SENIOR FINANCE OFFICER SUD/NAT/024

Concern South Sudan is an international humanitarian NGO working in South Sudan since 1998. It is dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries through the provision of health & nutrition, shelter, WASH and livelihood activities in the three States of South Sudan.

Concern South Sudan is looking for a suitable candidate to fill the position Senior Finance Officer to base in Juba, but required frequent field trips to Concern field offices locations.

Duties & Responsibilities:

✓ Preparation of a codes list that is clear, consistent and is as per Concern World wide’s general rules on UN coding structure.

✓ Review bank books and cashbooks that are prepared by Finance Officer and Prepare journals on a monthly basis, ensuring all codes are correct, descriptions are appropriate and exchange rates are in line with procedures.

✓ Input of the cashbooks and journals into the South Sudan accounting database upon review and signature by the Country Financial Controller.

✓ Timely collection of data/information required to facilitate allocation of overheads and other shared costs (e.g timesheets and mileage records) to UN Projects.

✓ Preparation of balance sheet reconciliations on a monthly basis, ensuring the reconciliations contain no invalid items, all valid reconciling items are clearly explained and prior month reconciling items have been cleared. Balance sheet reconciliations have to be signed off before management accounts are finalized.

✓ Preparation of monthly Trial Balance and Monthly Management Accounts for review by the Country Financial Controller and other budget holders.

✓ Ensuring monthly documented feedback on the management accounts is received from Programme management.

✓ Proper filling of signed hard copies of cashbooks, journals, balance sheet reconciliation, trial balance and management accounts

✓ Develop and updating UN grants Finance standards operating procedures.

✓ Roll out and notifying South Sudan staff of any changes in financial procedure that affect UN grants.

✓ Liaise with the Programme Accountant to ensure standardization of template used to document transaction in the field on UN grants and ensure consistent use of this template in the field location.

✓ Co-ordinate with the field Finance Officer on a monthly basis providing feedback on issue arising in terms of paper trails and procedure as they affect the finance function under the South Sudan Managers.

✓ Assist with preparation of contracts for Consultants for project activities, reviewing such agreement to ensure are in line with UN guidelines on engaging consultant.

✓ Check budget lines to ensure that all transaction are booked to the correct budget lines.

✓ Bring any actual and potential problems to the attention of the CFC and Project Managers.

✓ Providing external auditors with documented or verbal information in a timely fashion so as to facilitate the efficient performance of external audit procedures in so far as they relate to UN funded projects.

✓ Follow up of any recommendations made by the Internal Auditors, Donors Auditors, Regional Accountant’s Review and External Auditors.

✓ Continuously improve system and procedures to enhance internal controls to satisfy audit requirements

✓ Assist Country Financial Controller to prepare S Sudan annual budgets (based on input from Programme management and UN grants budgets) in line with Concern budget cycles and agreement of re-allocation bases with management.

✓ Assist Country Financial Controller to Compiling the annual budget pack and budget revision packs.

Experience and Qualification

• Bachelor Degree (A0) in Finance / Accounting or related discipline

• Part-qualified or currently pursuing ACCA preferred.

• At least 2 years of experience in accounting and working for UN-Supported project and /or international organization in challenging and complex emergency programme is preferable.

• Ability to work independently and creatively and have good communication skill

• Ability to prepare reports, analysis, and consolidate information

• Good team player

• Computer literate with a comprehensive knowledge of MS Excel & accounts packages

• Excellent oral and written English communication skills

• Ability to work under pressure often to strict deadlines

• Proven attention to details
