Subject: Processing of Requests for Section 8 Funds for Service
Coordinators in Section 8 (including Farmers Home
515/8), Sections 202, 202/8, 221(d) and 236 Projects
and Monitoring of Approved Requests - Fiscal Year
(FY) 1994
I. GENERAL:
This Notice amends Notice H-93-71 which provided field
office procedures for advertising for, receipt of and processing
of requests for Section 8 funds for service coordinators provided
in FY 1993. Notice H-93-71 remains in effect for all actions
necessary to complete the funding round and make the awards as
described therein. New funding requests under this Notice
amendment will receive FY 1994 funds in the same manner as those
funded through Notice H-93-71, except as modified below.
II. PURPOSE:
Funding for a service coordinator in FY 1994 continues
as a separate Section 8 HAP contract. Eligibility covers Section
808 of the National Affordable Housing Act (P.L. 101-625), as
amended and Sections 674, 676 and 677 of the Housing and
Community Development Act of 1992 (HCDA). FY 1994 funds were
appropriated for service coordinators under the Department of
Veterans Affairs, HUD and Independent Agencies Appropriations
Act, 1994 (the Act), (P.L. 103-124)
This Notice amendment adds coverage for service
coordinators to Section 8 (including Section 515 projects of the
Farmers Home Administration), 221(d) and 236 projects in addition
to Sections 202 and 202/8, and provides guidance for the usage of
the new FY 1994 funds. It amends Notice H-93-71 by adding a new
timetable and three dollar allocation plans; all other
requirements of Notice H-93-71 remain in force, except as amended
below. This Notice must be distributed along with copies of
Notice H-93-71 to all requestors.

III. AMENDMENTS:
Paragraph VII, Basic qualifications of a Service
Coordinator, Section B, Aides Working with a Service Coordinator,
Subsection 2, is modified as follows:
"The "Note" on the top of page 13 is deleted."
Paragraph IX, Staffing Considerations, Section B,
Projects Sharing a Coordinator, is modified as follows:
"Sharing of a coordinator is extended to include
sharing among Section 8, 202, 221(d) and 236 projects.
Small FmHA Section 515/8 projects are encouraged
to share a service coordinator with one or more near-by HUD
projects."
Paragraph IX, Section D, Coordinators in Projects Which
are Physically Joined, is modified as follows:
"There are Sections 202 or 202/8 projects which
are physically connected to, e.g., a Section 8, 221(d) or a
Section 236 project. These projects may share a coordinator."
Paragraph IX, Section E, "Quality Assurance" is ADDED
as a new section, as follows:
"Management must assure that the service
coordinator function is effectively implemented. Therefore,
quality assurance is an allowable administrative expense. A
project may propose dollars to provide limited monitoring
oversight of the service coordinator by a qualified third party
by providing a written justification along with the budget;
current salaries of in-house staff may not be augmented for this
purpose."
Paragraph X, Allocation of Funds, Section A,
Allocation Amounts, is modified as follows:
"1. Each Region has Sections 8, 202, 202/8,
221(d) and 236 projects for the elderly and
disabled of at least 40 units.
2. There are Section 8 funds available for
service coordinators in FY 1994:

- $22,000,000 for Section 202 and 202/8,
- $15 million for Section 8 projects
(which includes insured and non-insured
projects with project-based subsidy
(Section 8, Rent Supplement, RAP,
including FmHA section 515/8), and,
- $10 million for Section 221(d) BMIR and
236 projects which are insured and
WITHOUT project-based subsidy.
3. Within each of the three allocations, dollars
are allocated to each Region as a percentage
of the total allocation. That percentage is
the same as the percentage of number of units
of the cited project type to the national
number of units for that project type."
Paragraph X, Section B, Fund Assignments, is
modified to provide specific allocations for three separate
funding categories, as follows:

Any Section 202 or 202/8 projects fundable but not
selected under the lottery process in Notice H-93-71 must be
funded FIRST from the dollars available for Section 202 and 202/8
projects under this Notice amendment before advertising for
additional applicants, receiving them and running a lottery for
the newly submitted applications.

