1 AN ACT concerning online payment of parking tickets and

supplementing Title 2B of the New Jersey Statutes.

BE IT ENACTED by the Senate and General Assembly of the State

5 of New Jersey:

1. a. The Administrative Office of the Courts shall enable

8 NJMCDirect, the Internet site which may be utilized to pay parking

9 and traffic tickets online, to process payments 24 hours a day with

10 the exception of daily forced logoff periods.

b. If further development or enhancement of the NJMCDirect

12 Internet site is required in order to enable NJMCDirect to process

13 parking and traffic tickets online 24 hours a day:

14

(1) the Administrative Office of the Courts shall immediately

15 enable NJMCDirect to process parking and traffic tickets online 16

16 hours per day.

(2) within 120 days following the effective date of P.L. ,

18 c. (C.

) (pending before the Legislature as this bill) the

19 Administrative Office of the Courts shall design, equip, operate and

20 maintain NJMCDirect to process payments 24 hours a day, with the

21 exception of daily forced logoff periods.

2. This act shall take effect immediately.

STATEMENT

This bill would enable NJMCDirect, the Internet site through

29 which parking and traffic tickets may be processed online, to

30 process payments 24 hours per day. Currently, NJMCDirect, may

31 be utilized to process parking and traffic ticket payments online on

32 Monday through Thursday from 7:30 am to 11:45 pm, Friday from

33 7:45 am to 10:45 pm, Saturday from 7:30 am to 3:45 pm, and

34 Sunday from 1:00 pm to 11:45 pm.

Under current law, parking violations are within the purview of

36 State municipal courts. NJMCDirect is operated by the Judiciary,

37 which is responsible for the oversight, supervision, and technical

38 support of the State's municipal courts. Payments made through

39 NJMCDirect immediately update municipal court records through

40 the Statewide Automated Traffic System, which provides law

41 enforcement officers and the Motor Vehicle Commission with

42 instant access to current information.

This bill would require the Administrative Office of the Courts

44 to enable NJMCDirect to process payments 24 hours a day.

Under the bill, if further development or enhancement of the

46 NJMCDirect Internet site is deemed necessary in order to enable

47 NJMCDirect to process payments 24 hours a day, the

48 Administrative Office of the Courts would have 120 days following

1 the effective date of the bill to design, equip, operate and maintain 2 NJMCDirect to process payments 24 hours a day, with the 3 exception of daily forced logoff periods. However, the 4 Administrative Office of the Courts would be required to 5 immediately enable NJMCDirect to process payments 16 hours per 6 day, consistent with other Internet sites which are operated by the 7 Judiciary. The bill would take effect immediately.
