Dear Yamhill Carlton Students and Families,Happy New Year! I hope you are enjoying a safe and healthy holiday season!As you have likely heard by now, Governor Brown announced new guidance for K12 schools on December 23 in a letter to Patrick Allen, Director of Oregon Health Authority (OHA), and Colt Gill, Director of Education in Oregon (ODE). The Governor’s announcement asks schools to work towards reopening for in-person instruction as soon as is safely possible, hopefully by February 15, 2021.?Key Messages from the GovernorThe Governor’s announcement directs that beginning today, January 1, 2021 the Health Metrics for Returning to In-Person Instruction transitions from?mandatory requirements to advisory recommendations.? This change means that decisions about when to reopen will move through a more local process, with involvement from various stakeholder groups, and guidance from local public health authorities and the Oregon Department of Education (ODE). School districts will make their own determinations about reopening following local health official’s advice and utilizing an updated Ready Schools Safe Learners (RSSL) Guidance document scheduled to be updated and released around January 19th. Districts will still be required to create and follow their Operational Blueprints outlining safety measures in place for on-site learning.?Schools Will Remain in Comprehensive Distance Learning (CDL) with Limited In-Person Instruction as We Return.?The majority of our staff return to work on January 4, at which time we will be meeting with multiple groups to create a plan and timeline to reopen in-person learning using a Hybrid model. Students will continue with Comprehensive Distance Learning while we work in consultation with our local health authorities and follow the updated Ready School Safe Learners Guidance from ODE.? A timeline for reopening will involve collaboration with several key groups (staff, parents/families, health professionals, School Board) but we are optimistic about working towards a February target. We do have work to do and the process will involve several key components:Consultation with Yamhill County Public Health to ensure any transition to Hybrid learning would meet all required ODE and OHA guidelines with a framework that will prove safe and effective for all staff and students.?Hiring and assigning staff who may have not been needed for CDL, but who will be critical for Hybrid learning (e.g. campus supervision; supervision of safe routes to school; assistants needed to support screening and contact tracing).Determining phase-in plans for reopening (primary, middle, high) that allow for a safe and smooth transition.?Providing training for classroom teachers and building staff for in-person health and safety protocols including: symptom screening, cleaning routines, social distance and face covering protocols, student traffic flow in buildings, adjusted learning spaces, and newly designed arrival and dismissal processes.?Planning for transportation and meal service.Developing agreements with staff about working conditions for our safe return.Planning a Safe and Thoughtful ReturnGetting students back in school safely and in person, remain our priorities. We know there will be many questions during this transition period and we hope that consultation with ODE and county health officials early in the week will help us to get more clarity and provide more answers. We know many families and students are anxious to start right away and we will need your patience and support once again as we work through the elements mentioned above. As we return in our Comprehensive Distance Learning model we will be working to expand our opportunities for Limited In-Person Instruction and we will be piloting operational strategies to support a return to a Hybrid Model. Outdoor high school sports and activities programs will move ahead with updated schedules.
