Introduction

These procedures have been developed to ensure that the Pennsylvania Lottery properly discharges its responsibilities with regard to WILDBALL, Pick 2, Pick 3, Pick 4, Pick 5, Cash 5 and Match 6 Lotto Drawings. This document will cover the preliminary activities required to provide necessary personnel for drawings, definitions of terms used within the context of the procedures, and detailed duties and responsibilities of each of the pre-drawing, live-drawing and post-drawing functions, including overall descriptions of the activities necessary to accomplish a successful evening drawing.

Definitions

A. On Camera Official (OC)

The On Camera Official is the Lottery Drawing Official who appears on camera with a public witness to perform the official live drawings. This Official also conducts the machine and ball-set selections, the weighing of the selected ball-sets and performs all pre and post drawings that are necessary. This Official is also required to observe and call any foul situations during any of the live drawings. The Official will serve as host/hostess to the witnesses and explain procedures to the witnesses.

B. Coordinator Official (CO)

The Coordinator is the off-camera Lottery Drawings Official working the show, whose primary functions are to record all events on the certification forms, maintain communication with the Headquarters Official, act as the primary liaison with the auditors to verify the recording of all drawing results, respond to/relay any questions or concerns the auditors may have, provide feedback to the TV studio staff about the rehearsal drawings, give cues to the OC Official, enter the winning numbers into the Gaming Management System (GMS) and observe and call any foul situations during any of the drawings. After the drawing, the CO will verify the accuracy of all HQ Official’s faxes and modify prize amounts as necessary. This Official will also serve as secondary host/hostess to the witnesses. (Appendix B)

C. Headquarters Official (HQ)

The Headquarters Official is the Lottery Drawings Official on duty in the drawing room located at Lottery Headquarters. The HQ Official is responsible for monitoring and recording the live telecast, contacting the Drawings Manager, the Director of Lottery Security or Lottery Officials as required, relaying additional instructions to Lottery Drawing Officials to handle parameter violations or other adverse conditions, verifying and then entering the winning numbers into GMS, transmitting the winning numbers and payout amounts to the media, updating various jackpot announcements (i.e. Billboards and Current Jackpot messaging), updating the Lottery website and Lottery IVR phone system with winning numbers, and making games official through GMS. While viewing the live drawing, the Headquarters Official maintains an open line of communication with the CO and confirms the quality of the drawing show from a player’s perspective.

D. CPA Representatives

The CPA representatives are auditors from the Certified Public Accounting firm contracted by the Lottery to observe and certify all drawing activities carried out at the evening drawings. Observation and certification include all drawing-related activities and start with the initial entry into the secure room, ball-set and machine selections, recording ball-set weights and mathematical calculations for parameter violations. CPA’s will assist with moving machines to and from drawing areas to perform pre-drawing and post-drawing testing, the live drawing, and finally securing of the drawing equipment in the secure room. Each night, there are two auditors from the contracted, independent accounting firm. One of the individuals must be a CPA.

E. Drawings Manager

The Drawings Manager is the Drawings Official who has the overall responsibility for the coordination and operation of all Lottery drawings and for ensuring their integrity. Responsibilities include the writing and updating of all drawing procedures, forms, and assisting in changes to the drawing show. This Official is also responsible for writing, updating, and distributing the drawing scripts; coordinating with other Lottery divisions to implement new strategies having an effect on Drawings, overseeing the scheduling of public witnesses who will appear on evening telecasts, acts as the primary liaison with the television studio, CPA firm, draw machine manufacturer, and online gaming vendor to coordinate all drawing activities as well as coordinates in the designing, acquisition, maintenance and operation of all drawing equipment and drawing set requirements. This Official is in charge of scheduling the training of new Drawing Officials and is responsible for the annual certification of the scales, ball-sets and machines.

F. Director for Lottery Security (Lottery Security Director)

The Lottery Security Director has the overall responsibility for reviewing and monitoring operation of all security procedures, and ensuring the integrity of all Lottery Drawings. Responsibilities include security systems, auditing of forms, staff background checks, CPA liaisons, drawings analyses and all other security-related functions at the television studio, the vendor Lottery office, the BIS and Lottery Headquarters. The Director for Lottery Security or his/her designee is responsible for attending periodic certifications of ball-sets, machine repairs and other related drawing issues. Parameter violations, unusual occurrences, fouls, computer system and tape security problems, etc., are to be cleared through this Official.

G. Drawings Staff

The Drawings staff is responsible for conducting all official Lottery evening drawings and may function as the On-Camera Official, Coordinator Official or Headquarters Official according to a monthly assignment schedule prepared by the Assistant Drawings Manager. In their assignments, they are responsible for ensuring that all drawing data is properly documented, verified and entered into the appropriate computer systems and that all information is correctly transcribed and verified before distribution to the general public and the media. They are further responsible for scheduling public witnesses for evening drawings, training new Drawing Officials, and acting as a liaison with the television studio drawing show personnel to coordinate drawing activities during the course of evening drawings.

H. Public Witnesses

Public witnesses are those persons volunteering to appear on camera and act as witnesses before, during and after all live Lottery drawing telecasts. The requirements for being a public witness is that he or she be fifty-five years of age or older and a resident of Pennsylvania. A public witness agrees to a two-day commitment where they will be on-camera one night and act as the back-up witness the other night. The back-up witness will function as the off-camera witness and be responsible for the random selection of the machines and ball-sets used for that evening’s drawing.

