Reminder that all Chapter treasurers must submit quarterly reports to the State Council Treasurer. Non-compliant Chapters may have account funds frozen. ENA State Council has purchased a New E-Mail service called “I-Contact”, this will replace the Elite E-Mail system that has not functioned properly for our purpose. I-Contact has a low monthly fee, unlimited emails and a “drag & drop” feature for easier attachment of documents, templates and flyers. David is working with the company to get all of our members uploaded and begin the transition to this new system. More information and training coming soon!The BOD will pay travel and lodging with receipts to a maximum of $800.00 for delegates in 2019.ED Nurse Week support – State Council will match Chapter support for ED Nurse week up to $300 in 20019The BOD plans to raffle two National annual conference attendance for 2019 in Austin, Texas from the list of delegates registered in CA.SCLO- State Council will sponsor two leaders from each chapter to SCLO to cover air and one night hotel expense in 2019. Duke): Chapter/Committee News: In today’s meeting we discussed the bills from 2018 and their current state. We discussed how these bills that have passed in legislation will impact our Emergency Departments. There are several bills that worked through both legislative bodies that directly impact emergency nursing. The first bill that was highlighted was AB 3115. This bill would have removed the ENA’s ability to submit the nomination to the California EMS Commission. This bill was vetoed by Governor Brown. AB 2961 required the LEMSA to report offload times to the state EMSA. Finally, the group discussed SB 1152 which changes the requirements for the discharge of homeless from the hospitals including the ED. It was announced that Jen Denno will reprise the role of Chair for 2019. Jen has significant experience with the GAC and was the GAC Chair from 2015-2016. Last discussion refined and highlighted the GAC Charter. There was discussion and a motion to move the charter to the State Board for approval. Submitted By: AL and Leslie Duke Pediatric (B. Stinnett): Chapter/Committee News: Not submittedEMS Commissioner Update: Minutes to EMSA commission meeting can be found on the EMSA site: Stroke and STEMI regulations were adopted, the full text of the proposed final regulations is posted on the website. Ambulance Patient Offload Time Update Mr. McGinnis stated staff continues to collect and work with data from the Ambulance Patient Offload Time project. 17 LEMSAs have provided information this year compared to 18 last year. Staff is learning more about ways to display this data. In working with the LEMSAs, staff learned that forms and ways data is collected can be difficult at times and is working to improve the process. Mr. McGinnis stated his hope that more submissions and more information will continue to come in and that, as staff learns better ways to visually display the information, it will present a good picture of what is happening in the state. Questions and Discussion Commissioner Dunford asked if there is any trend in favor of showing improvement based on the limited capacity of the current data. Mr. McGinnis stated there is no definitive trend. Dr. Backer noted that the data is only for the first year, 2017. There is variation year by year. Commissioner Dunford stated there are some significant outliers and asked if there is evidence of people trying to fix major problems. Mr. McGinnis stated it is early to say concretely. Action: Commissioner Stone moved to accept the ambulance patient offload time update as presented. Commissioner Burch seconded. EMS Quality Core Measures Guidelines were approved. Alternate Destination the EMSA received a letter from EMS administrators and medical directors advocating implementing alternate destination by policy rather than seeking it legislatively. Staff will work with EMS administrators and medical directors on best strategies to achieve this. Disaster Medical care support in times of disaster is one of EMSA’s key responsibilities. Medical and mental health care issues in shelters during large-scale evacuations are often underestimated. Individuals who end up in shelters often require a higher level of care because their usual home health care resources are unavailable in general population shelters. There is a need to explore alternative resources and concepts to medical shelters. Submitted by: Carole Snyder EMS (J.Scott): Chapter/Committee NewsThe meeting was held @ 1130 Hours. We were pleased to hear the STEMI and Stroke Task Forces have completed their responsibilities. There is hope that the Community Paramedic programs may continue. This item is still under discussion. The EMS Committee would like to see a member from CA ENA attend the California Emergency Physicians meetings. There were two volunteers from the Sacramento area. If meeting is rotated between the North and South, we shall seek a volunteer from Southern CA. A letter will be written to the State Council. During several recent meetings involving ENA, it was found there is confusion between ENA and CNA. when you are representing ENA, be sure it is clear you are from ENA and they are not the same thing. Hospital Wall-time statistics are still not representing the hospital fairly. Submitted by: Judith A. ScottIQSIP (W. Pritts): Reviewed the many resources available on the national ENA webpage related to Lantern Award. Committee walked through the individual resources available to plan and submit the Lantern Application. Individuals shared their experiences and advice related to both successful and unsuccessful applications. Submitted By: Wanda Pritts Leadership and Practice (J. Rossie): The Leadership and Practice Committee mission is to provide for communication and member involvement, discuss practice issues and updates, and provide a forum for networking. Attendee Mindy Elayde shared that she is the editor of the newly launched ANA/C Online Newsletter, Editorial Committee. Mindy offered attendees to reach out to her if there is online content they are interested in viewing if unable to access. This month we discussed newly published guidelines on oxygen therapy for acutely I’ll medical patients. Oxygen therapy was first used in 1885. Traditionally, oxygen has been considered a benign therapy, however the new evidence discussed indicates that in some patient populations (stroke and myocardial infarction) oxygen therapy is linked to higher mortality. Recommended guidelines include aim for SpO2 of /=90% (for >/=93% strong recommendation, for 90-92% weak recommendations); target SpO2 range of 90-94% reasonable for most patients at risk of hypercapnic respiratory failure. Additional presented was the announcement of FDA approving sublingual sufentanil formulation for health care settings (not available in retail pharmacies or outpatient use). Concerns of possible impact on the current opioid epidemic. And finally, member request for feedback from attendees on if anyone is using scripting to keep waiting room patients informed during surge times and if anyone is using a “waiting room” nurse. BOD approved an addition to the State CE policy requiring at least a month’s notice with Flyer to the Education Comm Chair, followed by all CV’s,Objectives, Agenda and,Power Points no later than 2 weeks before. Idman-GervaisTrauma (M. Duke): Chapter/Committee News: Today we went over some updates for the new TNCC roll out in 2019. The new format of TNCC will be modeled after the newest edition of ENPC with a flipped classroom, case studies, and discussions. There will be three pilot classes in February, they are being held in Florida, Boston and if all goes well…CALIFORNIA! So, stay tuned for more information on that!! We spent the rest of the meeting discussing what we would like to do in the trauma committee for 2019. Ideas were shared/discussed on increasing attendance, participation with chapter activities for 2019. In October for Emergency Nurses week we delivered baskets and fliers to all 25 orange county Emergency Departments. We had a Certified Emergency Nurse and Certified Pediatric Emergency Nurse review combo this year. This event had 27 RN’s in attendance, the funds raised will go back to our ENA Foundation for scholarships. We awarded 3 chapter scholarships this year. For the 2018 ENA National Conference in Pittsburg we had a record number of delegates serve for Orange Coast. Of the 64 delegates from California, 14 came from OCENA. We also are had wine and paint night for ED RN networking and socialization with the newly elected 2019 board. Our next chapter meeting is scheduled for December 11, 2018 at Spaghettini in Seal Beach.
