Kindergarten Assessment System

The Pennsylvania Department of Education (PDE) is requesting information from all interested parties who have the ability and interest to provide a Kindergarten Assessment System, including software.

The Office of Child Development and Early Learning is considering a move to assessing Kindergarten students in a range of domains of skill that would include math, literacy, and social-emotional development. The PA Department of Education is seeking information on available systems and products that are research-based, reliable, valid, well tested over time and in wide use either nationally or internationally. It is estimated that roughly 100,000 kindergarten students could be tested annually.

General Instructions for Filling Out the RFI

2. Answer each question as thoroughly as possible.

3. No bids or prices are required at this time. We are only trying to ascertain the ability of each supplier to provide the requested service. If the PA Department of Education determines it will proceed with this project, a formal bid request will be forwarded and posted either as a Request for Quote to suppliers registered on the Commonwealth’s Information Technology/ Invitation To Qualify (IT/ITQ) contract or as a Request for Proposal at the Commonwealth’s eMarketplace website ( ) at a later date.

If you have not already done so, you are encouraged to visit this website to register both as an entity who could do business with the Commonwealth and for our IT/ITQ contract. All suppliers who do business with the Commonwealth are assigned an individual identification number to be used in our electronic procurement system and to allow direct payments.

Suppliers who register on the IT/ITQ contract have prequalified for various types of information technology categories and would be solicited by Commonwealth agencies for those types of procurements.