I. Emergency Witness

An emergency witness is the person who can be called to the television studio in an emergency situation to assume the duties of one of the scheduled witnesses who could not report for the drawing. The emergency witness list is created and maintained by the Lottery Drawings Officials.

J. Lottery Certification Forms

Lottery certification forms are the forms used by the CO at the drawing site to record names of personnel in attendance, machine and ball-set selections, ball-set weights, pre-air drawing selections, the official numbers, post-air drawing selections, plus comments or problems and signatures of witnesses, CPA’s, and Drawing Officials as required. This form is to be turned into the Lottery Headquarters Drawing Room no later than the next scheduled work day of the CO who produced the work and eventually will be picked up by Lottery Security for auditing and archiving. (Note: The CPA’s also record the information on a similar set of forms to ensure performance and verification of all official duties and accuracy of data. These forms are delivered to the Director for Lottery Security on a weekly basis unless a severe security situation is noted.)

K. Headquarters

-The Lottery offices are located at 1200 Fulling Mill Rd, Suite 1, Middletown, PA, 17057. Drawing Room: 717-702-8071 or 8072; Fax: 717-702-8074.

L. Television Station

-The televised live Drawings are currently performed at WITF-TV, 4801 Lindle Rd, Harrisburg, PA 17111. Contact: Ron Kain 717-910-2901; Secure Room/Studio number: 717-704-3687; CO cubicle fax: 717-704-3682.

M. Lottery Vendor Office

-The current Lottery vendor office is Scientific Games, 1200 Fulling Mill Rd, Suite 4, Middletown, PA, 17057. The Coordinator Official office is at this location: Computer Room: 717-930-1625; Lottery Office: 717-930-1649.

N. Bureau of Information Services (BIS)

-The BIS office is located at 831 Strawberry Square, Eight Floor-Revenue Towers, Harrisburg, PA, 17112.

Preliminary Activities and Responsibilities

A. Drawing Staff Schedules

The Lottery Drawings Officials are issued a schedule, prepared by the Assistant Drawings Manager, indicating the appropriate drawing personnel for the Lottery’s Day, Evening, and Multi-State drawings. Should a member of the Drawings staff become unable to carry out a duty, the Drawings Manager or Assistant Drawings Manager will be contacted and another Drawing Official will be contacted. If no Drawing Official can be located, the Drawings Manager or Assistant Drawings Manager will fill in for the Drawing Official. Instances of a Drawing Official not completing his or her assigned duties on the assigned days are exceedingly rare and any absence must conform to Commonwealth Management directives referencing leave use and the essential employee designation. A list of approved TV studio personnel is also made available to all Lottery Drawing Officials. (Appendix B)

B. Public Witnesses’ Schedule

The Drawings staff is responsible for the scheduling of public witnesses who will appear on the evening drawing telecasts. The Drawings Official will contact and schedule witnesses on a monthly basis, prepare the monthly witness schedule, distribute the witness schedule to other Lottery units and update and maintain the public witness database. Drawings Staff will maintain a log of “thank you” gift cards provided to the public witnesses on the 2nd night of their two-day commitment. (Appendix B)

C. CPA’s Schedule

The CPA firm will be responsible for providing a monthly schedule to the Drawings Manager. This schedule will be posted in the HQ drawings room and the TV studio. One back up CPA will be named on this schedule. (Appendix B)

D. Keys, Scripts, DVDs, and Packets

-Necessary keys are issued to each Lottery Drawings Official who is responsible for the proper use and safekeeping of same.

-The Coordinator will take scripts to the studio as required based on the monthly advertising schedule produced by Marketing and any updates to this schedule.

The OC or CO drawing officials will attain the previous week’s DVD copy of the evening drawings from WITF on a weekly basis and return these DVDs to the Drawings Manager.

The CO will take completed “thank-you” packets for the public witnesses to WITF as needed.

Pre-Drawing Activities (TV Studio Rehearsal Area)

A. Arrival

Each night, the OC and CO Drawings Officials will meet with the public witnesses at 4:45 p.m. at WITF. The OC Official is the primary host for the witnesses and should attempt to arrive by 4:30 p.m. in case the witnesses arrive early. The CPA and auditor for the evening drawing will arrive at WITF by 5 p.m. and the entire group including the Drawing Officials, CPA, Auditor, Public witnesses, and studio personnel will move to the secure room between 5pm-5:15pm. The CO will enter the names of all Officials, witnesses, auditing firm representatives, studio personnel, and any visitors on the Lottery Certification form at this time. Only those persons listed on the current “Authorized Personnel” list or those who the Drawings Officials have been notified by the Security Director or the Executive Office as having specific clearance are permitted in the studio set area. Concurrently scheduled witnesses will be an exception.

B. Secure Room

Entry to the secure room should be no later than 5:15 p.m. The Drawing Officials, Public witnesses and CPA must be present to observe the secure room being disarmed and unlocked.

-The CO will first disarm the alarm system by presenting his or her Commonwealth ID badge and fingerprint and pressing the buttons to indicate the system is to be “disarmed.” This must be done before the room is opened. Failure to properly disarm the alarm will result in the system reading a “break-in” and the police will be summoned. If the alarm is set off, call the monitoring service at 1-800-434-4000. The Drawing Official will need the “Lottery Studio Signal Number” and the unique 4 digit pass code. The alarm company will need to be advised that everything is ok and that the alarm was triggered by mistake, Also, the Lottery Security Director must be notified and they will in turn, follow up with the alarm company.

