IMPREST REPORT FOR TRAVEL FROM 11 --15 OCTOBER 2012.

I travelled to Melbourne on the above dates to consult with several academics and professionals on issues related to Human Rights and Domestic Violence.

On 11 October I met with Linda Briskman of Swinburne University to discuss human rights issues.

On 12 October I met with Danny Bray, Executive Officer of No To Violence. No To Violence, the Male Family Violence Prevention Association is the Victorian state-wide peak body of organisations and individuals working with men to end their violence and abuse against family members.

I also met with Maria Dimopoulos of MyriaD Consultants about Domestic Violence community programs and Magistrate Goldberg of the Family Violence Court.

On Saturday 13 October I met with Melissa Castan of Monash University Law School on human rights issues.

These meetings were beneficial as part of my ongoing research and policy formation into the culture and prevention of Domestic Violence, a crime which is prevalent in my electorate and the State of Western Australia.

The total travel cost claimed is $1742.12.

Report on Imprest Travel

I wish to make an application for expenditure from my Imprest Entitlement for the following travel:

Summary of travel: On Thursday 11 October 2012, I travelled to Canberra to attend the Women in Leadership 2012 Conference. The Conference was held at the Crosbie Morrison Building, Australian National Botanic Gardens. The meeting commenced at 6.00pm on Thursday 11 October and continued until 4,30pm on Friday 12 October. I departed Canberra on Saturday 13 October at 5.00pm and arrived in Perth at 6A5pm. I did not undertake any business or recreational activities during this travel.

Purpose: The purpose was to participate in the Women in Leadership 2012 Conference.

Benefits: The benefits included providing a workshop, networking and discussing strategies on how to engage with and support women in leadership roles.

Securing the Future -- 2012 Economic and Social Outlook Conference

How Australia can thrive in a volatile world,

Introduction

This conference is part of a regular series on economic policy sponsored by the Melbourne institute of Applied Economic and Social Research and the Australian newspaper, it was held In Melbourne on November 1 and November 2, 2012.

I attended with the support of funds for travel and accommodation from my parliamentary imprest account entitlements. Total expenditure from this source was $3642.

Some Points of interest from the Presentations Gary Bahks

Chairman of the Productivity Commission Mr Banks pointed out that the Federal Treasury In its latest Intergenerational Report has projected productivity to grow at 1.6% per annum. He argued that if Australia could recover and sustain the 1990's rate of 2% per annum we would gain $18,000 in income per capita in today's dollars by 2050 with a GDP nearly 20% greater than otherwise. He then outlined an extensive list of possible reforms he regarded as enhancing productivity including amongst other proposals:

Abolishing remaining tariffs

Limiting provisions for anti-dumping action

Terminating selective industry subsidies that cannot deliver demonstrable net social benefits

Extending reforms to drought support

Phasing out public sector procurement preferences Conducting more National Competition Policy reviews including on pharmacies, taxis, coastal shipping, book imports and professional medical and legal services

Refocusing early education programs on disadvantaged children

Making greater use of salary differentials to attract and retain teachers in disciplines where there are persistent shortages

Giving principals the authority to hire and fire teachers Modifying industrial relations arrangements for schools and VET colleges to allow greater variation in remuneration and conditions, more flexibility in hiring to meet skill needs and more effective management of underperformance

Undertaking transparent cost benefit analysis of all options prior to any major public infrastructure investment

Extending cost reflective pricing for utility services

Linking revenue to spending decisions on roads and moving to location-based road pricing

Embedding a proper accounting of costs and benefits into regulation making practices including with regard to regulation of the workplace

Reforming regulation of native vegetation, heritage, development approvals, planning and zoning controls, occupational licensing, rural water, waste management and chemicals

Abolishing renewable energy targets

Abolishing or reducing stamp duties on conveyancing

Reforming State and Federal taxation in favour of fewer, less distorting taxes with broader bases and lower rates, noting that the Henry Review's list of tax reforms could raise Australia's GDP by 2 to 3%

He summarised these recommendations as governments needing to spend better and regulate better,

This is clearly a very challenging list politically for any government,
