MEMORANDUMTo:The Arc Wayne EmployeesFrom: Kimberly Hansen, RNDate:November 12, 2020Subject:COVID-19 Travel Advisory The Governor of New York has issued new guidelines for travel outside of New York State effective November 4, 2020. The state-by-state quarantine list is no longer in effect. Under the new advisory, travelers entering New York from a state that is not a contiguous (bordering) state, or from a CDC Level 2 or 3 Travel Health Notice country, are required to quarantine for a period of 14 days, consistent with Department of Health regulations for quarantine. There are, however, now ways to “test out” of this requirement. There are also exceptions for essential workers. TEST OUT PROCEDURE:If you travel to states bordering New York (New Jersey, Connecticut, Pennsylvania, Massachusetts or Vermont) there are no quarantine restrictions upon your return. However, please note that the Governor has advised against non-essential travel so we ask that you be thoughtful about travel to these states.If you travel to any other state for less than 24 hours, you must complete the traveler health form upon your return at . You do not need to quarantine, but you must be tested on day 4 after your return, and if the test is positive, you would have to follow the quarantine guidance.If you travel to any non-bordering state(s) for more than 24 hours, you must be tested within 72 hours prior to arrival in New York. Once you arrive in New York, you must quarantine for a minimum of three days, and on Day 4 you may seek a diagnostic test to exit quarantine. You may exit quarantine once you receive negative results for both tests. You are required to complete the traveler health form upon your return to New York at . Please note that if you are flying back into New York the airport will likely have you complete this form. If they do not, or you are traveling by car or other means, you are responsible for accessing and completing the form online.If you refuse to follow the testing guidance above, you will have to quarantine for the full 14 days and you will have to use your own benefit and/or sick time to cover your absences. ESSENTIAL WORKERS:Please note that the test out procedure above does not apply to essential workers. An essential worker is determined by the agency with consultation from the Department of Health, but is typically an employee providing direct support to individuals. Cases where an essential employee can be considered exempt from the above stated guidelines would be when the agency is experiencing staff shortages that would adversely impact operations and all other staffing options have been exhausted, and these employees would typically be assigned to individuals with lower risk for medical complications. These expectations of the essential employee would also be in place:You may come to work immediately upon arrival in NYS, if allowed by the Agency, but must strictly follow all COVID-19 precautions. You must be asymptomatic (without COVID symptoms).You must self-monitor (temperature & symptoms) twice daily – at the beginning at each shift and at least every 12 hours during a shiftYou must wear a surgical mask while working.If at any time you develop symptoms consistent with COVID-19, you should immediately stop work and isolate at home. You will be immediately referred to your Primary Care Physician and Local Health Department for further testing. You must be tested on Day 4 after your return to New York State, and follow the applicable procedures if the test is positive. We know this is a lot of information but please make sure you understand your obligations when you are considering travel outside New York as we move into the holidays.