-After the security system has been disarmed, a television studio representative will open the studio-controlled lock on the secure room door. The OC Official will then open the Lottery-controlled lock. After both secure room locks are unlocked, indicated by dual red lights being lit to the direct left of the secure room door, the OC will use his or her Commonwealth ID badge to open the secure room door with the badge reader.

-The CO Official will note the entry time on the Lottery Certification Forms. If entry cannot be made for any reason, the HQ Official must be contacted immediately, who will in turn immediately contact the Lottery Security Director or his/her designee.

-After opening the secure room, the OC Official will enter with the public witnesses and the CPA representatives, and the CO Official. The HQ Official will call at approximately 5:35 p.m. to confirm entry and notify the Drawing Officials of his/her presence at Headquarters. Once contact has been made, the HQ Official should make every effort to remain within earshot of the phone for the remainder of the evening in case the CO must relay information of a time-critical nature. If the HQ Official does not call by 6 p.m., the CO Official shall call Lottery Headquarters. If the HQ Official does not answer, the CO Official shall immediately call the Lottery Security Director.

-Upon entering the secure room, the CPA representative will inspect the seal and lock on the ball cabinet and, along with the Coordinator, record the seal number. CPA’s will retain all used seals and return them to Lottery Security on a weekly basis. After inspecting the seal, the CPA will break the seal and provide the Auditor with the appropriate documents and seals. The OC Official will remove the envelopes used for machine and ball-set selection. At the appropriate time, the OC Official will remove and open all the selected ball containers for all games being drawn that evening. The OC Official will cut the matrix ball container seals as necessary. The CO and CPA will record the matrix ball container seal numbers, and the CPA representative will retain all used seals forwarding them to Lottery Security on a weekly basis.

C. Machine and Ball-set Selection

-By means of a random drawing utilizing the envelope containing cards designated Vince, Eric, Turtle and Johnny, the back-up public witness will select the machine to be used for the Cash 5 Drawing and on Match 6 Lotto nights, a second machine will be selected. The machines not selected will remain in the secure room for that night.

-On Match 6 Lotto nights, by means of a random drawing utilizing the “MATCH 6” envelope containing cards designated Taft and Grant, the back-up public witness shall select the set of balls to be used in the Match 6 Lotto game. The ball-set that is not selected will become the spare ballset for that night’s drawing by default.

-By means of a random drawing utilizing the “Cash 5” envelope containing three cards designated Adams, Truman and Monroe, the back-up public witness shall select the set of balls to be used in the Cash 5 game. A second card will be drawn to select a back-up ball-set to be used in the event a problem occurs with the primary ball-set.

-By means of a random drawing utilizing an envelope containing two cards labeled “WILDBALL -Machine A or WILDBALL - Machine B”, the back-up public witness will select one card for the machine for the WILDBALL game. The back-up witness will then select from two cards labeled “PICK 2 - Machine A” or “PICK 2 - Machine B”, the back-up public witness will select one machine for the PICK 2 game. The back-up witness will then select from two cards labeled “PICK 3 - Machine A” or “PICK 3 - Machine B” for the machine to be used for the PICK 3 game. The back-up witness will then select from two cards labeled “PICK 4 - Machine A” or “PICK 4 - Machine B” for the machine to be used for the PICK 4 game. Finally, the back-up witness will select from two cards labeled “PICK 5 - Machine A” or “PICK 5 - Machine B” for the machine to be used for the PICK 5 game. The machines not selected will remain in the secure room for the night as back-ups. The OC Official will call out which machine is being selected as the witness draws the cards and show the selection card to the CPA, CO, Auditor, and both witnesses. The selections that are visually validated will be documented on the Lottery Certification Form by the CO and the CPA paperwork by the CPA.

-The back-up public witness will then be asked to make the random ball-set selections. Three (3) cases labeled WILDBALL, each containing a blue ball set of ten (10) balls, numbered 0-9, for the WILDBALL game, of which the back-up witness will select one of three cards labeled WILDBALL from an envelope labeled WILDBALL; these ball sets are to be used EXCLUSIVELY for the WILDBALL game and are not to be mixed with any other ball sets. Seventeen (17) sets of ten (10) balls, each numbered 0-9, will be contained in cases labeled A1 through A17 (or the current ball-set security codes in service). The back-up witness, by means of a random drawing utilizing the envelope containing seventeen cards designated A1 through A17 (or the current ball-set security codes in service), shall determine which ball-set shall be placed in which machine utilizing the same order the machines were selected. Example: First ball-set selected will be placed in first position of the PICK 2 machine, the second ball-set selected will be placed in the second position of PICK 2, the third ball-set selected will be placed in the first position of PICK 3, etc. This process will continue until all positions in the live machines selected for the WILDBALL, PICK 2, PICK 3, PICK 4, and PICK 5 games are selected.

