New Plate and Registration – Purchased or Leased Vehicle
You have 30 days to title and register your vehicle from the date of purchase.
You must have the following to purchase a new plate and title for a newly purchased or leased vehicle:
• Title or Manufacturer's Certificate of Origin. If you have purchased a used vehicle, you must have the title of the vehicle and the previous owner of the vehicle must have signed the title over to you. If the vehicle is less than 10 years old, you must supply an odometer statement signed by both the seller and the buyer. If you have purchased a new vehicle, you must have the Manufacturer's Statement of Origin assigned by the dealer.
• Lien Information. If there is a lien on your vehicle, you must provide the name and address of the lien holder and the date of the lien. The title will be issued and mailed to the lien holder or if no lien is declared, to the owner.
• Liability Insurance information. Owner provides insurance company name and policy number (Self Certification) or a Certificate of Insurance (FS-1), obtained from an Insurance Company that is licensed to do business in North Carolina.
• Completed Title Application (MVR-1) and Damage Disclosure Statement (MVR-181). Lessor and Lessee must complete and sign form MVR-330.
• Copy of NC Driver’s License. To apply for your vehicle title and registration you will need to obtain your North Carolina Driver's License. If you are a new resident you may provide a copy of an out of state Driver's License.
• Highway Use Tax. 3% based upon purchase price or value, less any trade in credit.
• Title and Registration Fees. The regular license plate is fee $28.00. The title fee is $40.00.
