Dr. David A. Ibrahim is the Campus Business Continuity Planning Specialist at the University of Illinois at Chicago (UIC), serving as Project Manager in the development of campus-level business continuity plans and assessing the operational, utility, and physical risks for 100+ Administrative Units, 400+ Academic Units, and the University of Illinois Medical Center. Dr. Ibrahim also holds an Adjunct Assistant Professor appointment at both the School of Public Health (SPH) and College of Business Administration (CBA). With these faculty appointments, he serves as a course instructor and student advisor for the Emergency Management and Continuity Planning Online Certificate program, and as course instructor within the Division of Environmental and Occupational Health Sciences at SPH, and Division of Information Decision Sciences at CBA.

Dr. Ibrahim possesses more than 10 years of experience within interagency and intergovernmental public health preparedness policy and strategies for: Critical Infrastructure Protection; Emergency Operations Planning; Business Continuity and Disaster Recovery; Crisis Risk Management; Project and Operations Management; and Intelligence and Information Collection, Assessment, and Dissemination.

Dr. Ibrahim has performed technology and business continuity assessments, evaluations, designs, and planning for higher education, healthcare, metropolitan health departments, pharmaceutical, financial services, aviation, and manufacturing. He has held leadership positions in strategic planning, policy development, and organizational design, and he has professional and specialized skills in business continuity project management and problem analysis and resolution.

Dr. Ibrahim previously spearheaded the city of Chicago’s continuity of operations initiative for pandemic influenza, in collaboration with the Centers for Disease Control and Prevention and the Chicago Department of Public Health (CDPH). In addition, he strategically designed the marketing campaign for information dissemination to special populations for CDPH. Dr. Ibrahim has also served as an intricate contributor to the Illinois Department of Public Health and Illinois Public Health Associations’ Hospital Preparedness Program initiatives: Interoperable Communications; Continuity of Operations; Syndromic Surveillance; and Fusion Center development. Certified in Homeland Security Exercise and Evaluation Programs, Dr. Ibrahim has designed, developed, and implemented performance-based homeland security training and exercises for local, State, Federal, and private-sector clients.