D. Ball Weighing

-Using the certified electronic scale, the OC Official will weigh each selected ball-set to determine the set weight and announce the set weight to the CPA and CO to verify and record. The CPA representative will compare the actual weight with the respective range chart established and certified for each game’s ball-sets. The ball-set weights are to be recorded on the Lottery Certification Form, and the public witnesses, CPA and CO, are to initial the form attesting to this information. If the actual set weight is within the certified tolerance range, the balls will be inserted into the preview tube of the respective machine/position, placing them in sequence 0 through 9 from bottom to top. Note: The matrix ball-sets will not be placed in numerical order in the matrix machines. The OC Official will ask the auditor and public witnesses to verify that all balls are present and in order in the case, it will be the last time they are seen in order until they are placed back in the case at the end of the Drawings process.

If any ball-set is out of range, re-weigh that ball-set. If all ball-sets are out of range revert to the backup scale and re-weigh all ball-sets. If all ball-sets are then within range, proceed using the back-up scale. If there are any discrepancies that cannot be resolved, note them on the Lottery Certification Forms. In the event any ball-set is outside the range established for that set using the back-up scale, immediately call the HQ Official who will immediately call the Lottery Security Director for further instructions. If two or more ball-sets are outside their established ranges, all drawings for that night may be fouled at the direction of the Security Director.

E. Ball-set Verification

-The Lottery Officials, witnesses and auditing staff shall ensure that all balls for all games are loaded into their respective machines in the secure room. The OC Official shall manage the loading of the balls with direction from the CO Official. The CPA and CO Official will verify that the OC Official is loading the ballset into the correct machine. The OC Official will ask the witnesses and CPA to verify that all the balls have been loaded 0-9 in each column of the WILDBALL, PICK 2, PICK 3, PICK 4, and PICK 5 machines. After the witnesses and CPA verbally confirm that all balls are loaded, all balls will be dropped from the machine preview tubes into the mixing chambers. For matrix games, the balls will be released into the mixing chamber once the witnesses and auditor verbally confirm that the machine is loaded with the correct number of balls while in the secure room. Following this procedure, the balls are not to be handled again, except for the re-racking (physical check) prior to live drawing, until the ball-sets are ready to be put away and sealed at the end of the last post-draw, unless there is a reason to believe a machine or ball(s) has been damaged. In such case, the OC Official under the observation of an auditor and public witness will inspect both the machine and or ball(s) for possible damage. The OC will then surrender the ball to the CPA/auditor for them to inspect. In such an occurrence, follow the procedures found in Section 8.

-Once the machines and ball-sets are selected and the ball weighing is completed, a CPA must lock the ball cabinet.

-The OC Official, accompanied by a public witness and an auditor, will stage the matrix machine(s) directly outside the secure room while the CO, accompanied by the CPA and public witness, stages the WILDBALL, PICK 2, PICK 3, PICK 4, and PICK 5 machines outside of the secure room. If the studio personnel authorized to help move the equipment into the studio are not present at this time, one Drawing Official will notify the WITF Manager that Lottery is ready for the equipment move.

F. Securing the Secure Room

After all necessary drawing equipment is staged directly outside the secure room in the field of vision of at least one Drawing Official, one Auditor, and one public witness, the CO Official and CPA under the observation of a public witness, will re-lock the Lottery-controlled lock on the secure room door and re-arm the security system making note of the time on their respective paperwork. If by this time, the HQ Official has not called the studio phone, a call must be made by a Lottery Drawing Official to confirm whether or not someone has arrived at Headquarters. If unable to contact the HQ Official, call the Drawings Manager or designee, if unable to reach the Drawings Manager, call the Lottery Security Director or designee.

G. Pre-Drawings

- Each night, the WILDBALL , PICK 2, PICK 3, PICK 4, PICK 5 and Cash 5 (and additional games depending on the night) pre-drawing tests will be conducted in the appropriate manner and sequence in the studio. During the time the equipment is out of the secure room, a Drawing Official along with a public witness and a CPA representative should keep all ball-sets and machines under their direct observation at all times until the equipment is returned and re-secured in the secure room at the end of the evening. Once all machines have been pushed to their proper location in the studio, the OC Official will connect all CAT5 cables between the selector podium and the various machines. WITF authorized personnel may help plug-in power cords for the machines following the prescribed sequence (selector podium should be plugged in before the “PICK” machines are turned on and each power cord may only be plugged into the outlet designated for that game/equipment). NOTE: The OC Official is responsible for ensuring all connections are made properly and should walk the entire set after set-up is complete.

- After the equipment has been moved into the studio area, the CO and the CPA must verify that the correct machines are placed in the correct order. The CO will go about their normal duties of setting up the announcer podium with the scripts (regular, fouls and verification scripts), foul card, headset, signing into GMS, and logging into the Solution System with the CPA.

- Once all wiring is connected, the OC Official will turn on the power to each machine and press the “Learn” button on the back of the WILDBALL, PICK 2, PICK 3, PICK 4 and PICK 5 machines. NOTE: Ensure CO has booted up the Solution System before pressing the “Learn” buttons.

H. WILDBALL, PICK 2, PICK 3, PICK 4, and PICK 5 pre-drawings

-When everyone is ready, the OC Official will conduct nine complete drawings of WILDBALL, PICK 2, PICK 3, PICK 4 and PICK 5 using the Solution System. The OC Official will read the results aloud from the Solution System to the CO and CPA. The results will be recorded by the CO and the CPA by visually validating the numbers drawn. Once WILDBALL, PICK 2, PICK 3, PICK 4 and PICK 5 pre-draws are completed, the CPA will verify that the CO has written the same results on his/her paperwork. If there are any discrepancies that cannot be resolved, note them on the Lottery Certification Form.

