Project BackgroundWomen’s Voice and Leadership-Pakistan (WVL-P), is a five-year, $8 million project funded by Global Affairs Canada (GAC) and implemented by Oxfam Canada, in collaboration with Oxfam in Pakistan. The project is part of GAC’s Women’s Voice and Leadership (WVL) Program, a global initiative to support the capacity and activities of local and regional women’s organizations and movements seeking to empower women and girls, advance the protection of women’s and girls’ rights, and achieve gender equality. The project seeks to increase Pakistani women’s and girls’ rights and to advance gender equality in Pakistan by strengthening the individual and collective capacity of women’s rights organizations (WROs), women’s rights experts and coalitions within the women’s movement. Over the course of five years (2019 to 2024), the project will work with 12 core partner WROs that represent the country’s geographic and demographic diversity, that are inclusive of ethnic, religious, and linguistic minority groups, and that possess gender expertise in different thematic areas. Using a strategic combination of funding mechanisms and capacity-strengthening support, WVL-Pakistan will strengthen these organizations to be better managed and self-sustaining and to deliver programming that better meets the needs of the women they serve. It will also improve the ability of WROs and human right experts to work together more effectively to better influence gender-transformative policy. WVL-Pakistan is built on three pillars that correspond to its three intermediate outcomes:Improved management, programming and sustainability of local WROs in Pakistan, particularly those representing vulnerable and marginalized women and girls Enhanced delivery of campaigns and programming by WROs to advance gender equality in PakistanIncreased effectiveness of national and sub-national women’s rights platforms, networks and alliances to effect gender-sensitive policy change and implementation in PakistanIn addition to this capacity strengthening support provided to these core WROs (already selected), another key funding mechanism under the WVL-P project is the “Issues-based Responsive Funding Mechanism”. Two types of grants will be made under this Issue-based Responsive Funding Mechanism:fast, responsive funding for discrete activities and short projects to allow for nimble, timely and strategic responses to events and opportunities, and to pilot innovative ideas focused on strengthening women’s rights in Pakistan; and grants that aim to support WROs to use evidence-based knowledge and best practices to influence policy and practice on women’s rights, with a focus on shared learning. Both of these grants will invite applications twice a year (during the next two years). Each grant cycle will have a clear thematic focus based on the prevailing context (time period), around which WROs will be invited to submit their meaningful ideas to respond to the highlighted women’s rights issues. This current RFA advertisement is the second grant cycle of the fast, responsive funding, and invites applications addressing the recovery needs of women and girls in the COVID-19 context in Pakistan in continuation of its first round on the same theme. Eligibility for funding call: “GRANT FUNDING FOR COVID-19 RECOVERY NEEDS OF WOMEN AND GIRLS”This grant funding is open to all legally registered Pakistani women’s rights organizations. All project ideas must clearly meet the scope and focus of the call outlined below.However, the following situations will make an applicant ineligible under this call:Organizations which are highlighted on any of the various prohibitive or restrictive lists of the GOP and World Counter Check; an organization that has had any previous award terminated by Oxfam or any other donor on account of poor performance and repute.an organization (or its key personnel) convicted at any time by a court of competent jurisdiction for a crime under Pakistani LawScope and focus of the call The focus of this call for applications is to respond to the emerging recovery needs of diverse categories of women and girls impacted by COVID-19 (including differently abled women, pregnant women, elderly women, widows, women home-based workers, women domestic workers and daily wagers, as well as other women in minority groups). Global Gender Gap report by World Economic Forum pointed out that the COVID-19 pandemic may have widened the existing disparities. Pakistan featured among the bottom 10 countries in two of the four sub-indexes — economic participation and opportunity and health and survival — according to the report. The country closed just 31.6pc of its gender gap in economic participation and opportunity.The 3rd wave of COVID-19 provides compelling reasons to continue its 2nd round of call for proposals around recovery needs of women and girls in Pakistan as the prolonged pandemic has highly impacted different social groups in particular women and girls who are traditionally resided within four walls. Some empirical evidence reveal that the social and economic effects of COVID-19 and its associated lockdown effects are most acute in lower social classes especially on women and girls, further exacerbating the already existing gender and income inequalities. With continuation of extra care work, less employment