INTRODUCTION

This document was produced collaboratively, with the input of the Safe PRIDE Re-Opening Committee, where PRIDE stands for:

There are 11 different workgroups addressing the following important areas:

The committee is composed of over 90 KPCSD employees, parents, and students. The committee has regular scheduled virtual meetings on Wednesdays throughout the months of July and August, 2020. Every aspect of school operations was examined while assembling this plan.

On Friday, August 7, Governor Cuomo made the announcement that schools may re-open in September. The governor’s announcement contained some new actions by school districts, which are included in this addendum to the district’s plan. Following the Governor’s announcement, the NYSDOH released the supplemental guidance, which is included in Appendix A of this document.

COVID-19 Testing

The district is awaiting further guidance from the Governor and Department of Health on this topic. Schools in general are not designated testing centers. It is the district’s understanding that the NYSDOH is not recommending that every student and staff member be tested for COVID-19 as a requirement to return to school in September.

The district will be implementing an electronic app (MySchoolBadge) for the purpose of performing daily health screenings in the home. This will alert parents/students and employees of potential symptoms of COVID-19, and instantaneously report these data to the school’s principal and nurse.

In consultation with the SCDHS, when needed, symptomatic individuals, close contacts of COVID-19 suspected or confirmed individuals, and individuals with recent travel (international or within a state with widespread transmissions on COVID-19 as designated through the NYS Travel Advisory) will be referred for diagnostic testing before the individuals are permitted to return to in-person work/school. While individuals are awaiting their test results, they should perform these three important steps. These steps can be found in detail in Appendix B.

How does a school district contact the local health department to report a COVID-19 case in their district?

School staff can call 311 to report a case in their district. Note: information will be taken about the case and general guidance may be provided. Specific guidance, however, cannot be provided until the case investigation is complete. SCDHS typically completes case investigations within 24 hours of receipt of a positive test result.

What are the recommended protocols if a student tests positive?

The student should immediately be placed on isolation at home for at least 10 days. School staff should assist the local health department in contact tracing (see next section) efforts by providing a list of probable close contacts (defined as being within 6 feet of the infected student for at least 10 minutes). The identification of close contacts should begin 48 hours before the student became symptomatic, or 48 hours before the student was tested for the COVID-19 virus if asymptomatic. Identified close contacts should also remain at home for 14 days of quarantine from the date of last exposure to the infected student.

What are recommended protocols if a staff member tests positive? Similar to question above, staff member should be under home isolation for at least 10 days, with contact tracing as outlined above. PCR tests LHD might find out about first; rapid antigen tests LHD may not. SCDHS elicits current employment on case investigation and would reach out to the school when they find out.

What are the recommended protocols for a symptomatic student on a bus?

Local health department would not be involved for symptoms only; SCDHS would only begin an investigation based on a positive virus test (nasopharyngeal swab rT-PCR or rapid viral antigen). This does not apply to antibody tests. If the student tests positive, any close contacts of the student, (including those on the same bus) may be subject to quarantine.

What are the recommended protocols for suspected cases of COVID-19?

Students and staff with symptoms of illness should not attend school. It is recommended that individuals and/or families consult their medical provider to determine if COVID-19 testing is warranted. Note: notification and contact tracing is initiated upon receipt of a positive COVID-19 test result. No action is taken for suspected cases. Students and staff who test positive for COVID-19 should follow the established CDC/NYS DOH guidelines for ending isolation. All residents who test positive are monitored daily by SCDHS contact tracing staff and will receive a letter from SCDHS confirming release from isolation.

Students and staff with other illnesses (e.g., cold, flu, strep throat, etc.) should follow existing school policy for return. It is recommended that staff and families consult with their medical provider for guidance.

Contact Tracing Protocols (See Appendix C for CDC infographics)

Contact tracing is the process of contacting all people who've had contact with someone who tested positive for COVID-19. In the event of a confirmed case of infection in the school community, contact tracing will be necessary. People who have come in close contact with someone who has tested positive for COVID-19 will be asked to stay home and limit their contact with others. By staying home during this time, IF you become sick yourself, you have not infected many others along the way. This is how we stop the spread!

SCDHS is responsible for case investigation and contact tracing in Suffolk County. KPCSD will support case investigation and contact tracing efforts by confirming attendance, sharing rosters, etc. SCDHS typically completes case investigations within 24 hours of receipt of a positive test result. KPCSD will immediately notify the identified parents/school community while investigations are underway. SCDHS provides isolation or quarantine orders to all cases and contacts in Suffolk County. In addition, those under isolation or quarantine will be monitored daily by SCDHS. When the isolation or quarantine period has ended, a letter from SCDHS confirming release will be provided to each case and contact. Students and/or staff can provide the letter to their school district to return.

Contact tracing and quarantining of close contacts is initiated upon receipt of a positive test result. In addition, only contacts of the case are quarantined, not contacts of contacts.

The district will be taking attendance daily, both in school and on the school bus, to ensure that we are certain of all possible contacts. We will also be carefully monitoring the movement of cohorts of students in our schools. Movement will be kept to a minimum, where feasible. The district is in the process of hiring an additional aide for each building who will work with the school’s nurse, Mr. Denniston, and the building principal on a variety of COVID-19 related tasks, including contact tracing. The district will also work closely with the Suffolk County Department of Health Services to ensure that tracing is accomplished to the best of our ability.

➢ Remote learning plans and an explanation of how these plans will address the equity issues experienced during the spring session.  

The district’s remote learning plans are included in Section VII, Part D (page 26) of overall re-entry plan. In order to address the equity issues that were experienced this past spring, the district has done the following:

o The district purchased enough Chromebooks to ensure that every student in grades 7-12 has a district-issued device.

o The district surveyed parents (in both English and Spanish) to determine which students do not have a dedicated device at home – see links below. These students will be matched with a dedicated device (Chromebook) during the first two weeks of school in September.





o The surveys above also include a question regarding Wi-Fi in the home. The district purchased a number of Wi-Fi hotspots for this purpose.

o The district is researching childcare options, with access to computers, for students that are not scheduled for in-person instruction on certain days.

•    Also, districts must schedule at least three public discussion sessions by August 21 with parents to provide detailed reopening information and to answer any questions.  At least one teacher/staff-only session must also be conducted during this period.