I. Cash 5 and Match 6 Lotto games

- When everyone is ready, the OC Official will turn on the blowers and conduct nine complete drawings of the Cash 5 and, if a Match 6 evening, Match 6 utilizing the controls on the machine itself. The OC Official will visually verify that the Solution System has registered a result for every number of the Cash 5 and Match 6 games and the O.C Official will read the results aloud to the CO and auditor from the balls in the selection tube. The results will be recorded by the CO and auditor by visually validating the numbers drawn. Once the CO has copied the numbers down, the CO will inform OC to proceed. Once the Cash 5 and Match 6 pre-draws are completed, the auditor will verify that the CO has written the same results on his/her paperwork. If there are any discrepancies that cannot be resolved, note them on the Lottery Certification Form.

NOTE: Total number of pre-draws conducted in the above manner may be adjusted to accommodate additional training rehearsals for Drawing Officials, CPAs, or studio personnel. Total number of drawings on every machine before live must total 12 when taking the sum of the pre-draws and rehearsal draws. The 13th drawing is always the “Live” drawing unless the Lottery Security Director instructs otherwise.

J. Parameter Violations

-In the event that any parameter is met or exceeded after the first twelve (12) pre-draw tests, call the HQ Official who will contact the Lottery Security Director for further instruction. (Appendix A)

Rehearsal Drawings

A. Transition after Pre-Draws

- Once pre-draw activities are completed, the OC Official will check with the witnesses to see if anyone needs to use the restroom. The CO will make sure the audited script for the evening gets to the director (auditor may take script to the director on the CO’s behalf), the primary announcer, and the back-up announcer. All studio staff, drawing officials, CPA representatives, and public witnesses should be back in the studio prior to 6:30 p.m. for the beginning of rehearsals. NOTE: At no time will the ball-sets and machines not be under the direct observation of at least one drawing official, one CPA representative, and one public witness.

- Once rehearsals begin (approximately 6:30 p.m.), no drawing official, CPA, or public witness should leave the set until after all post-drawings are completed except for emergencies (i.e. restroom) which should be noted on the official paperwork as an exit and entrance from the studio

-No unauthorized visitors are permitted on the set until after all post-drawing activities are completed. Any deviations from this procedure should be noted on the Lottery Certification Form.

-The OC Official will inform the studio staff of any missing or non-working studio equipment, monitor malfunction, etc. The CO will also check for proper foul scripts, camera angles and set lighting before and during the rehearsals.

B. Rehearsal Drawings

-After the announcer arrives, the pre-draws are to continue with the announcer and full studio staff participating. Unless otherwise instructed, three full rehearsal pre-drawings must be conducted prior to the live drawing. The results of the rehearsals are to be recorded on the Lottery Certification Form and verified by the CPA. The rehearsal drawings are performed with all staff performing their functions as they would for the live drawing.

-It is a requirement to practice “fouls” and misread numbers so that Lottery and studio personnel are prepared to respond to machine malfunctions or announcer errors. Practice fouls and misread numbers will be pre-planned and all parties not being tested by the foul or misread number will be forewarned about their occurrence. Only Lottery Officials initiate “fouls.” The reaction(s) of the CPA’s and WITF personnel to a “foul” shall be reported to the Drawings Manager.

C. Parameter Violations

-Immediately following the twelve (12) pre-drawings, the CPA representatives will review the numbers for all game drawings that evening against established parameters and notify the CO of the type and nature of any parameter violation. In the event that any parameter is met or exceeded as a result of twelve pre-draw tests or any other problem occurs that the Lottery Drawing Officials and or the CPA representatives are uncomfortable with, the CO must notify the HQ Official. The HQ Official will in turn notify the Lottery Security Director for further directions. Nothing should be touched until further instructions are received from the Security Director, the Drawings Manager, or another authorized designee. (Appendix A)

D. Pre-live Drawing

-At approximately 6:52 p.m., the CO will place a call to the HQ Official at Lottery headquarters and this line will be kept open until all necessary communication and entry of the winning numbers at the studio are completed.

-After the three studio rehearsal drawings are completed, the drawing team members, under observation of the CPA and auditor, and the public witnesses, must physically remove the balls from the machine chambers, check them for displaced placards or defects, and place them back into their respective chambers. Once the CPA/auditor and witnesses have verified that the balls have been placed back into the machine/chambers from which they came, the drawing officials will drop the balls from the preview tubes back into the mixing chambers. It is critical that at this point, the OC and CO Officials check to confirm that there are no balls left in the preview tubes and all machines are plugged in and all connections are secure.

-At the three minute warning (which is normally called out by the studio staff), the OC Official escorts the on camera witness to his or her place and gives last minute instructions. No less than one-minute before live, the OC Official will have started the blowers on all drawing equipment; BEFORE taking their place at the console, the OC official will visually verify that all machines are running, and the balls are mixing, by walking across in front of the machines. Also at this time, the CO and the CPA will take their positions at the podium and verify that all personnel are in their proper positions and all equipment is running, the balls are mixing in their chambers and the machines appear to be functioning correctly. The CO will take one last look at the Solution System computer to make sure it is toggled to LIVE which is indicated by the entire background of the computer screen being yellow for all LIVE games.

