to be part of the overall roster. These players can be included in the Traveling fifteen (15) at the coaches discretion. These players would be in place to replace suspended, sick, injured or expelled players.64. All teams must have all players in a uniformed numbered shirt. It is a league rule that all student/athletes wear the same number throughout the entire season. If a uniform is lost the team coach needs to inform the league of the uniform number change. Shorts may be a different color. 65. Players must have sneakers and they must be laced up completely before entering the game.66. Uniform shirts/tops must be tucked inside the shorts at all times. Shorts are not to be worn hanging off a players hips. When uniforms are of a similar color the HOME team should change color or use pinnies to prevent confusion during the game.67. Players must remove all jewelry before the game begins.68. Referees will impose technical fouls after one warning for rules 64, 65, 66, 67, 75, 77 & 78. 69. Every player must have a laminated League Player Pass and it must be shown to the referee before every game. Opposing coaches have the right to request to see a player’s pass for any reason. Coaches should use the referee as an intermediary when requesting to see a player pass. 70. Coaches who do not have the passes for their team automatically forfeit the game. Any player without a laminated pass cannot participate in a scheduled league or playoff game.71. Students in grades 5,6,7 & 8 may play on a Varsity team, students in grade 8 and/or students who exceed the age limitations (U14) for JV in any grade are not permitted to play Junior Varsity. 72. Any player who is suspended during the season due to discipline is also suspended from any and all league play, team meetings or functions until suspension is lifted by the school & League. Page 6SPORTSMANSHIP73. Teams are expected to show good sportsmanship and respect at all times in order to remain a part of the M.S. Basketball League. Any team or coach receiving repeated complaints or sanctions by the league and league committee will be suspended and/or removed from the league.74. At the end of each game teams will be expected to line up and shake hands with opposing players. Any player or coach who deliberately refuses to line up and shake hands will automatically serve a one game suspension or have tougher sanctions imposed by the League.75. Teams leading by twenty (20) or more points in a game are not to use full court pressure, fast breaks or try to embarrass the losing team by running up the score. Refs will issue 1 warning, then the losing team will shoot technicals.75A. Teams losing by 20 or more points at the half of any game may choose to in consultation with the other coach and the ref to “Run the Clock” for the remaining two quarters. This will include all free throws and out of bounds calls. It does not include any Time outs. The losing coach at the half cannot at any time during the second half choose to revert back to stopping the clock for any reason after the second half as begun. 76. Players who fight, retaliate in a fight, or create and instigate any action leading to a fight will be penalized at the discretion of the league’s committee. These penalties can range from one or two game suspension to the termination of the individual player or team. The league has a zero tolerance policy on violence of any kind.77. Taunting, trash-talking, or yelling at opponents will not be tolerated and will result in a technical foul after one warning. Excessive celebrations may be deemed unsportsmanlike conduct.78. Players cannot slam or throw the ball away at any point during a game. This will result in a technical foul after one warning. PAPERWORK79. Each team must have a Roster form with full names & details, Medical form, player profile form with a video release, Away Travel and Roster form signed by the principal of the school with student’s identification numbers and school Student Profiles(to prove DOB).79A. All team paperwork must be submitted in and organized in the league provided binder. All paperwork for 2016-17 will be submitted to Borough Commissioners for your division. 80. Any player who turns fifteen (15) before December 31st is not eligible to play in the NYCMS Basketball League. Junior Varsity players who turn fourteen (14) are not eligible. It is recommended that any individual over aged player be used to assist the coach and staff in paperwork, score keeping, and other activities surrounding the team. Any team with an over-aged player (if verified) will be suspended and may be terminated from the league.81. Players, parents, and coach’s survey forms should be returned before the end of the season. 82. All 2016/17 I.D. Cards will be processed and laminated by the league. Coaches must submit cards to the league with a player picture attached and his/her information filled in. Coaches who lose their cards must pay a $25 ID Card Replacement fee. Coaches may use a photocopied version of their ID Cards for one game only while they have their cards replaced. 83. Teams must present player passes to the referee (who will check) before the game.84. Home teams are responsible for paying the ref fees. Ref fees for Playoff games are split.84A. Report Cards will be turned into the league at final coaches meetings in November. Page 7 COACHES 85. Each coach must be a New York City Dept. of Ed. teacher, administrator or guidance counselor. Para Professionals may not be a head coach, unless with a licensed teacher. 86. Each coach is expected and will be held accountable in the control of his/her team at all times.87. Each coach must accompany their team to and from every away game.88. Each coach is responsible for coaching his/her team only. Parents may not assist in coaching their child’s team during game day.89. Coaches and assistant coaches are the only persons who may make substitutions in a game.90. Coaches who received two (2) technical fouls will be ejected. If an assistant is available, this individual will be allowed to take full coaching responsibility of the team in the place of the head coach. Otherwise the team will forfeit the game. Players cannot coach at any time.91. Coaches must fill out, collect and return all forms in their team packets and place in the league binder provided. Failure to do so before the season begins will result in a suspension of a team’s schedule and possible league expulsion.92. Coaches who engage in any form of yelling, goading, or trash talking towards players, fans, game officials, referees or other coaches will be warned before a technical foul and then ejection if the behavior continues. 93. A coach ejected from a game will have an automatic two game suspension, upon review and approval by the League Disciplinary Committee and a report from the game referee.94. Every home coach must escort the away team out of the building safely and ensure the home fans do not proceed to harass or threaten the away team as they leave the school. 