Councillor Hutton is now the Vice Chair of the Public Protection and Licensing Committee and is also a member of the Finance Committee.All Councils services are running.The number of Covid19 cases has increased since 1 September 2019 and the Borough council has deployed marshals in the town centre. Environmental Health are checking licensed premises to ensure that sufficient measures are in place.There are two Covid19 testing centres. One at Ryecroft at the other at Keele University.The first meeting of Chapel and Hill Chorlton Parish Council under new members is to take place on 8 October 2020.Councillor Hutton left the Meeting at 7.20pm. The Chairman lost internet connection at 7.20pm. Council thanked Jared for his contribution over the last few months and wished him and his family all the best for the future. The Councillor vacancy notice is displayed in the Parish Council website, on the notice boards and in the newsletter.144/10/2020 To approve the Minutes of the Regular Meeting held on 2 September 2020The Regular Meeting Minutes were approved being proposed by Councillor Corbett and seconded by Councillor Davies. The Minutes will be signed by the Chairman at the next face to face meeting.145/10/2020 To consider matters arising from the Minutes and action listCouncillor Webb re-joined the Meeting at 7.30pm. Councillor Perry handed back the Meeting to the Chairman Councillor Webb146/10/2020 CCTV equipment at the Village HallThe meeting discussed the quotes received for the replacement of CCTV equipment at the Village Hall.Councillor Paul Northcott joined the Meeting at 8.05pm147/10/2020 To receive reports from the County CouncillorCouncillor Northcott updated the Meeting:Borough Council report: Highway repairs 198, new reports 235. The drains have been cleared and repaired.County council report:The County Council has mapped digital exclusion and the access to MyStaffsApp. 28% of over 60s are not online. Questionnaires have shown that 85% have access to mobile devices. As Staffordshire County council is moving towards more digital platform and is establishing a picture of digital exclusion to try to reach more people.Full County council Meeting is being held on 8 October 2020.There are 54,000 vulnerable people across Staffordshire who have been shielding and receiving food parcels. In a second wave of Covid19 those people will need to register again for assistance. 4500 parcels were distributed during the peak of the epidemic.Loggerheads library is opening for two afternoons per week on a trial basis with a strict returns basis and no browsing. The Library is hoping to move to a Click and Collect service over the coming months.“Doing our bit” fund is going live on 12 October 2020. Help is available to assist organisations to bounce back from Covid 19 and is aimed at those involved with vulnerable people. A hybrid meeting service is being undertaken at the Council. Some online and some in situ.A key to the pumping station in the Village will not be made available locally due to health and safety reasons.148/10/2020 Chairman’s reportAnother busy month with progress on a number of fronts which are reported on below. But normal issues have been completely overshadowed by the shocking news that in early September all ??Chapel and Hill Chorlton Parish Councillors resigned. The Borough Council has now appointed Councillor Graham Hutton as interim Head of the Parish Council, supported by Councillors Barry Panter and Paul Northcott, ?to work with the clerk to “manage” the situation until a local election can be held to try to appoint a new Council. Unfortunately, the earliest that can happen is early May next year. The plan centres around four priorities all with an ultimate vision of making Staffordshire the safest place to be.