Section

5

Live-Drawing Procedures

A. WILDBALL, PICK 2, PICK 3, PICK 4, and PICK 5 Drawings

- The live drawing will begin at 6:58:50 p.m. (Sundays at 6:59 p.m.). The CO and the CPA representative will have positioned themselves at the podium next to the announcer; once again verifying that all machines are running and that no ball is in the “drawn” position.

-The OC Official will be given a cue by the CO to operate the single button presses on the console to draw the WILDBALL, PICK 2, PICK 3, PICK 4, and PICK 5 games. The OC Official will then follow the same procedure as in the rehearsal drawings. The public witnesses shall observe the drawing from his or her position.

- Each result for WILDBALL, PICK 2, PICK 3, PICK 4, and PICK 5 must be viewed on camera. The OC Official must wait until the camera has viewed each result of the PICK games before proceeding to the matrix machine(s) unless instructed to move on by the CO. The OC Official will deliberately move from the console position to the Cash 5 machine once the OC Official has drawn the PICK 5 result.

-The OC Official will operate the matrix game(s) and press the select button as they get the cue from the CO.

-The CO’s primary responsibilities are to keep focus, observe each result and correct the announcer in case a wrong number is announced, cue the OC Official and maintain limited eye contact with the OC Official when possible, and be prepared to immediately “foul” a drawing if required. NOTE: The CO should not record the results on paper during the Live Draw.

-Once the “live” drawing is completed and the show is off-air, the OC Official will stand by the Cash 5 machine and wait for the CO to signal the OC Official to begin reading the Cash 5 results. All results (balls) shall remain in place until verified. Once the results have been confirmed with the CO Official, who in turn will verify them with the HQ Official via the open telephone line, the balls are immediately dropped back down or reloaded into the machines and the OC Official will begin the post-draws once the two witnesses, CPA, Accountant, and CO Official are all in position in front of the Cash 5 machine or on Match 6 nights, the Match 6 machine. The two final post-draws are conducted in the reverse order of the “live” drawing. The CO Official will then have his or her form verified by the CPA. Under no circumstances shall any machine be opened or otherwise touched at this time. The OC Official is the only Official who should be near to and touching the machines as they verify results.

NOTE: After the Live drawing, all persons who were present and involved with the LIVE drawing are required to remain in the studio until the completion of the verification draw.

B. Matrix Games

-The CO’s primary responsibilities during the matrix portion of the live drawing, are to watch the monitor and make sure the correct number of balls are selected, assist or correct the announcer if he/she needs help reading the numbers and at the same time, keep some eye contact with the movements of the OC Official in case they need support.

- Cash 5 Drawing

-When operating a matrix drawing machine for the Cash 5 game, the OC Official on cue from the CO, will press the “Select” button on the operating panel on the side of the matrix machine. The OC Official will then stand stationary and observe the balls as they come to rest in the result tube. If there is an additional matrix game for that night’s drawing, the OC Official will move onto the next matrix machine as the final ball selected is rolling down the preview tube.

- Match 6 Lotto Drawing

-When operating a matrix drawing machine for the Match 6 Lotto, the OC Official, on cue from the CO will press the “Select” button on the operating panel on the side of the matrix machine. The OC Official will then stand stationary and observe the balls as they come to rest in the result tube. The matrix machine will power down by itself once the pre-selected amount of results are drawn.

C. Parameter Violations

-In the event that a parameter is met or exceeded at any time, the CO is to immediately inform the HQ Official who will contact the Lottery Security Director for further instruction. (Appendix A)

Post-Drawing Procedures

A. WILDBALL, PICK 2, PICK 3, PICK 4, PICK 5 and Matrix Games Post-Draws

-Immediately following the live drawings, the OC Official will conduct three additional drawings of all the games. The verification drawing is the first post-drawing done in the same fashion as the live drawing. This drawing is not aired to the public but it is performed with a full crew. This drawing is to be produced in the same manner as the live drawing and is to be recorded by the television station. (This drawing is to be marked “verification drawing” on the screen by the studio) and will be maintained as a permanent record with the live drawing. The remaining two post-draws will be conducted in the same manner as the pre-drawings were done; however, they are to be conducted in reverse order, Match 6 first, Cash 5 second, then PICK 5, PICK 4, PICK 3, PICK 2, and finally WILDBALL.

-The CO will record and verify the post-drawing information on the Lottery Certification Form. The CPA and auditor will verify the recorded game’s respective drawing results and will sign the Lottery Certification Form attesting to the same.

B. Parameter Violations

-In the event that any parameter is met or exceeded as a result of the post-draw results, the CO Official should immediately inform the HQ Official who will contact the Lottery Security Director for specific instructions. The Lottery Security Director has a minimum standard procedure for parameter violations. This procedure is re-weighing of the ball(s) and ball-set(s) that are affected. (Appendix A)

C. Dual Number Winning Entry

-After all post-drawings are completed and parameters met, the CO, HQ Official and CPA must verify that the drawn numbers are valid. The CO Official will enter that night’s winning numbers into GMS “as drawn” and wait for the CPA’s verbal confirmation before submitting. The HQ Official will also enter the winning numbers for that night’s games into GMS. Once both officials have entered the winning numbers, the CO will click “verify dual entry match” and inform HQ Official via phone when he or she may “start the scan.” If any of the entries do not match, GMS will reject both the HQ and CO entries, and both HQ and CO will need to re-enter the winning numbers, with CPA verification of the CO entries.