95. The home team coach must hold the home team in the gym for a short period (10mins) after the game has ended to allow the away team time to leave the school. 96. All coaches must sign a copy of the League Video/Media Release Form before the season starts. Coaches who refuse to sign this form will not be allowed to coach in the NYCMSBL.97. All Home Varsity & JV Boys coaches must provide the official game ball (29.5) for the game.98. All Home Varsity & JV Girls coaches must provide the official game ball (28.5) for the game.99. In the event that the Home team does not have a satisfactory game ball due to correct size etc. the referee may use the away team game ball. If both teams do not have a correct size ball the best available basketball must be used and agreed to by both coaches before the game begins. 100. All coaches must have full page copies of their team ID Cards at their school and on file with the League. In the event passes are lost a coach can use the copy as proof for that one game of player’s identity and information.101. Coaches who cancel a game on day of said game without just cause, (for example a family emergency such as a child being sick), will face disciplinary action and possible suspension. Games that are canceled due a family emergency or illness will be moved to the opposing team’s gym (if applicable) and the ref fee is still the responsibility of the original home coach. The coach who cancels the said game due to an emergency must agree to one of two new dates the opposing coach offers as make-up dates to replay the game.102. Home coaches should confirm all their games the day before the game, confirm game time and if possible help away coaches with directions. Page 8103. The winning coach in every game is responsible to report the final score to the league. This score must be reported within 48 hours of the game or team will forfeit one game from their final record . Coaches will enter their scores on the website using a password. Standings will be updated when scores are entered. (details at meetings). Coaches who fail to report the score more than once must appear before the Disciplinary Committee.104. Coaches may reschedule ONLY 2 GAMES after schedules are passed out in November. New game dates must be agreed to by both coaches and the League before November 30th, 2015. It is the responsibility of the coach who wishes to change a game to contact the opposing coach and league. All final communications should be done only through emails. Printed Emails will act as proof is contested.105. Coaches/Teams/Schools using the Referee Payment System may choose to pay all their referee fees ($250 per team-$50 per game) before the season begins to the league who will then issue Five (5) individual NYCMSBL checks to each coach to pay refs at each home game. Any coach may opt to pay referees themselves at each home game with either cash or a school check. Personal checks are not an acceptable form of payment.FORFEITS106. Referees and League Officials are the only officials who may call a game a forfeit.107. Forfeits will be called on teams who fail to show up, or are more than one half hour late to a game. The home coach has the option to play the game up to 45mins late, not after 45 minutes. 108. Forfeits will be called if a referee judges the safety of players, coaches or fans is in danger. 109. The team that is responsible for causing a forfeit must pay for the referee(s).110. Repeated forfeits(more than one)must be reviewed by the league and may result in expulsion.111. Games cancelled within 24 hours of game time are considered by league rules to be forfeits and the home coach is responsible to pay the ref a travel/booking fee of $25. This fee must be paid in full before the next league game, or that game will also be deemed a forfeit.112. Teams who fail to show up for their scheduled games will forfeit that game and are responsible for the full ref fee of $50 regardless of who is the home team. The offending team must pay the fine/ref fee before their next league game or face another forfeit. 113. Teams who forfeit a game during the season will also be deducted one game from their final season record. Teams who forfeit more than one game during the season will be suspended from the NYCMSBL for the following season. 113A. Teams who forfeit games and or owe the league for referee travel fees must pay all fees owed or be ineligible for playoffs that season. Teams who fail to pay will face disciplinary action from the league that may include expulsion. Page 9PLAYOFFS114. All teams with a minimum of 5 regular season wins (out of 10) or .500 record will be eligible to make the League playoffs in April. Teams will be seeded based on records and strength of division & schedule, higher seeds will be eligible for home playoff games (if home court is available). 115. In the event of a tie, the tiebreaker criteria rule will be in effect. The tiebreaker criteria rule will exist whereby teams with equal records in the regular season will participate in the following formatted procedure to break the tie: (a) head to head record (b) best record versus Common opponents with winning records (c) points for & against in head to head (d) one gamePlayoff (if possible) (e) flip of a coin to decide home court.116. All Referee fees throughout the playoffs are split evenly between both teams before the game begins. All playoff games will be refereed by two refs, which would be $30 per ref. All preseason tournaments will be also follow the splitting of ref fee for one ref, $25 each per team. 117. All playoff games must have adult supervision at the game table to oversee the game book, game clock and scoreboard. The league would recommend having adults at all of these critical positions but understands this is not always possible, so at least one adult supervising will satisfy league regulations. Coaches should reach out to a fellow teacher to possibly fill this role. 117A. All teams eligible for the playoffs must submit a copy of each players Second Marking Period Report Card and an updated Team Roster. Players who do not meet League Academic and/or Behavior Standards are ineligible for the playoffs and must be removed from the team.League Meetings/Communications118. All schools participating in the NYCMSBL must be represented at any and all Coaches Meetings. Head Coaches may send other team coaches in their place. The league wants the organization to be a fully democratic body where all coaches have an equal voice. 119. Coaches must check their emails consistently during the season as changes to schedules, weather related changes and other announcements impact every coach/team.120. Coaches with minor issues such as a complaint about an opposing coach or referee should direct their emails or phone calls to the correct league official. Referee issues for instance should be directed to the NYCMSBL Ref Assignor. All other communications should be directed to your Borough Division Commissioner first & then the League Commissioner if unsatisfied. (see contact sheet). Page 10 ................