be reallocated to either Section 8 projects, or Sections 221(d)

Paragraph XI, Owner/Borrower Submission - Field Office
Review process, Section A, Notification to Owner/Borrowers, is
modified as follows.
"Field offices must send a notification letter to all
Section 202 and 202/8 owner/borrowers which remain eligible and
have not submitted an application in prior funding rounds within
30 days of the publication date of this Notice (see sample
notification letter, Appendix 1), subject to Paragraph X.B(1),
prior).
Sections 8 (including FmHA Section 515/8), 221(d) and
236 projects for the elderly will be notified through a short
Federal Register notice which we will distribute to the field
offices and FmHA as soon as it is available. Field offices are
encouraged to spread the word to Section 8, 221(d) and 236
projects by telephone, in the interim; FmHA staff are encouraged
to spread the word to their projects, also.
The new timetable is summarized at Appendix 16."
Paragraph XI, Section B, Owner/Borrower Eligibility, is
modified as follows:
"1. Projects Funded for Service Coordinators
Under Notices H-93-71, H-92-40, and H-91-42
Projects funded under the above Notices are
NOT eligible to request additional funding
through this Notice. An owner of a project
funded under one of the above Notices may
request funds for projects which have not
been funded.
2. Eligible Owner/borrowers/projects
In addition to Section 202 projects as
defined under 24 CFR Sections 277 and 885,
additional owners of projects for the elderly
and disabled as defined in 24 CFR Parts 880,
381, 883, 884 and 886), 24 CFR Part 221,
Subpart C and 24 CFR Part 236 are eligible to

apply for Section 8 funds for a service
coordinator.
These include:
- insured and non-insured projects with
project-based subsidy (Section 8, Rent
Supplement, RAP, FmHA Section 515/8),
and,
- Section 221(d) BMIR and 236 projects
which are insured and WITHOUT project-based
subsidy.
NOTE: Section 811 projects are not
eligible for these Section 8 funds.
All projects must be eligible housing for the
elderly and disabled. This means any
eligible project including any building
within a mixed-use project that was
designated for occupancy by elderly persons,
or persons with disabilities at its
inception, or although not so designated, for
which the eligible owner gives preference in
tenant selection (with HUD approval) for all
units in the eligible project (or a building
within an eligible mixed-use project) to
eligible elderly persons or persons with
disabilities.
Each project must contain 40 or more units
(unless owner/borrowers of smaller projects
in the same, immediate geographic area submit
a joint application which contains an
aggregate of at least 40 units.
All projects submitted must be at least 90
percent (90%) occupied as of the date of the
request to HUD.
NOTE: The percentage rate of 90 percent
does not correlate to the Handbook
guidelines published in 4350.1,
Chapter 7, "Processing of Budgeted
Rent Increases and Fees" which

directs the owners/agents to factor
in a vacancy rate that was in
effect at final endorsement."
3. Eligible Housing Projects
This subparagraph is deleted.
Paragraph XI, Section D, Section 8 Request Submission,
is modified as follows:
"The deadline for requests submitted under this Notice
amendment is 3:00 P.M., local time, as of the date of the Federal
Register Notice in the field office which has jurisdiction for
the project. All three categories of funding will use the NOFA
date. The deadline date is firm as to date and hour.
FAXED requests are NOT acceptable.
FmHA applications must be submitted to the HUD Field
Office which normally has jurisdiction over the locality in which
the FmHA project is located (see list of offices at Appendix 18).
NOTE: For the purpose of listing a schedule herein and at
Appendix 16, June 10 is used as the planned
announcement date. We will provide a revised schedule
by cc:mail when the Federal Register Notice is
published."
Paragraph XI, Section E, Initial Screening/Threshold
Review, is modified as follows:
"Project Eligibility
1. Project is funded under Sections 8, 202,
202/8, 221(d), or 236, as defined in
Paragraph XI.B(2), above.
NOTE: If a request is not for an eligible
project, it should immediately be
placed in reject status without
further review, and the owner so
notified.

