Multiple homeless service providers in the city of Duluth have identified the need for a streamlined, systematic, dignified, developmental response to unsheltered homelessness and have created a 5 year plan to address homelessness. Stepping On Up seeks to engage many sectors of our community in an inclusive process to expeditiously resolve occurrences of homelessness through innovative shelter development, transformative programming and service provider expansion, and the creation of lowincome tiny housing. We, the United Homeless Service Providers of Duluth (UHSPD), seek to create safe outdoor spaces for the unsheltered in 2022, and several Indoor Villages inspired by the Avivo Village community-led initiative in Hennepin County in 2023, and the establishment of several tiny home sites by 2026.

Summary of the Role The Project Manager will coordinate the Stepping on Up community-wide strategic initiative to address homelessness in Duluth, developing the plan beyond its conceptual framework towards implementation.

The Project Manager will be a point person for all Government, Congregational and Community Relations and will act as a project champion. The Project Manager should be highly emotionally intelligent, detail oriented; skilled at strategic and analytical thinking, clear communication, project management and programmatic-related execution.

The Project Manager will serve as the hub for all project information and tasks and will act in a servant leader role for all stakeholders, including but not limited to: persons currently enduring unsheltered homelessness and those with this lived experience, the faith community, elected and administrative leaders, community leaders, human services leaders, business and commercial area leaders, Tribal leaders and leaders from philanthropy.

Responsibilities Build and support diverse leadership team(s) to help move Stepping On Up goals forward. Cultivate and support project champions from within the aforementioned stakeholder groups. Facilitate the execution of community engagement in the pre-development and planning process. Conduct research and stakeholder meetings to aid in analysis and decision making. Create, review, or edit key deliverables and assure that all administrative needs are met. Prevent bottle-necking and promote decision making among stakeholders.

Act as a liaison on projects, communicating between workgroups, volunteers, neighborhoods and all stakeholder groups.

Create project dashboard accessible to project stakeholders, briefings and reports (share with project champions).

Plan and execute events and meetings promoting Stepping On Up concept. Design and manage campaigns supportive of Stepping On Up agenda. Coordinate all fundraising activities with core fundraising committee composed of CHUM

leadership and appropriate stakeholders. Create and align project budgets with goals.

Administration and miscellaneous Coordinate and maintain administrative functions for Stepping On Up including but not limited to: creating project management and communication protocols, updating website, scheduling meetings, managing calendars, organizing work blocks of time to advance key priorities, and completing timeaudits periodically.

Qualifications and characteristics This position requires a unique combination of project management, community organizing, and

coalition building skills. A degree or equivalent experience in related fields is required. Preferred: Demonstrated success in implementation multi-stakeholder, cross- jurisdictional

community development project (s). Ability to move multiple aspects of this project forward at once and prioritize accordingly. Adept at communicating with diverse stakeholders. Emotionally intelligent and culturally competent. Excellent communication skills, including written and verbal, in person and over video conference,

as well as the ability to communicate with a wide range of audiences. Thrive in a remote and small team setting. Experience working collaboratively with persons with lived experience of homelessness. Ability to work in a self-directed, autonomous, and high-achieving environment. Proficiency: Microsoft Office Suite, Web Management, Social Media & Organizing platforms. This position requires a valid driver's license and dependable transportation.

Benefits & Compensation This is a Halftime exempt position. Salary: $20 - $22 /hour, depending on experience and interest. Benefits: Mandatory Benefits as defined by the law
