April 27, 2020Virginia Long Term Care VHASS Daily Situation ReportLicensed Nursing Homes reported 794 confirmed COVID-19 residents (up 18 from yesterday).Facilities reported 191 COVID-19 residents pending confirmation.PPE- 14 facilities need face shields- 18 facilities need N95 masks- 9 facilities need gloves- 26 facilities need isolation gowns- 8 facilities need surgical masks97 of 307 facilities did not update VHASS in 72+ hours (68% response rate).COVID-19, by the NumbersUsually at 9 a.m., the Virginia Department of Health’s dashboard rolls out the daily numbers, a morose lottery that reports how many unlucky Virginians now have the disease, have been admitted to a hospital or have died. On Saturday, for instance, the department reported that 12,366 Virginians have tested positive for the virus out of 72,178 tests, that 436 people have died and that 1,942 have been hospitalized.These are cumulative numbers, and unless you keep a daily log, you can’t know with a simple glance that these daily totals represent 772 more people knowing they have the illness, 26 more Virginians dying from the virus and 105 more admitted to hospitals than the day before. Nor does Virginia tell you how many people have been discharged from hospitals or how many are believed to have recovered. Ralph Northam’s $20 per day add-on to Medicaid nursing home reimbursement during the COVID-19 emergency. DMAS informed LeadingAge Virginia that once the governor signs the budget for the current year, which should be imminent, the implementation of the add-on can proceed. This is occurring in practice statewide.? The current VDH testing criteria for priorities for public health testing at DCLS are located here.Obtaining Information on Which Communities Self-Reported Positive Cases: Long term care communities can self-report if there are positive COVID-19 cases in their communities on the Virginia Healthcare Alerting & Status System. You can view the communities that self-reported by following these instructions.OLC Facility Reported Incident Form: Nursing Homes are required to report COVID-19 cases to the local health department. In addition money collected from fines will pay for tools that will help residents communicate with their families during the pandemic lockdown. CMS announced the moves late Friday afternoon, explaining that it will be publishing a list of the average number of staff members onsite at facilities each day. The information will be used to direct adequate PPE and testing to nursing homes.LeadingAge President and CEO Katie Smith Sloan said in a statement that the organization was “pleased” with the move. The organization added that it’s still seeking additional clarification from CMS on clinical and financial operations regarding 1135 waivers, however. “We are encouraged by the mention about using PBJ data to determine PPE needs. We hope this results in appropriate amounts of PPE for nursing homes who need it urgently,” Smith Sloan said. “Additionally, we are pleased that CMP funds can now be used to purchase equipment that can help residents communicate with family members during this time of isolation,” she said. LeadingAge is still puzzling through the announcement and its accompanying fact sheet, but wanted you to know this came out.? The rationale appears to be that there are significant funds available through the provider relief fund.? Unlike Advance payments, Provider Relief Funds do not need to be paid back. More analysis tomorrow, but here’s the relevant summary:Beginning on April 26, 2020 CMS will not be accepting any new applications for the Advance Payment Program, and CMS will be reevaluating all pending and new applications for Accelerated Payments in light of historical direct payments made available through HHS’s Provider Relief Fund. Significant additional funding will continue to be available to hospitals and other healthcare providers through other programs.Attestation Required for 1st Round of Cares Act Relief REMINDER: HHS requires providers who received funds under the CARES Act Relief to go to the Provider Relief Fund Attestation Portal to agree to the terms and conditions for the first round of relief funding that was distributed April 10-14. The key piece of the terms and conditions is: “The Recipient certifies that the Payment will only be used to prevent, prepare for, and respond to coronavirus, and shall reimburse the Recipient only for health care related expenses or lost revenues that are attributable to coronavirus.” Using these funds as replacement for loss of revenue due to COVID-19 will work in most cases. If you do not agree to the terms and conditions, you must enter the portal to inform HHS that you will return the money. All providers who received a payment should complete this action no later than May 10.
