There will be a limit of 14 calendar days to file an incident report, 14 calendar days for the BOD to make a decision and notify the person(s) involved, and 14 calendar days for the person(s) to comply. The decision should be sent out by the certified letter. If not complied with, the BOD should take further action as to what needs to be done. BOD MeetingsThere will be quarterly BOD meetings throughout the year. Any member in good standing who has matters or concerns that affects the membership, business or objectives of the NRHRC, members must present their concerns either by email or snail mail. The President will communicate all decisions to the member(s) after the meeting. Conduct of BusinessMembers in good standing who have matters or concerns that affects the membership, business or objectives of the NRHRC must present these matters or concerns in writing to the “entire” Board of Directors and Officers before consideration or action can be taken.Club Records (1-10 meeting)The Sitting President owns the documents for his/her term. The Recording Secretary shall keep all club records, both electronic and paper. A dedicated club laptop computer was donated to the club by Paul Zurka and all electronic records will be kept on this laptop. The laptop is the property of the club.Availability of Club Information to NRHRC members (1/11 Meeting)Upon written request, all club business and paperwork will be available to all club members in good standing. All those who have ongoing disciplinary actions will (be exempt) not be allowed access to any Club files or information. Gun Captain and Co-Gun CaptainA gun captain and co-captain will be appointed by the Boardmembership for the year at the January bi-annual meeting.Page 1Member Volunteer Opportunities and Incentives/BenefitsPulling the Club TrailerWhoever picks up and returns the trailer for a test, training session or event, will receive a free training session for one dog. Upon completion of duties, they will receive a printed certificate that can be redeemed at their convenience. The event chairperson will inform the treasurerpresident of who will be receiving the free training session. It will be the treasurer’s president’s responsibility to follow through with this policy. Chairing a Training SessionAny member who chairs/co-chairs a club training session will receive a free training session for one dog. The chairman must complete all responsibilities that are associated with the training session; i.e. paperwork and equipment. The chairperson must submit all financials to the treasurer within two (2) weeks of the event date. The treasurerThe president will keep records of who shall get the free training session (s). Working a Club TestThe club will hold one free training day a year specifically for members and/or non-members who have worked a full day at either the Spring test or the Fall test. Eligible attendeesmembers may bring two dogs; any eligible additional dog may participate for $15.00/dog. The free training day will be held in October, specific date to be determined each year. Club members who have acted as judges are considered having worked a test. Attendees of the training day must give 72 hour notice of cancelation or reimburse NRHRC the cost of any birds purchasedClub members who have worked either test and are also NAHRA members in good standing are eligible to be entered in the Worker’s Drawing for a NAHRA sponsor jacket. The drawing will be held at the January annual meeting.Officers and BOD members are eligible for the drawing.Annual Club Member Appreciation DinnerAny member who has volunteered by pulling the trailer, chairing a training session, or working a club test will be invited to attend the annual dinner at a reduced cost. All other members are invited to attend at full price. EQUIPMENTSale of Club EquipmentAn email and a post on the Yahoo Group will be sent and posted to all club members to communicate that there is equipment for sale. If a person requests snail mail, the treasurer can be contacted. This includes a reserve amount that the equipment can be purchased at. Interested persons must send in written bids to be received by the treasurer and must be post marked by the specified date. At the end, the sealed bids will be opened by the treasurer. The highest bid will be awarded the item for sale. If there are equal bids, the earliest postmark will win. Equipment InventoryA full inventory and reorganization of the trailer will be done 2 weeks prior to the first training session. This will require, at minimum, one BOD member and one club member. After our last training session of the season, the trailer will be swept, cleaned, and a minor inventory of things that need to be purchased on the off season, will be done. A list of things needed to be purchased, will be presented to the BOD at the January meeting by the equipment committee. Equipment StorageAfter each training and/or test, all items will be put away properly. The trailer will have signs indicating the storage location for all equipment. It is the responsibility of the training session chair and/or test chair to make sure all equipment is accounted for and stored properly. The training session and/or test chair may delegate this responsibility to another member.Equipment InsuranceIt is the responsibility of the recording secretary to receive notice of renewal and to submit all required documentation to insure that the coverage is maintained. NRHRC uses the Regional Underwriters Co. The policy is transmitted electronically as a