CALL TO ORDER
Chairman Harclerode called the meeting to order at 9:00 a. m.
ACTION ON MINUTES
Motion (I) was made by Dr. Arndt, seconded by Mr. Mongan, and unanimously carried by the Board to approve the minutes of the September 30, 2014 meeting as submitted.

Appeal of PE Exam Applicant
Mahesh Mittal appeared before the Board because his application for the April 2015 Principles and Practice of Engineering Examination was denied for insufficient work experience. He brought in samples of work for one company for which he did not receive an endorsement. Mr. Mittal explained that the other company had closed and he was unable to obtain samples of work. Dr. Arndt explained what is required when there is no endorsement of engineering work experience and suggested that Mr. Mittal create samples of work representative of the work he performed at that company. Mr. Mittal agreed to do so.

Appearance of Reciprocity Applicant
Ms. Shanjahin Alam appeared before the Board requesting clarification of what the Board deems to be equivalent to an EAC/ABET accredited degree. Ms. Alam applied for PE Licensure by Reciprocity back in June of 2013. She is currently licensed in NJ. Her application was denied by the Board at the July 2013 Board meeting for insufficient work experience. Her NCEES Council Record reflected a degree in Civil Engineering from a foreign university. She had her foreign BS evaluated by NCEES, who found her degree to fulfill the required curricular content of the EAC/ABET criteria for an accredited program in Civil Engineering and considered her degree as equivalent to an ABET accredited program. Ms. Alam wanted to know why after obtaining an evaluation which deemed her degree as equivalent, was her application processed under Subsection C instead of Subsection B.
Both Chairman Harclerode and Dr. Arndt explained that Subsection B is reserved for EAC/ABET accredited degrees and degrees determined to be equivalent under the Washington Accord Program and although the Board sympathizes with her situation, this has been the Board's policy. The Board agreed to review the wording on our website and on the applications to clarify to a potential applicant what degrees are determined by the Board to be equivalent.
EXECUTIVE SESSION
Motion (III) was made by Mr. Mongan, seconded by Ms. Perrin, and unanimously carried to go into Executive Session at 10:17 a.m. at 500 North Calvert Street, 3rd Floor Conference Room, Baltimore, Maryland, 21202. This session was permitted to be closed pursuant to State Government Article, Title 10-508(a)(7). Upon completion of the session, the Board reconvened its public meeting at 11:07 a.m.
COMPLAINT COMMITTEE REPORT
Mr. Mongan reported on the status of complaints discussed by the Complaint Committee at its meeting on November 24, 2014.

The Complaint Committee reviewed five applications for reinstatement of license and recommends reinstatement with a warning letter for two and consent order and fine for the other three.
Motion (IV) was made by Ms. Perrin, seconded by Mr. Rickert, and unanimously carried to accept the recommendations of the Complaint Committee.
CPC COMMITTEE REPORT
Motion (V) was made by Mr. Mongan, seconded by Dr. Arndt, and unanimously carried to unanimously approve the CPC Provider applications of Aire Technologies, Inc., Good Earthkeeping Organization, Inc., Randolph A. Petersen, PE, F.NSPE, and RISA Technologies. The Board denied the application of Paradigm Liaison Services, Inc. because the Board does not feel the presenter is qualified as an engineering instructor and because of the minimal engineering content of the course submitted. The Board is requesting a more complete course outline and more information on the technical background of the presenter form Accusonic, biographies from all presenters included in the application form Environmental Research and Education Foundation, resumes of the presenters from Federated Controls, the National Ready Mixed Concrete Association, School of PE, and Uretek Mid-Atlantic.
Report from Operations Committee
Mr. Mongan stated he is conducting a survey of the PE Board staff to get ideas on how to improve any operational aspects of the Department.

Mr. Rickert asked Ms. Edwards to send him a copy of the online reciprocity application to review.

Refund of Reinstatement Fee
Motion (VI) was made by Mr. Mongan, seconded by Ms. Perrin, and unanimously carried to charge a $56 non-refundable application fee for reinstatement applications.
Ms. Trust stated that all fees for all regulations and fee increases must be submitted to AELR Committee by December 15, 2014 when the traditional moratorium on submission of regulations takes effect.
Eligibility for Christie Society
Chairman Harclerode informed the Board he spoke with the Executive Committee of the Maryland Society of Professional Engineers (MSPE) regarding engineers holding a Retired Status license and their eligibility for the Christie Society. An agreement was made to allow Retired Status licenses to count toward the 50 years of continuous licensing required for the Christie Society and to give out those awards at every award ceremony instead of once a year as done in the past.