D. Matrix Ball Containerization

-While the CO Official and CPA are entering the winning numbers into GMS, the OC Official will return all matrix balls to their respective containers, under the direct observation of an auditor and a witness. Once the matrix balls are loaded into the case, and the auditor and witness(s) verify that they are all in the container and in order, the ball-set will be closed and sealed. The seal is recorded by the auditor. This must be done in view of a studio surveillance camera.

E. Fax Verification

-The CPA representative shall receive the faxes from the HQ Official and verify the accuracy of dates and winning numbers being sent to the media, on the website, and in the IVR phone system. If any errors are found, the CPA will notify the CO, who in turn will inform the HQ Official. When the error(s) is/are corrected, the HQ Official must re-fax the corrected faxes, which must then be re-verified by the CPA.

F. Website Verification

-After all matrix balls are returned to their containers and sealed in the studio; the OC Official will instruct the witnesses to keep visual observation of the Lottery equipment and the OC Official or CO Official will go to the Lottery cubicle with a CPA or Auditor to refresh the Lottery Web page and verify the winning numbers on the Lottery website.

Section

Storing and Securing Equipment

A. Moving Equipment from Studio Set Back Into Secure Room

-After all post-drawings are completed, verified and recorded, and after the winning numbers have been entered into GMS, all matrix balls have been secured, and all faxes have been verified, move all equipment from the studio to the secure room. The movement of the drawing equipment must be accomplished under the direct observation of the public witnesses and the CPA and auditor, with the assistance of authorized studio personnel in accordance with the pre-established “equipment move” guidelines and chart. (Appendix B)

- At the secure room, the CO Official will disarm the security system before the secure room door is opened. The CO Official and CPA will record the time that the room is re-entered on their respective Certification Forms.

-After obtaining entry into the secure room, all drawing machines are to be placed back in the secure room. The CO and OC Officials will remove the WILDBALL, PICK 2, PICK 3, PICK 4, and PICK 5 balls from the machines and return them to their respective cases. Once the ball case has been loaded, it must be handed to the CPA/auditor with at least one ball within the set showing the watermark facing up. The CPA/auditor will then verify that all ten balls are in each case and that the watermark indicates the balls are in the correct case. The CPA representative will place the ball-sets into the ball-set cabinet. The matrix ball-sets are sealed in the studio. The WILDBALL, PICK 2, PICK 3, PICK 4, and PICK 5 cases shall not be sealed as they are loaded/unloaded in the secure room. The CPA will then lock and seal the ball cabinet and, along with the CO Official, record the cabinet seal number.

-The CO Official will secure signatures from the witnesses and the OC Official as well as record the name of the accompanying studio staff member(s) that assisted with the equipment move back into the secure rooms. The CO Official will sign the CPA form.

-After verification that all equipment is back in place and the ball cabinet locked, the OC Official will lock the secure room door. At this time, the studio controlled lock shall be locked by the studio staff. The CO Official will arm the security system. The CO Official and CPA will record the time that the room is armed on their respective Certification Forms.

-The OC Official will present each of the public witnesses with a drawing witness packet at the end of the second night of their two-night commitment. Upon exiting the studio, it is the responsibility of the OC Official to ensure that the witnesses have gotten into their transportation and that their transportation is in motion.

-The CO Official will complete the Lottery Certification Form, ensuring that all visitors are noted and necessary signatures have been obtained. He/she will deliver the completed form to the Lottery headquarters’ drawing room bookshelf. If there are any major incidents noted during the drawing (i.e. fouls), the CO Official will make a copy and deliver to the Drawings Manager and should notify the Drawings Manager immediately. The CO Official should report minor drawing issues to the Drawings Manager at the earliest mutually convenient time based on the nature of the issue.

B. Payout Verification and Entry at Lottery Office (WITF)

-Once the secure room is locked and the witnesses have been escorted to the parking lot, the CO Official will, working from the Lottery cubicle at WITF, print out game calculation pages from GMS and establish connection with the HQ Official when he/she is ready to proceed with the dual entry payout procedures (if necessary). The CO Official will have multiple responsibilities including; verifying the website entries via fax and proofing media faxes and reports using the GMS printouts as source documentation. This will be accomplished by following the appropriate checklist step by step. (Appendix B)

Procedures for Handling Unusual Events

A. Public Lottery Witnesses

-The scheduled public witnesses are to be contacted earlier in the day by the OC Official to confirm their attendance at the evening’s nightly drawing. This is especially critical when inclement weather is expected. If a scheduled public witness does not arrive by 5 p.m. at WITF, either the OC or CO Official will contact the HQ Official who will in turn call the witness(s). If contact cannot be made, the HQ Official will then begin calling the witnesses listed on the pre-established Emergency Witness List until a replacement is found. Inform the OC Official/CO Official of the changed arrangements that were made. (Appendix B)

-If a witness is unable to continue in the rehearsal area, take the necessary action to aid the witness, and then utilize the back-up witness. If there is a back-up witness with a spouse or friend that is also a scheduled witness, that person may be used if needed. The studio personnel may be used as a last resort with the Lottery Security Director’s permission. If something happens to a witness during the live drawing, immediately foul the drawing. In all events, contact the HQ Official who will in turn contact the Lottery Security Director.