file as well as a paper document. The Recording Secretary is responsible for storage of the insurance policy. The insurance information will be passed on to new elected members via flash drive or as an electronic attachment.Use of club equipmentNavesink’s club equipment will only be used for club events and club sponsored events. TRAINING SESSIONSTraining SessionsThe goal of club training sessions is to help our member’s progress with their dogs in a successful manner. The handler will take on the responsibility of doing “homework” between the training sessions. It is also the responsibility of the handler to express to the event chair what they would like to work on. The first training session of each year will include, but not be limited to, obedience and gun safety.At the beginning of each training session during the year, members who do not know how to work a winger will be instructed in the proper set up, use and take down of a winger and will practice each step before the training session begins.Training CommitteeThe training committee shall consist of the committee Chair and all members who volunteer to co-chair individual training sessions for the club’s calendar year. The Chair will be selected and appointed by the BOD and may serve consecutive terms. While a MHR/MH title is not required, the Chair will have trained a dog to that level.ResponsibilitiesUsing the club’s training guidelines, the committee is responsible for organizing and conducting training sessions with the mission of advancing the skills of all who attend. The committee should remain flexible in addressing the goals of all who attend but this must be done within the framework of the training program.MeetingsThe committee shall meet at least one month prior to the start of each year’s training sessions for the purpose of creating a training plan for the year. The committee will advise the BOD of their plans for the year.VacanciesMembers who volunteer to co-chair a training session but find they are unable to fulfill their commitment must notify the Chair immediately and are no longer a member of the committee. The Chair may locate a replacement, may instruct the member to locate a replacement or may ask the BOD to locate a replacement.Co-chairs will draft a short description of what training topics/issues/etc will be covered that day and email it to the club vice-president at least two weeks prior to the training session. The vice president will forward it to the person responsible for uploading to the club website. Chairing a Training SessionEach training session will be co-chaired by at least two club members; one co-chair must be an experienced person. ADD: Members must register via the online registration on the club website. When registrations close, the vice presidentperson designated by the BOD to maintain the online registration service will forward to the co-chairs a list of the attendees that will include name, dog’s name, training level and one goal the handler has for the training session, and a sign in sheet for the day of the training session., The vice president will calculate the number of birds needed and place the order with the club bird supplier contact no later than the Wednesday prior to the training session. along with a bird count and which supplier birds are to be ordered from and the club contact for the bird supplier.Co-chairs will place the bird order with the club contact no later than the Wednesday prior to the training session.Co-chairs are responsible forr Club TrailerArranging to have the trailer brought to the training session. If there is no one to bring the trailer to the training session, co-chairs are responsible for arranging to have the utility trailer brought to the training session loaded with the equipment needed for that training session. Co-chairs are also responsible for arranging for the return of the trailer to Steve Morgan’s property or the return of the utility trailer to Steve Morgan’s property. If the utility trailer is used, co-chairs are responsible for putting all equipment back into the trailer. As of June 2016, Rodger Parkhurst typically brings the trailer to training sessions. However, there may be times that he cannot do this and co-chairs need to be sure he is available.BirdsBirds ordered from Steve Morgan will be picked up from Steve Morgan’s property. Birds ordered from Feathered Prayer are to be picked up from Feathered Prayer. Crates are to be returned to the appropriate supplier, along with payment for the birds..If someone has ordered an extra bird to take home it is to be humanely dispatched and set aside for that person.Contacting club approved gunners who have signed up for the training session and requesting they bring their guns and licenses in order to have shot flyers. (Shot flyers may not always be possible).If shot flyers are being used, humanely dispatching two birds in order to have birds at all stations to begin the training session. If shot flyers are not being used, humanely dispatching all birds to be used. Check-inChecking in handlers the morning of the training session and having them sign the sign in sheet.Instructing new handlers on the proper use of the winger and observing them practice before training begins.Planning a day that addresses the needs of the club members as best as possible, according to the registrations.Contacting club approved gunners who have signed up for the training session and requesting they bring their guns and licenses in order to have shot flyers. (Shot flyers may not always be