The President's FY2010 budget includes a five-year, $2.5 billion fund aimed at improving college success and completion, particularly for students from disadvantaged backgrounds. This fund will focus on research about what works in increasing college enrollment and graduation and disseminate these best practices. States would be able to use a portion of the funds to continue college outreach and information activities now supported through subsidies in the FFEL loan program

At least 41 states have cut assistance to public colleges and universities, resulting in reductions in faculty and staff in addition to tuition increases. The University of California is increasing tuition by 32 percent. Tuition at all 11 public universities in Florida increased by 15 percent for the 2009-2010 school year. Students in Washington and other states face significant tuition increases as well, costing families hundreds of dollars per year. Michigan and New Mexico have made deep cuts to need-based financial aid programs. (See above link for measures taken in each state)

The American Recovery and Reinvestment Act (ARRA) included the $54 billion State Fiscal Stabilization Fund (SFSF) for states to shore up shortfalls in their K-12 and postsecondary education budgets for fiscal years 2009, 2010 and 2011. An AASCU analysis of U.S. Department of Education-approved state applications shows that collectively, states intend to spend a full 86 percent of the State Fiscal Stabilization Funds by the close of fiscal year 2010, which ends on June 30 for all but four states.

Keeping Our Educators Working Act



The bill prevents prevent layoffs of school teachers by appropriating $23 billion in federal funds during fiscal 2010 to the states.



The White House credited money from the recovery act's State Fiscal Stabilization Fund with saving several hundred thousand jobs, but with the vast majority of the $54 billion allocated in the 2009 and 2010 fiscal years, the Education Department is estimating that a similar number of teaching and other school and college jobs could be at risk in the coming year, Education Secretary Arne Duncan said before Harkin's Senate appropriations subcommittee.

HHS Awards $144 Million in Recovery Act Funds to Institutions of Higher Education and Research to Address Critical Needs for the Widespread Adoption and Meaningful Use of Health Information Technology



36 million for 5-state community college consortium in WA, CA, NC, VA, OH; 10 million to Curriculum Development Centers; 32 million for University Based Training Programs including state universities; and 6 million for Competency Exam program at Northern VA Community College. Train students to convert current medical records to a paperless system. Students will be able to complete their training in six months or less in some locations, getting them out of the classroom and into related jobs quickly.

Three of the DOL grant competitions are of particular interest to community colleges.

The Energy Training Partnership Grants will total $100 million, funding 20-30 projects at $2 - 5 million each. The Pathways Out of Poverty program will grant $150 million to national nonprofits with local affiliates and local entities, including public organizations such as community colleges and private nonprofit organizations. )

USDA Higher Education Challenge Grants



Projects supported by the Higher Education Challenge Grants Program will: (1) address a State, regional, national, or international educational need; (2) involve a creative or non-traditional approach toward addressing that need that can serve as a model to others; (3) encourage and facilitate better working relationships in the university science and education community, as well as between universities and the private sector, to enhance program quality and supplement available resources; and (4) result in benefits that will likely transcend the project duration and USDA support. The budget would include a five-year $2.5 billion fund aimed at improving college success and completion - new programs must include a rigorous research component.

Data & Reporting

Student Aid and Fiscal Responsibility Act (HR 3221); College Access and Completion Initiative, a component of this bill, provides funding to expand state data systems to track students’ performance.

National Governors Association (NGA) has identified four achievement milestones that all states should track: completion of remedial and core courses, advancement from remedial to credit-bearing courses, transfer from a two-year to a four-year institution, and credential attainment.

The Education Trust and the National Association of System Heads (NASH) have underway an initiative tracking the progress of low-income students and racial minorities.
