DIRECTOR, Surgical Services (DSS)NMCCL Camp Lejeune INTRODUCTIONThe Director for Surgical Services (DSS) maintains overall fiscal, operational and clinical oversight for all surgical specialties at Naval Medical Center Camp Lejeune (NMCCL). The Director reports to the Executive Officer (XO). The primary purpose of the position is to ensure optimal delivery of quality healthcare and personnel management in the surgical specialty services. The Surgical Directorate consists of: Ambulatory Procedure UnitAnesthesiologyGeneral Surgery (including Trauma)Main Operating Room (including Sterile Processing and PACU)Obstetrics and Gynecology (including Maternal-Fetal Medicine)OphthalmologyOrthopaedic Surgery (including Podiatry)Otolaryngology/AudiologyPain ManagementUrologyMAJOR DUTIES AND EXPECTATIONSThe Director of Surgical Services participates in hospital/healthcare planning and execution as a member of the Board of Directors (BOD). Planning includes the development of strategic and operational plans and policies in support of the mission, vision, and values of the Medical Center. The Director also participates in system-wide policy decisions affecting facility operations and activities. The DSS is a core member of the Board of Directors requiring involvement in the governance of hospital operations and regular participation in the Medical Executive Committee (MEC), the Personnel Management Committee (PMC), the Equipment Program Review Committee (EPRC), the Quality Council, the Space Utilization Committee, and the facility Incident Command System (ICS). The DSS directs, plans, implements, and evaluates activities related to the delivery of surgical services and ensures that the highest standards of professional services are maintained.The DSS directly supports the Trauma program at NMCCL, to include maintenance of essential trauma surgical care capabilities, coordination of staffing and resources among surgical subspecialties and between directorates, and support of ongoing certification. The DSS may serve as acting Executive Officer and/or Commanding Officer as directed at times of their absence. The DSS is a critical leadership position within the Command and requires 24/7 availability and full-time participation. There is, however, an expectation that ongoing involvement in clinical activities will be maintained on a part-time basis. The Director will work closely with the Deputy Director of Surgical Services who will maintain a working knowledge of all aspects of the directorate and may serve as acting Director as needed.QUALIFICATIONS The DSS position is open to Navy Medical Department officers of all Corps at the O-5/O-6 level with a professional background in surgical-related services. Individuals not already in the local commuting area should discuss their interest with their detailer and will need to be available for a 2021 PCS move in anticipation of a two-year assignment. The preferred candidate will have the following attributes: A track record of broad superior performance in both clinical and leadership positions including supervision/awareness of military, civilian, and contract personnel.Effective organizational, interpersonal, communication and collaborative skills.Proven ability to function in operational and academic settings with the ability to support currency and academic imperatives through strategic planning.Understanding of surgical quality initiatives and accreditation standards.Business acumen, including fiscal stewardship and program accountability.Superior military bearing, including no PFA failures in the past 3 years.A working knowledge of executive team leadership principles and ability to apply basic team processes and tools to foster commitment, increase trust, empower people, and create synergy for accomplishing goals.