opportunities, women and girls face acute challenges regarding education, health, labor force participation, and financial empowerment. While the Pakistani economy suffers as a whole, it is the informal economy which is more vulnerable to economic shocks and downturns. Women in the informal sector tend to earn and save less, have lower job security and restricted access to social protection. Since the majority of women are in the informal sector, limited partly by low levels of literacy, they are often unable to access social protection programs offered by the government under its Ehasas programme. Only 55% of women in Pakistan have access to adequate health care, hindered by mobility and other social taboos, indicating that women may not have received timely care under COVID-19. The increase in care demands (see above) will likely increase stress levels and have a toll on mental health outcomes, especially when the distribution of care and work in the household is not balanced. Frontline female health care providers are at risk of suffering emotional trauma as there are incidences that they left their jobs as they could not cope with the stress. Girls’ education is really becoming a challenge where already majority of out of school children are girls. With off and on closure of educational institutes, girls are more affected than boys. Schools who can afford are having online classes which needs gadgets for students. Majority of the middle and lower middleclass parents can’t afford to give gadgets to all their children, so if they can afford, boys are preferred over girls. Mothers at times feel relieved that in such crisis they have an extra hand to support them in daily household course. When schools reopened in September 2020,?approximately 13 million children remained unenrolled, of which 60% have been girls.The learnings emerged from the 1st round of proposals under issue based responsive funding established the fact that women and girls really need attention in this crises management and investing on their emotional, social and economic rehabilitation can really bring positive results. We also need to acknowledge and appreciate that women are not “just victims” in the crisis; they also play a major role in COVID-19 response and remained at forefront of all efforts to fight he pandemic. More than three-fourths of all?employees in the country’s health sector?are women, while the role they perform as caregivers within households has become of immense importance due to the current arrangement of work-from-home and home-school children. But despite all these efforts their contribution in this pandemic needs due acknowledgment. The focus of this call is on:Supporting WROs to remain active by being able to both adapt and respond to the COVID-19 context;Strengthening the ability of WROs to uphold and advocate for women’s and girls’ rights in the COVID-19 context; andSupporting the ability of WROs to provide services that support women’s and girls’ rights in the COVID-19 context.A focus on women and girls within the applications is required as part of the project design and implementation strategy/methodology. Innovative approaches are welcomed (including, but not limited to, applications of digital technology, as well as arts and culture-based approaches). This might involve the promotion and extension of existing innovative activities that have been used during the COVID-19 response to date, in order to ensure the rights, and meet the different needs of the diverse groups outlined above. Grant Fund and Duration June - Nov 2021WVL-P aims to distribute a total of approximately 100,000 CAD under this grant fund from June – Nov 2021. Most grants will have budgets of CAD 13,000 – 17,000. WVL-P will accept applications only for smaller grants of maximum 6 months for this cycle. It is important to mention here that this funding will be awarded as grants. We will not award any cooperative agreements. The operating procedures of grant management will be guided under the policy purview of Oxfam in line with additional donor requirements by Global Affairs Canada. Deadlines, Grant Duration, Multiple Applications and Geographic FocusThe deadline for this call for applications is 7th June 2021. Grant applications will undergo a thorough review process and grant will awarded by 25th June 2021 commencing implementation starting from 20th June till 30th November 2021. A short-term project idea (of 5-6 month) is therefore advisable for applicants with realistic and achievable actions and results. Time extensions are unlikely for this COVID-19 recovery focused grant cycle. Applicants may submit only one grant application at a time. If a grant application is not successful, the applicant may submit a subsequent application in next grant cycle when announced. In addition, each organization or entity will be awarded only two grants at maximum during the next three years. Multiple grants (above two) to the same applicant will not be awarded. WVL-P will support grant projects in all parts of Pakistan at the federal, provincial, district and/or local levels. Grant projects may be in any of the four provinces of Pakistan. Technical and Financial Proposal It is encouraged to submit your application as per the template attached as Appendix I providing guidance noes to develop your application.
