To become certified in Pennsylvania, students must pass a BASIC SKILLS test in Reading, Writing and Math and the advanced level Pennsylvania Educator
Certification Tests (PECT) relevant to their major. The specific requirements for Dual Certification (Spec Ed Pre-K-8 and Early Childhood Education PK-4) are
noted below, are posted on the Exceptionality Programs bulletin board in NH and are currently listed by PDE at
BASIC SKILLS REQUIREMENT OPTIONS
There are several testing options that meet the basic skills test requirements in PA. Students can meet the requirement obtaining the required scores noted below
on one of the following tests: the PAPA, the PRAXIS CORE, the SAT, or the ACT. Students must take one of these tests prior to being admitted into candidacy
(sophomore year). A student cannot become a certified teacher unless they meet the score requirements for one of the tests. Required scores and other
information for each test is noted below.

I. Composite Score Option for PAPA:
The Composite Scoring Option for PAPA was initiated to enable a candidate who may excel in one area such as mathematics, but who is not strong in another PAPA area, to receive a passing score on the PAPA series. In order to qualify, a candidate must meet a minimum score in each test area (Mathematics, Reading, and Writing) and then exceed the passing score by an amount equal to the Standard Error of Measurement in one or two of the other test areas. The candidate's test scores are added together, and if the scores total 686, the candidate has passed the PAPA series. The Minimum Scores required for the Composite Scoring Option are shown below.

Minimum Composite Score Total: 686. Sum of the 3 PAPA tests must total or exceed 686. This total does not represent the sum of the 3 minimum scores.
Candidates must achieve the PAPA Qualifying Score (220) in at least 1 (one) area and also reach the Minimum Composite Score Total.

New Alternative Test for PAPA: The PRAXIS Core Academic Skills for Educators Test
The Pennsylvania Department of Education recently announced that students can take the PRAXIS Core Academic Skills for Educators Test as an alternative to the PAPA. Specific tests and required scores are noted below. You can register for the tests at
Test Fee: $85 per test $125 for two tests $135 for all three
Core Academic Skills for Educators: Reading (5712) 56 questions-85 minutes
Core Academic Skills for Educators: Writing (5722) 2 sections
40 questions-40 minutes 2 essays- 60 minutes
Core Academic Skills for Educators: Mathematics (5732) 56 questions-85 minutes

SAT and ACT Alternative
Students can be credited with completion of the Basic Skills requirement if they met the following criteria when they originally took the SAT or ACT tests noted below:
1. A score of no less than 1550 on the Scholastic Achievement Test (SAT).
? The SAT score of 1550 will include no individual section (Critical Reading, Writing, and Mathematics) score of less than 500.
? Student may combine section scores from different test administrations and use their best scores. ? Scores must be earned prior to starting classes at Bloomsburg University.
2. A composite score of 23 on the American College Test Plus Writing
? The composite score of 23 shall be accompanied by a combined English/Writing score of 22 and a Math score of 21.
Students who meet either requirement at the time of college matriculation shall be exempt from taking the PAPA or PRAXIS Core exams.

ADVANCED TESTS
Pennsylvania Educator Certification Tests (PECT)
Dual certification (Special Education (PK-8) and Early Childhood Education (PK-4)) Program completers must take the following tests to become certified in Pennsylvania. These tests are not required for graduation but are required to obtain a teaching license. Passing scores are 220 for a student with a 3.0 GPA and then are scaled upward or downward based on lower or higher GPA's. Check the PA Department of Ed website for up-to-date information at Note: Students that passed equivalent Praxis II tests prior to 08/31/2013 and are getting the Elementary K-6 and Special Education N-12 certification can count those in place of the PECT if they pass them and apply for certification prior to 08/31/2013.
