1. Purpose. The purpose of this program is to prevent Naval Academy Preparatory School (NAPS) personnel from driving while impaired by alcohol. The goal is not to promote excessive drinking, but to provide an alternative to drinking and driving.

2. Policy. NAPS policy shall be to provide each military staff member and Midshipmen Candidates with an Arrive Alive card (see enclosure 1). There will be no disciplinary action for the use of the Arrive Alive card, as it demonstrates a mature decision to avoid an alcohol related incident.

3. Action. The following action shall be taken to ensure the success of this policy:

a. All NAPS military staff and Midshipmen Candidates will be issued an Arrive Alive card upon checking into the command.

b. The command will establish an Arrive Alive Coordinator who will be designated on the command collateral duties list. The Arrive Alive Coordinator will provide his or her contact information to the participating local cab companies.

c. In agreement with the listed local cab companies, when the Arrive Alive Card is used by a member of NAPS, the cab driver will submit the card to the cab company owner/manager. The owner/manager will pay the fare to the cab driver. The owner/manager will then contact the NAPS Arrive Alive Coordinator for arrangement of reimbursement. Funds for reimbursement will be drawn from the member to the cab company via the Arrive Alive Coordinator.

d. Use of the Arrive Alive Card will require the service member to pay the amount of the fare to the Arrive Alive Coordinator within a reasonable time period, not to exceed one week.

e. The Arrive Alive Coordinator will maintain a log of individuals for the purpose of tracking cards issued, use and reimbursement not disciplinary actions.

f. Personnel that have used their Arrive Alive Card will see the coordinator to be issued a new card.
