PROCEEDINGS OF THE DODGE COUNTY BOARD OF SUPERVISORS

Regular meeting of the Dodge County Board of Supervisors was called to order by Chairman Missel at 9:00 A.M. on Wednesday, January 18, 2017 in the Board Room of the Courthouse, Fremont, Nebraska with the following members present: Saalfeld, George, Osborn, Strand, Beam, Weddle and Missel. Absent: None. Prior to roll call, Chairman Missel announced the meeting to be an open public meeting and that the open meeting laws were posted for anyone’s review.

The Board unanimously declared the meeting legally convened.

The Board unanimously approved the agenda as printed and received and placed on file various county officials’ reports, continuation certificate bonds for Platte Township Officials – Ronald G. Vlach & Zachary C. Taylor, certificates of insurance for Getzschman Heating, Cramer & Associates Inc. and Charter Communications Inc. LLC, 2016 Annual Report of a Livestock Friendly County for Nebraska Department of Agriculture, Courthouse Safety Committee minutes of their January 5, 2017 meeting, notice of Colfax County Planning Commission of three public hearings for Conditional Use Applications to be scheduled for Wednesday, January 18, 2017 beginning at 7:00 P.M., notice of Colfax County Commissioners of three public hearings for Conditional Use Applications to be scheduled for Tuesday, January 24, 2017 beginning at 10:00 A.M. and 2016 Dodge County Highway Department Annual Report.

The Board unanimously approved the minutes of the January 5, 2017 meeting as printed.

At 9:05 A.M., the Board recessed as a Board of Supervisors and convened as a Board of Corrections. Chairman Missel dispensed with roll all members being present.

Under any items of discussion, Supervisor George commented again on an inmate being taken to the Diagnostic and Evaluation Center.

At 9:07 A.M., Chairman Missel adjourned the Board as a Board of Corrections until Wednesday, February 1, 2017 at 9:05 A.M.

Immediately thereafter, the Board reconvened as a Board of Supervisors. Chairman Missel dispensed with roll all members being present.

The Board unanimously approved the wage and hour claims as submitted in the amount of $185,918.84.

The Board unanimously approved the financial claims as submitted in the amount of $173,900.03.

Supervisor Beam requested the revised Professional Services Agreement with Capital City Concepts, LLC for wage/benefit study for all employees of Dodge County be tabled, due to an interest from Saunders County wanting to be a part of the study. Their board will meet next Tuesday and will discuss the possibility of whether to participate in the study with Dodge County.

In separate motions, the Board unanimously received and placed on file the

Addendum to Dodge County Front Door Security Contract Services Agreement with Signal 88 Security clarifying start and end dates of services to coincide with the same dates of service for the Prisoner Transportation Agreement with Signal 88 Security and a certificate of insurance of JDS Security LLC, dba Signal 88 Security of Fremont covering both agreements.

Under any business brought by the public or discussion from the public, Sid Ellis, who resides along East Military Avenue, gave his input on the condition of a portion of E. Military. He commented the road seems to be graded flat with almost no crown causing water to stand on the road. Highway Superintendent Doll reported he had taken comments several times about the condition of the road. He said most roads should have a 2.5% grade to the crown. He will follow-up with the maintainer who services the road.

Committee Report – Chairman Missel commented on Governor Ricketts visit yesterday to Fremont. One of his topics of discussion was on a proposed change on how Nebraska values on agland would be taxed, and suggested adding another formula based on an income approach.

Committee Report – County Clerk Mytty asked the County Board whether or not they wanted to keep the Dodge County Leasing Corporation on an active status. The item was referred to the Finance Committee to discuss.

Committee Report – Chairman Missel commented committee assignments have been finalized.

The Board unanimously passed a motion to approve and place on file the Dodge County Building Inspection/Zoning Department Fee Schedule for Building Permits. These fees were previously adopted in January of 2012, but requested by the county’s auditor to be reviewed and approved on an annual basis.

Jean Andrews reviewed and explained the annual report of the Dodge County Highway Department, which is required according to Nebraska State Statute 39-1512.

Next, County Assessor Churchill discussed with the County Board her thoughts and fees associated with moving forward with possibly switching back to using the TerraScan software in her office. She presented handouts comparing previous costs on the Orion software with those projected cost to move forward with the TerraScan software. The County Treasurer currently uses the software and shares the same server as the County Assessor, which would consist of just turning on the T1 connection for her office. She commented she would need additional funding to move forward and would have to hire temporary help to make the switch. By consensus, the request was referred to the Finance Committee for review.

At 9:45 A.M., Chairman Missel recessed the Board as a Board of Supervisors until 10:00 A.M. when scheduled to convene as a Board of Equalization.

At 10:00 A.M., Chairman Missel convened the Board as a Board of Equalization with all members being present.

The Board unanimously approved tax roll corrections #4755 thru #4767, except for #4766 which was voided.

The Board unanimously received an appeal of the 2016 Homestead Exemption of Virginia Shellard of Fremont, Nebraska and passed a motion instructing the County Assessor to submit their (Virginia & Gerald Shellard) 2016 homestead exemption application to the State of Nebraska for consideration of approval for reimbursement, due to this being the first time the application had been filed late, and if the state does not reimburse the county for the exemption, their home will be taxed.

At 10:08 A.M., Chairman Missel adjourned the Board as a Board of Equalization until 10:00 A.M. on Wednesday, February 1, 2017 and called for a recess until a scheduled public hearing of 10:15 A.M.

At 10:15 A.M., Chairman Missed reconvened the Board as a Board of Supervisors with all members being present.

Immediately thereafter, Chairman Missel opened the public hearing to consider Dodge County’s 2017 One & Six Year Road Improvement Program. Highway Superintendent Doll began by going thru the One-Year Program pointing out the location of projects on an overhead map consisting of nine grading projects, two bridge projects and one paving project. With no further testimony for or against the program, the Board unanimously passed a motion approving and authorizing the Chairman to sign a Resolution adopting the program as presented.

At 10:45 A.M. Chairman Missel adjourned the Board as a Board of Supervisors until Wednesday, February 1, 2017 at 9:00 A.M.
