Job Title: Programmer Analyst II

Job Summary:

Provide guidance to Programmer Analysts I in the performance, selection, analysis, development, testing and implementation of new systems and update existing systems to meet the defined user requirements, in conformity with established programmers methodology, policy and procedures.

Essential Functions:

Work jointly with IT department managers, other programming staff, and the user departments to define information requirements and operational needs, questions of system intent, output requirements, input data acquisition, internal checks and controls, in conformance with computer operations standards

Review programmers’ designs to ensure that programming and systems standards are being adhered to and the methodology is being followed.

Evaluate the work of programmers in progress and on completion of programming projects to provide technical guidance.

Assist with employee evaluations in order to improve performance and develop skills of the programming staff.

Evaluate and recommend professional development activities for programmers in regards to programming methodology.

Plan and decide a logical sequence of tasks to meet end-user and system needs.

Analyze, review and enhance existing applications to increase the operating efficiency or adapt to new requirements.

Ascertain job requirements to meet end-user needs by translating written materials and printed diagrams into logical instructions.

Review operating systems software and upgraded application programs to ensure proper integration.

Prepare program test data, analyze test results, and specify data control procedures for new and existing programs.

Provide End-user Services Manager with periodic performance and usage summaries as well as any other statistics needed to make decisions on technology support.

Develop expertise in software utilities used to create reports, screens, and other productivity aids.

Develop expertise in software troubleshooting tools.

Assist IT department in writing criteria, policies, and procedure documentation

Assist the Database Administrator in maintaining all aspects of the design and development of modifications to the databases.

Keep current on new developments in information technology and their application in order to make recommendations for implementing appropriate technology advancements.

Non-Essential Functions:

Perform other duties as assigned.

Minimum Job Requirements:

Education: Bachelor’s degree in Programming, Computer Science or closely related

field or an equivalent combination of education and experience.

Experience: Four (4) years of progressively responsible experience in

developing application programs, database administration and analysis.

Specific Skills: Analytical ability, application programs, knowledge of systems parameters and user departments needs to resolve a variety of business problems. Ability to present ideas clearly, orally and in writing; ability to establish and maintain effective working relationships with others.

Specialized Knowledge, etc:

Knowledge of Visual Basic, SQL, and Oracle 8 are required. Knowledge of large-scale human resource applications, financial systems applications Web Development Tools, and multi-plant maintenance management applications also desirable.

None. (Indirect only)

Working Conditions:

General office environment.

Physical Demands:

Majority of time spent sitting with occasional standing and walking.

Internal: Interfaces with District personnel.

External: Vendors and consultants