The Loan Management Branch Chief must send
screening deficiency letters by June 15, 1994 (or three work days
after the request deadline)."
Paragraph XI.F, Technical Review, subsection f(2)
deficiency letters, is modified as follows:
"The Loan Management Branch Chief must send
technical deficiency letters no later than July 1, 1994 (or 21
calendar days after the request deadline)."
Paragraph XI.G, Field Office List to the Regional
offices, is modified as follows:
"HUD Headquarters recognizes that the Regional role may
have to be modified later in the fiscal year, depending on the
reorganization and the manner in which the transition to the
Field organization takes place. If needed, there will be
appropriate modification to the procedures stated in this Notice.
The field office list must be sent to the Regional
Office by July 15, 1994 (or 35 calendar days after the request
deadline).
Please note that each field office must submit SEPARATE
sets of HUD-92295s, listing all the owner/borrowers approved for
funding in that field office.
The HUD-92295s should be filled out with separate
copies for each type of eligible project; i.e.,
- one for Section 202 and 202/8 projects,
- one for Section 8 projects which are not 2025 but
including FmHA 515s, all with project-based
subsidy, and,
- one for Section 221(d) BMIRs and Section 236s
WITHOUT project-based subsidy.
These lists must include the new Section 8 Service
Coordinator Contract Number (see Paragraph XII, following)."
Paragraph XII, Selection Process and Funding of
Request, opening sentence, is modified as follows:

"Each Region will hold a lottery by July 22, 1994 (or
42 calendar days following request deadline).
Paragraph XII.A(6) is DELETED and replaced with the
former A(7) renumbered A(6) and modified as follows:

projects,
- a separate HUD-185 for Section 202/8s which are
approvable loan management renewal projects (i.e.,

subsidy (including FmHA); and,
- all approvable Section 221(d)BMIR and 236 projects
without project-based subsidy.
The Office of Elderly and Assisted Housing will
work with Headquarters Funding Control to reassign any unused
funds (see Section X.A, prior). If there are insufficient
requests to use all excess funds, all owner/borrowers submitted
will be selected. If funds are insufficient, Headquarters will
use a lottery process. The Regional Director of Housing will be
informed of Headquarters action in writing by August 18, 1994."
Paragraph XII.B(4) modified as follows:
"The target date for the issuance of the Selection
Letters is August 24, 1994 (or 75 days after the request
deadline)."
Paragraph XII.C, Field Office Actions on Approvable
Requests Not Funded, is modified as follows:
"(1) Projects approvable but not funded under Notice
H-93-71 because of insufficient funds shall not be so notified.
They must be funded first from the $22 million in funds available

Paragraph XIII, Project and Field Office Recordkeeping

is modified by adding a new sentence to the end of paragraph 2 of
the section as follows:
"A HUD-92453 must be filled out for each funded project
type, i.e, one for Section 8s with project-based subsidy, one for
Section 202s, one for Sections 221(d)BMIRs and 236s without
project-based subsidy."
Paragraph XIII, Section E, Regional Report to
Headquarters, is modified by adding a new sentence after the
first sentence in the section as follows:
"A HUD-92453-A must be filled out for each funded
project type reported by the field offices, i.e, one for Section
8s with project-based subsidy, one for Section 202s, one for
Sections 221(d)BMIRs and 236s without project-based subsidy."

SAMPLE INVITATION LETTER
Dear :
This is to inform you that funding is now available for
Sections 8 (including FmHA) - $15 million, 202, 202/8 - $22
million, and 221(d) BMIRs and 236 projects - $10 million, for
service coordinators in FY 1994. Requests may be submitted to
use residual receipts in concert with Section 8 funds or Section
8 funds alone. Requests from owner/borrowers are due by
___________________. Requests which are technically acceptable
will be submitted to the Regional office in _____________ for