possible).If shot flyers are being used, humanely dispatching two birds in order to have birds at all stations to begin the training session. If shot flyers are not being used, humanely dispatching all birds to be used. EquipmentRemoving needed equipment from the trailer and distributing to the gun stations. The shot flyer station will require a holding blind, winger, stakes and mallet, shotgun shells for the gunners and live birds, two club approved gunners and their shotguns, licenses and duck calls. Gunners should wear ear protection.Other stations will require a holding blind, winger, stakes and mallet, bucket with starter pistol, ammunition, and duck call along with a bag of dispatched birds.If needed there are umbrellas and holders in the trailer for each station to use.At the line a bird dryer and several chamois’ for hand drying wet birds are needed along with at least one holding blind.Co-chairs will maintain a run order and may designate a member to run the line. Co-chairs should be ready to coach new handlers at the line if needed. Co-chairs will rotate workers in and out of gun stations so that all members share in the responsibility of working.At the end of the day co-chairs will make sure all equipment is accounted for, returned to the trailer and put away properly. It is the responsibility of the co-chairs to arrange for any unwanted birds to be properly disposed of.Handler’s Responsibility at Training SessionsAll handlers are expected to assist with set up and break down, work a gun station and help in whatever way they can to make the day enjoyable for everyone.Prospective Members Free Training Session“Prospective members” may be invited to attend, with their dog(s) one (1) free training session. NRHRC will not purchase a bird for this “Prospective member’s” training session.NAHRA Field TestsThe Test Committee for each NAHRA Field Test will be comprised of current Officers and BOD members. Members may also serve on the test committee.In-House Judges (2012)When selecting judges, at least one judge at each test will be an in-house judge. Selection will be by alphabetical order. Judges may decline the invitation or swap order with another judge. If a water series is run before the land series a third marshal will be added for the purpose stated below.Head MarshalDuties include:Distributing all test packets to stake marshal and handler’s marshal for their respective stake.Test packets include: White catalogue for recording of results and judge’s signaturesWorker assignments and schedulesPhone contact info for all marshals on the day of the testEmergency phone numbers including emergency veterinary care, police assistance, test chairChecking in workers morning of testCollecting white catalogues at conclusion of test for return to Test SecretaryEnsuring equipment is not left unattended at end of day. If necessary, they will remain at the trailer until the Equipment Steward returns to put everything away.Judge’s Stake Marshal:One judge’sstake marshal will be assigned to ‘the line’ and will be responsible for:Making sure the holding blind closest to the line is occupied according to the judge’s instructionsReceiving birds from judges as dogs return and hanging in bird dryerRotating workers as per scheduleMaking sure there is a cooler with water and ice at the line for judges, workers, handlers and dogsContacting the head marshal in the event of any emergency at the lineMaking sure the correct equipment is distributed to each gun stationSupervising return of equipment to the trailer at the end of the testHandler’s MarshalOne handler’s marshal at each stake and series will be responsible for:Checking in handlers as they arrive at the stake.Lining up handlers in catalogue order unless instructed otherwise by the judges.Resolving any conflicts in run order.Ensuring holding blinds are occupied according to judge’s instructionsIf necessary, contacting the handler’s marshal at another stake to locate a handlerAdvising stake marshal of any missing handlers at the conclusion of judgingAssisting stake marshal with return of equipment at the end of a testAdditional marshal if neededIn the event that the water series of a stake is run before the land series, a third marshal will be needed to stand at the line, receive wet birds and dry each bird off with a chamois before placing in bird dryer. However, there may be instances when the club Equipment Chair cannot perform this duty (such as when they are judging) and will arrange for a member to act as Equipment Steward. Duties include the following:Receiving equipment list from each judgeDistributing equipment as per list to each stakeChecking in equipment at end of day and verifying everything distributed was returned in working order.If an item is returned that is not in working order, setting this item aside with a note attached.Making sure all items are stored properly.Testing / Training Safety:Colliers LakeBecause of deep mud pockets that may be hazardous to dogs, certain portionsthe portion of Colliers Lake (known as the Front Lake) west of Success Road shall not be used by NRHRC for training or testing. Inclement weatherDangerous Weather:Weather that has the potential to put members, guests and/or dogs in harm shall be considered Dangerous. i.e.; hurricane, snow storm, lightning, etc.Chairperson(s) Responsibility:In all matters, the event chairperson(s) will have the final decision. It is suggested that the Event Chair discuss any questionable weather issues with either the BOD or event Committee that may be available. In