About the Presenter: Ms. Greenleaf has more than 30 years of professional experience, and is the CEO and founder of Architectural Engineers. She has a BS and MS degree in Civil/Structural Engineering, is a LEED accredited professional, and a fellow of ACEC. She is experienced in managing budget, scope and technical quality for design and construction phase services for new and existing facilities and utility systems and has extensive experience with c149 public sector projects, including c149A CM-at-Risk for large scale projects, which range in construction value from $500k to $250M.

President's Message

How was your May? I would argue it was probably better than last May. In the two months since I've discussed the COVID-19 vaccination data, just over 40% of the total population 12 & over are considered fully vaccinated. COVID restrictions nationwide ? as well as statewide ? are lifting. I can now smile and show off my brace-faced "grille." (That mask really helped during most of my time wearing braces) Many, many Americans are taking advantage of this opportunity and making hay towards vacation destinations as before. The data shows a slowing rate of cases and deaths. I'll plead one more time to please roll up your sleeve ? if you are eligible ? and get vaccinated. My math minor helps me determine 40% is not the 70+% science indicates we need for herd immunity.

June through August is typically a slow time for our Section outwardly. However, inwardly, we are working on protocols and procedures for when we are back to full participation BC (Before COVID ? see what I did there?). Society issued an extension to their recommended remote participation memorandum through September 6. Society hosted events have been reconfigured as online, including the Presidents & Governors Forum and Annual Convention. While these are recommendations, state and local guidelines may differ. And your Section Board is evaluating the timing for when we can safely resume our monthly luncheons and our annual dinner in September. We appreciate your patience during this time.

Something else that was great leading into summer: Before adjournment, Missouri General Assembly passed SB 262, increasing the state gas tax 2.5 cents/gallon per year for the next 5 years (beginning October 2021). This will bring the state gas tax closer to the national average. The fear for federal match minimums should be addressed. The additional revenue will ensure projects address ? not just repair and maintain ? our transportation network and proactively plan for expansion to accommodate the 21st century user. Thank you to the many members who utilized ASCE's Key Contact program and contacted their local representatives requesting passage of the bill. This is a true example of making your voice heard. Our newsletter will be on break for the next few months, and when we come back more events should start to come into focus for our Section. Look for more information via email "blasts" this summer so your calendar can be booked accordingly. I look forward to what the later half of the year will bring for our Section.

Impact of Coronavirus on Scheduled ASCE Programs- Updated May 2021

Per an updated memo from Jean-Louis Briaud, ASCE President and Thomas W. Smith III, ASCE Executive Director:

"Recognizing again that the health and safety of our global professional community and the public at large

remains our foremost responsibility, ASCE has decided to extend its recommendation that ASCE entities

are encouraged to pursue alternate options, such as the use of virtual platforms, for all meetings and

events through Labor Day (Monday, September 6, 2021)."

Open Committee Positions

Communications Co-Chair - The Committee's primary goal is to communicate to all local members news of past, present, and future activities and programs for the purpose of stimulating greater interest and participation in section affairs. The Co-Chair is expected to work closely with the president and chairmen of other committees to obtain information of vital interest to the membership. Correct and timely information should be obtained from the program committee regarding forthcoming meetings. Valuable news will also be found in the Section Leader, a regular publication issued from ASCE headquarters. An informal but regular system of contacts or reporters is an essential ingredient to the collection of interesting news.

Call for Local Award Nominations

Do you have an outstanding project or colleague who deserves recognition? Consider nominating them for an ASCE St. Louis Section award! These prestigious awards are presented at the Annual Awards Dinner in September and are a great way to showcase the civil engineering excellence in our Section!

The St. Louis Section is seeking nominations and the deadline has been extended though June 30, 2021 for the following Local Awards:

St. Louis Section Project of the Year This award is made annually for any engineering project that falls into the general category of civil engineering. The award is given to the owner, lead design engineer and general contractor of the project. Only engineering and construction achievements within the boundaries of the St. Louis Section are eligible. The project must have been completed and placed into operation within 5 years of the date the nomination is submitted. Basis for the Award is "an engineering project that demonstrates the greatest engineering skills, and represents the greatest contribution to civil engineering progress and mankind".

Professional Recognition Award This award recognizes the importance of professional attainment in the advancement of the science and profession of engineering and is presented annually to a Member of the St. Louis Section who has made substantial contributions to the engineering profession and the St. Louis Section.

Young Engineer Award This award recognizes professional contributions of younger members to the Society and to the Section and is presented annually to a Member of the Section who is less than 35 years of age on February 1, 2021.

Award to Service People To bring public recognition to individuals who have performed outstanding service to people in their communities and to further public understanding and recognition of the identification "Civil Engineering - A PeopleServing Profession". The awardees need not be civil engineers but are selected based on their service to the general public that has some connection with the planning, design or construction of the people serving works of the civil engineering profession.

Excellence in Journalism Award This award is to honor journalists for outstanding articles that enhance public understanding of the role and impact of civil engineering in designing solutions for clean water, transportation, the environment, and other public works projects. Nominations will be accepted for journalists and producers from English-language, general-interest regional and national newspapers, radio and television stations, magazines, and electronic and Web-based news outlets.

Call for Abstracts ? Structural and Geo-Confluence

Structural and Geo-Confluence

Thursday, November 4, 2021 St. Charles Convention Center

St. Charles, Missouri

The St. Louis Chapters of the Geo-Institute (GI) and Structural Engineering Institute (SEI) are now accepting abstracts for the live in-person1 sixth annual Structural and Geo-Confluence. The conference will be a full-day event featuring technical topics and case histories presented by local and national experts. The conference is open to all engineering and construction professionals and students.

The planning committee is seeking speakers to provide a 30- to 60-minute presentation focused on structural engineering, geotechnical engineering, or geo-environmental topics with specific preference given to topics that overlap these focus areas. All persons are encouraged to submit an abstract to Patrick Kinsella at pmk@ by July 23, 2021. Abstracts should be limited to 250 words. Once the planning committee has reviewed the abstracts, notification will be provided to the selected presenters by August 20, 2021. The submitted abstracts and presentation slides will be assembled and included in the conference publication.
