Nonprofits large and small are staples in our community, helping our neighbors on the ground every day during this pandemic. Right now, they are panicking because most do not retain earnings from year to year to draw on in critical times such as this. Many nonprofits are also considered “reimbursing employers” for the purpose of unemployment compensation, meaning that when their employees claim unemployment benefits, the state pays those benefits and then seeks reimbursement from the organization itself. While the CARES Act provides 50% relief for reimbursing employers, additional support is needed for our nonprofits, similar to what has been provided to for-profit entities.If our nonprofit community cannot rebound from this crisis, it will be absolutely disastrous for the communities in our state. As we all know, the folks on the ground during and after a disaster, those who help folks pick up the pieces towards recovery, are our non-profit organizations.We understand that a letter was sent to your office on April 2 by a coalition of nonprofits, including Ohio YMCAs, Ohio Children’s Alliance, Ohio Goodwill’s, American Heart Association and United Way to name a few. This letter details how nonprofits across the state self-insure for unemployment compensation and how crippling it will be to their organizations if they are not able to access the state’s unemployment system.Just as individuals and businesses are struggling as a result of required closures, Ohio’s nonprofit community is concerned for the viability of their organizations at the end of this crisis. I ask that action be taken to provide relief for organizations that self-insure for unemployment compensation similar to what has been offered for employers in the state unemployment system.I urge you to temporarily eliminate or freeze the current requirements, or to at least provide favorable terms for nonprofits if they must reimburse the state for unemployment compensation during this emergency. I would also like to request that the state does not penalize self-insured organizations for late payments or reports. Please act immediately, as other states have done (Georgia, Iowa, Louisiana, Montana and New Hampshire), to protect and hold harmless self-insured charitable organizations.The interruption caused by full or partial closure of their retail stores, manufacturing facilities, vocational rehabilitation sites, shelters and service centers impacts their ability to continue to generate funds during the crisis. I ask that you also consider a relief package consisting of grants to assist nonprofit agencies with bridging critical cash flow needs during this time.Their agencies provide vital services at little or no cost to individuals in Ohio. These services are absolutely necessary during the crisis and once we are on the other side of this. Please ensure that any assistance provided to employers also benefits nonprofit employers, either through grants or by making the tax mechanism relate to the taxes nonprofit pay, such as payroll taxes.Thank you for your attention to this matter.
