Re: ERP Subcommittee Meeting Minutes, St Pete Beach, FL

ERP Subcommittee has met on Wednesday, 5/7 at 12 noon with 9 members and 3 guests present. The meeting agenda and the action items taken included the following:

1. Privacy of Mailing Lists on the Switchgear Committee Web (from Stan Billings), unauthorized publishing of phone numbers, e-mails, etc.

It has been decided that the easiest and most practical solution is to annunce to all the members and guests of the Committee that if they have any privacy concerns regarding posting their contact information, addresses, etc. they can request from the Secretary of the Committee for this information to be removed from the listing published in the archives of the minutes. It was agreed that there is a benefit for the majority of the members that their contact information be available to the professional community worldwide within and outside the Switchgear Committee.

2. IEEE Virtual “Power and Energy” Community (from Tom Field)

Tom Field made an excellent presentation during the Tuesday luncheon about the new virtual community of IEEE. It appears that the Virtual community is a very powerful Internet collaboration tool. The best approach for now would be to ask some selectged WGs to try to use this virtual collaboration and provide with the Committee some feedback on their experiences, etc. Particularly, the balance between how much stuff the Virtual Community creates (information overload) versus how focused the tool can be for the specific needs of Working Groups should be looked at. Also, Tom Field agreed to prepare a “How to get started” file or a FAQ file that can be posted on the Switchgear Committee page for the beginners. If the WGs start using the Virtual Community in a more extensive way a moderator would have to be designated to deal with the “supervision” of the document posted, deletions, access level controls, etc.

3. Awards for 2002 – Mietek Glinkowski

3.1 Roy Alexander for Past Chairmanship of the Committee, TC Outstanding Individual Contribution Award

3.2 Dick Arndt/ Frank Muench and all WG members – TC WG recognition Award for C37.48.1

3.3 PES Prize Paper Award (new item!) – PES level award for Denis Dufurnet and Georges Montillet for the paper – Three-phase short circuit testing of high-voltage circuit breakers using synthetic circuits.

We are very glad that we have been able to present the awards in all three categories. The Outstanding individual award and the WG Technical award are the Technical committee awards, The Prize Paper Award is a PES Society level award. Congratulations to all the awardees.

Also, some other awards opportunity exists from the IEEE Technical Council – Alec Monroe will investigate and report at the next ERP meeting in Portland.

A proposal for the Certificate of Appreciation for Ginger Kamber, ex S&C has been presented. Ginger has been a very active member of the SCom but left the Committee and the S&C Co. for personal reasons. M. Glinkowski will contact Noel Schulz (PES Awards Committee) with this request.

4. Fellows WG – John Brunke

No nominations were prepared on time for the March 2003 deadline. We will try again for March 2004 deadline. Also since John Brunke might be retiring from BPA new Fellows WG chair might be needed soon.

5. Publications and Technical Papers WG – Jeff Nelson

Switchgear will have a paper session for the IEEE Meeting in Toronto in July. 3 papers have been submitted and accepted.

Switchgear will be preparing a Summary/Review article. The deadline for this is October 15th. Jeff Nelson is in charge of coordination and final write up. The proposal is to have one short paragraph from each of the Subcommittees and one, two short paragraphs about the overall committee, its mission, technical programs, standards, meetings,

6. Switchgear Committee Archive of Minutes – new format? M. Glinkowski

Following a Minutes format of the Transformer Committee Web page Switchgear Web master will try to reformat/reprogram our existing Minutes so they are easily accessible not only by date of the meeting but also by the Subcommittee or WG. The concept is to have a 2-D table format (rows and columns).

7. Other business

For next technical program for Portland, OR meeting we have two proposals:

1. Introductory Short Course/Presentation to ATP and ATPDraw – John Brunke will investiage/coordinate with ERP and try to organize

2. Presentation from the CIGRE WG A3-10 on Current Limiting Technologies. This WG has almost finished their work and it would be a perfect time to invite a Chair of this WG (Heino Schmitt from Siemens, heino.schmitt@) to Portland. M. Glinkowski will contact Mr. Schmitt.

Respectfully submitted

Mietek Glinkowski

Chair of Education, Recognition, and Publication Subcommittee.
