FFY-2020 State Planning & Research (SPR) Program Part 2 - Request for Proposals Dear Research Office Administrator, Research Institution: The?Oklahoma Department of Transportation?(ODOT) Office of Research & Implementation (ORI) is now requesting submission of proposals for four research needs topic statements slated for funding in ODOT's?FFY-2020 SPR Program Part 2.? Request for Proposals have been posted at: note that each Principal Investigator must review and comply with the current requirements posted in the online "Contents of a Research Proposal" prior to preparing each proposal.? These guidelines may have changed since last year's posting.? Official submission of proposals must be made by the respective research office.? Each proposal must be accompanied by a signed letter from the respective research office.? All submissions will be accepted and considered only if received by 4:00 PM CDT, June 21, 2019.? Historically, we have contracted research services with research universities/organizations both inside and outside of the State of Oklahoma.RFP PROJECT INITIATION DATESProject initiation dates between October 1, 2019 and January 1, 2020 will be accepted for:In-Stream StructuresX-Ray FluorescenceCompost Filter SocksProject initiation date of October 1, 2019 only will be accepted for:RAP and RAS Extracted BindersPROPOSAL GUIDANCETime Schedule for Annual/Final ReportsThe time schedule for Annual and Final reports should appropriately reflect the review and response process between a Principal Investigator (PI) and ODOT. Generally, ODOT ORI requires one month for review/comment from the Project Panel, with a one month deadline for the PI to respond to input and modifications, as necessary. The Time Schedule should clearly indicate the month (last day of the month assumed unless noted otherwise) that the Annual/Final Report will be submitted, the review activity by ODOT and the final editing by the PI.Annual Reports for multi-year projects may cover a period beginning with project initiation or October 1 of a given calendar year (for subsequent years of multi-year awards), and ending July 31 or September 30 of the next year, or of the same year for new projects that initiate on or after January 1.Final Reports should also identify time associated with the ADA review process employed by ODOT. Generally, an ADA-compliant version is requested only for Final Reports with the submission of an edited Final Report following Project Panel review. Generally, ADA review/comment requires one month, with a one month deadline for the PI to address ADA issues.In summary:Annual Reports may cover a time period between 1-month and 12-months, depending upon project initiation and the PI’s proposal for submission, with 2 months identified for review and report editing following submission, as necessary. Final Reports will cover the project time period, with 4 months identified for review and report editing (technical and ADA) following submission, as necessary. Budgeting Time ScheduleBudgets shall be presented covering time period intervals ending on September 30. This allows ODOT ORI to program funding aligning with the Federal Fiscal Year.Thus, for general submissions, or for submissions specifically identified by ODOT, that propose a starting date after October 1, the budget for work proposed in ‘Year 1’ will be for less than 12 months.Overhead/F&A RatesGeneral Overhead/F&A Rates are a maximum 26%.Equipment purchased as part of an awarded project at a cost of $10,000 or more will be allowed a maximum Overhead/F&A rate of 13%. ................