making the final decision to cancel an event, the Chairperson needs to consider the distances event participants must travel to attend. If there is questionable or dDangerous weather being forecast for an event the Chairperson should make a decision by early evening the day before the event. If the event is to be cancelled, the Chairperson is to place phone calls to all persons that have signed up for the event. They are further required to send out e-mails as a follow-up. The Chairperson may enlist the help of other members to help with the phone calls.If an event starts and dangerous weather moves in, the Chairperson shall consider the safety of humans and dogs and make a decision to cancel or delay the event. If the event is delayed, a time frame shall be established as to when the event will be resumed or completely cancelled.Hunt Tests:In the event of Dangerous weather a Hunt Test must be delayed or cancelled the Chairperson needs to discuss this with the test committee first. Guide Line:According to NOAA Weather; a rule of thumb to be considered when thunder and lightning is involved is waiting 30 minutes after the last lightning strike / thunder rumble before resuming the event. GUN AND GUNNER POLICIES Gun Captain(s) Responsibilities: The Gun Captains shall hold a safety course during the first training session of each year or as soon as possible thereafter.Gun Captains will be in charge of evaluating all persons handling and firing “Live Ammunition”.The Gun Captains shall have the authority to appoint “Event Gun Captains” for any scheduled NRHRC event.If an event requires the needs of more than the Gun Captains, they may appoint assistant co-captains for the individual event.The Gun Captains shall develop an active list of “Live Ammo” gunners. These are the only people that will be allowed to use live ammo at any test or training session. The only exception to this is if there is a true upland or waterfowl hunt planned, any NRHRC member that may legally hunt in New Jersey may do their own shooting, if they so desire and providing that they have all current and valid license(s) and / or stamps required by both NJ State and Federal laws. The Gun Captain(s) are the liaisons between the gunning crew(s), judges and the Marshall. This person’s responsibilities include contacting NRHRC’s “Live Ammo” gunners, when required. It is the responsibility of the Gun Captains to make provisions for the safety of all involved in the event.Please note: The judges will designate when and where the birds are to be thrown and should always consider safety, however it is still the Gun Captains’ responsibility to consult with the judges if he/she feels that a potential safety problem exists.All provisions in the C-BL Section 3 for Gun Captain also apply.THE GUN CAPTAINS AND ASSISTANT CO-CAPTAINS ARE THE FINAL SAFETY OFFICERS OF THE EVENT AND CAN OVER-RULE THE JUDGES, IF IN HIS / HER OPINION, WHAT THE JUDGES WANT PRESENTS ANY TYPE OF SAFETY ISSUE. Since the individual gunners are responsible for pulling their triggers, if they feel something is unsafe or against our policy, then they too can overrule the judges. It might be necessary (and in the case of something during set-up, very advisable) to have the field test committee get involved with the issue.Further, the Field Test Committee / Event Chairperson does have an obligation to make sure the Gun Captains and the gunning crews are following all safety procedures and the shooting is set up in a safe manner.“LIVE AMMO GUNNERS”At no time will a non-member be allowed to use “Live Ammo”.Our “Live Ammo” gunners must be experienced not only at gunning but also at working at canine events, where the safety of the dogs is paramount over killing the birds.During “Live Ammo” events, the in-charge person (judges, training director, event chairperson, etc.) must always have contact with the gunners and the gunners are never to shoot except with very clear instructions to do so.All “Live Ammo Gunners” for NRHRC events shall be a minimum of 21 years of age and possess a valid and current New Jersey Firearms Hunting License. (The only exception to this is if there is a true upland or waterfowl hunt planned, any NRHRC member that may legally hunt in N.J. may do their own shooting, if they so desire, and providing that they have all current and valid license(s) and / or stamps required by both NJ State and Federal laws.) This license must be displayed on their person at all times, according to State Laws and Regulations. They must also possess any and all other documentation that may be required by State and / or Federal law.General Qualifications:Must possess a current and valid New Jersey State Firearms Hunting License plus the applicable state and federal stamps depending upon the type of bird(s) to be used in the event.Must be sponsored by a qualified gunner of NRHRC who has hunted or shot with and can attest to the person’s shooting ability and safe gun handling practices.Qualified Live Ammo Gunners:To become a NRHRC Qualified “Live Ammo” Gunner, the person meeting the above general qualifications must demonstrate their shooting ability and safe gun handling practices at a NRHRC event in the presence of one of the Club’s Gun Captains.Upon satisfactory demonstration of their safe gun handling and shooting ability the person’s name will be entered on the list of NRHRC’s Qualified “Live Ammo” Gunners.Only qualified “Live Ammo” Gunners may be used in NRHRC events.Test Safety Requirements / Minimum Safety RequirementsAll applicable State