▪ The supervisor assigns work in terms of objectives and priorities. Assistance is provided on new or unusual assignments. Although the supervisor is available for consultation on significant deviations from standard practices, the incumbent is expected to perform technical duties on own initiative. Work is evaluated in terms of results, accomplished goals, and for compliance with established guidelines and regulations. Work is reviewed for progress and conformance with established policies, etc., but not on a periodic in-progress basis as a general rule

o Factor 3 – Guidelines

▪ Guidelines include design and technical manuals, Federal, state and NGB regulations, drawings, blueprints

o Factor 4 – Complexity

▪ Work requires application of many different and unrelated processes which are used to plan and conduct a whole block of work of relatively limited scope, on several diverse projects. The work of the position includes design, plans development, construction surveillance and on-site inspections, drafting, and some surveying and materials testing. The incumbent analyzes, selects and adapts appropriate methods from a wide range of alternatives.

o Factor 5 – Scope and Effect

▪ Work requires applying an extensive number of different basic established methods, procedures and techniques to perform nonprofessional technical work in functions such as design, plans development, inspections, drafting, and some surveying and materials testing.