and Federal laws regarding the use of firearms are to be observed and adhered to.All firearms to be used in the “Live Ammo” events are to be in safe working order.The maximum shot size shall be #4 (but size #6 is highly recommended) and no shotgun larger than a 12 gauge is to be used during “Live Ammo” events.Only non-toxic shot shall be used.A Safe-fire area, in which all shooting is to take place, is to be established.Establishing a Safe-fire area uses four (4) reference points:the location of the dog on the linethe location of the gunnersthe location of all people (on the line, gallery, other gunning stations)The intended flight path of the bird – the intended flight path of the bird shall be no less than a 90 degree angle from the gunners to the dog on the line. Further, it shall be no less than a 90 degree angle from all other gunning stations. Also, the left and right boundaries of the Safe-firing area are to be Clearly Designated.EXCEPT DURING THE ACTUAL “GUNNING”, ALL GUNS SHALL REMAIN CASED. THIS INCLUDES TRAVELING TO AND FROM THE GUNNING STATIONS.Gunners should not be walking around doing other projects (i.e. setting up, looking for something, carrying equipment, etc. and holding an uncased gun.Shooting During Any EventBirds may be thrown by either hand or mechanical device (winger). No more than two gunners will shoot. The object of shooting is to a) make a clean kill and b) not to pulverize the bird. Further, this is NOT a competition between gunners to see who can kill the bird first.Before the first bird is shot, the gunners and judges will determine how wounded/crippled birds will be sluiced (dispatched) – shot on the ground or on the water.As soon as the dog crosses the line (either by being sent by the judges / handler or by breaking), all guns shall be broken or the breach opened and emptied until the dog has returned to the line.REMEMBER: THINK SAFE! The President shall be familiar with the Constitution and By-Laws and General Rules of the Club, and with parliamentary procedure. The President’s role is to be fair and impartial and as such the President may vote only to make or break a tie vote, cast a ballot vote or vote in a roll call vote. In the event of a roll call vote, the President casts the last vote. The President may abstain from voting. The President may not bring nor second a motion. This includes but is not limited to:Conducting twice yearly club meetings.Conducting quarterly BOD meetings.Calling special BOD meetings as needed.Submitting club calendar to the NJ Association of Field Trial Clubs.Liaison to the NJ Division of Fish and Wildlife via Wendy Barbuck at the Central Region office.Together with the other officers and directors, establishing the club calendar for the coming year at the June BOD meeting.Once the club calendar is established, making sure the land use applications are submitted to NJ Division of Fish & Wildlife with a check for the appropriate amount.Serving on test committee for all NAHRA and AKC tests. Other general duties may be assigned to the Vice President as necessaryDay to day operationsReceive all training day registration forms (sent automatically via online registration serviceForward registration forms to training co-chairs so that they can organize participants into groups.Coordinate with Treasurer to ensure?all training day fees are paid by payment deadline.After enrollment for training day is closed, send reminders to all who have outstanding balances to send check to treasurer before payment deadline or ASAP.Coordinate with treasurer on final bird count for each training session.During the week prior to the training session and after confirming bird count, email that number to the person ordering birds.Field inquiries about training sessions, provide directions to Collier's.?TreasurerAs per the C-BL: The Treasurer shall collect and receive all monies due or belonging to the Club. The Treasurer shall deposit the same in a bank designated by the Board, in the name of the Club. The books shall be at all times open to inspection of the Board and the Treasurer shall report to them, at every meeting, the condition of the Club’s finances and every item of receipt or payment not before reported. At the annual meeting, the Treasurer shall render an account of all monies received and expended during the previous fiscal year. The Treasurer shall provide to any member(s) chairing a Club event, the Club event financial reporting form and if needed, shall assist the event chair in completing the form. The Treasurer shall pay, in a timely manner, all bills and financial reports required to conduct Club business. In the event that the Treasurer is unavailable to perform the duty of signing Club checks, one of the following officers shall be included on the Club’s bank signature card to expedite this task: President or Vice President. The Treasurer shall be bonded in such amount as determined by the Board of Directors.Day to day operations:Receive all fees for training sessions, special events (excluding hunt tests), and dues (renewal and new member). The Recording Secretary may be charged with maintaining the club website in a timely manner.Day to day operations:Maintain club membership information and directory using the club computer. Currently, an Access database is on the computer and is used for this.Recording minutes of board and general meetings, distributing to board for comments/corrections, sending final version to Recording Secretary for distribution to club members.Contact person for insurance renewal.