-If a problem should occur prior to air with the on-camera witness, immediately use the back-up witness as the on-camera witness.

-If the on camera public witness should experience sudden illness or inability to perform during the live drawing, the OC Official must “foul” the drawing at the point where the guest experiences the problem. Then, using the back-up witness, complete the drawing off air and follow post-drawing procedures.

Note: No Drawing procedures are to be conducted without a witness.

B. Lottery Drawing Officials

-If a scheduled Lottery Official does not arrive by the time they are expected, immediately call the HQ Official, who in turn will call that Official’s home, office or mobile number. If contact cannot be made, the HQ Official will begin calling the stand-by officials listed on the Drawings Staff Schedule until contact is made with someone who is available. Tell that official to be prepared to come to the studio immediately in case the missing Official is not at the studio by 5:30 p.m. If the stand-by Official is needed, proceed with machine selection, etc., until he/she arrives. If a stand-by cannot be found, contact the Drawings Manager. The Drawings Manager will contact the Lottery Security Director. (Appendix B)

C. Studio Announcer

-If the scheduled studio announcer is not in a position to assist with the procedures by 6:30 p.m., insist that the studio director find an approved back-up announcer, then proceed with the pre-drawings using the procedures outlined in “Production Problems” Page 24.

D. Equipment Malfunction before Live Drawing

-If the secure room electronic door lock fails to disengage, a Lottery Drawing Official shall immediately contact the HQ Official who will contact the Lottery Security Director or the Assistant Lottery Security Director and inform him/her that the back-up key must be used to gain access. Lottery Security will provide the combination to access the manual key.

E. Scale Problems

-In the event the scale malfunctions, use the back up scale located in the ball cabinet. If the back-up scale does not function correctly, contact the HQ Official who will contact the Lottery Security Director. Do not proceed with the live drawing until contacted by the Lottery Security Director.

F. WILDBALL, PICK 2, PICK 3, PICK 4, and PICK 5 Drawings

-If one of the machines should prove to be defective before airtime, the spare machine may be used in its place; time permitting and with the Director of Security approval. Call the HQ Official, who will in turn call the Lottery Security Director to notify them of the problem, and to ask approval that the spare machine be placed into service. If approved, the Security Director will provide further instruction as to pre and/or post draw requirements, and the defective machine will be immediately taken out of service until maintenance can be performed. The description of the problem must be documented on the Lottery Certification Form.

-If one or more balls should prove to be defective before airtime, a spare ball-set must be selected by the back-up witness in the secure room and used to replace the affected ball-set. Note: The Solution System will generate a “NR” (no read) in that position of that machine for the remaining drawings that night, so the drawn result will have to be manually entered into the Solution System after each draw. Call the HQ Official who in turn will call the Lottery Security Director to notify them and request that a spare ball-set be placed into service. If approved, the defective ball-set will be immediately taken out of service and replaced with a new certified ball-set. The description of the problem must be documented on the Lottery Certification Form.

-In either situation above (F), but ONLY at the direction of the Lottery Security Director, the mandatory 12 pre-drawings must be performed at some point, preferably before the Live Lottery Drawing. If not before the Live Drawing, then all 12 pre-drawings and 3 post-drawings must be completed after the Live Lottery Drawing.

G. Dropped Ball(s)

-Whenever a ball is dropped on the floor during any drawing procedure, the Lottery OC Official is to recover the ball. Only the Lottery Officials may recover the ball. The CPA shall not touch the ball until the ball is first inspected by the Lottery Official. The Lottery Official shall then surrender the ball to the CPA. If the CPA agrees that the ball is free of any damage, it shall be returned into service. If the ball is found to be damaged by the Lottery Officials and CPA, the ball-set will be replaced with a backup ball-set.

H. Matrix Games

-If a matrix drawing machine should prove to be defective, inoperable or otherwise damaged before airtime, call the HQ Official who in turn will call the Lottery Security Director and advise them that you are returning to the secure room to get a back-up machine, if time permits. This must include the back-up witness, Lottery Official, and a CPA or Accountant. The back-up witness will then select a back-up matrix machine from the remaining choices in the secure room. Transfer the selected ball-set from the defective machine to the back-up machine. The mandatory 12 pre-drawings must be performed at some point, preferably before the Live Lottery Drawing. If not before the Live Drawing, then all 12 pre-drawings and 3 post-drawings must be completed after the Live Lottery Drawing at the direction of the Lottery Security Director.

-When the secure room is re-entered, the CPA and CO Official must document the time re-entered and the time re-secured, as well as the reason(s) and the name of the person who authorized the re-entry.

-If a ball from a matrix game ball-set should prove to be defective or damaged before airtime, call the HQ Lottery Official and advise them that you are going to use the back-up ball-set which has already been selected, if time permits. Transfer the entire ball-set back into its respective case. This ball-set is to be removed immediately from service and will be replaced with a new certified ball-set. The mandatory 12 pre-drawings must be performed at some point, preferably before the Live Lottery Drawing. If not before the Live Drawing, then all 12 pre-drawings and 3 post-drawings must be completed after the Live Lottery Drawing at the direction of the Lottery Security Director.

I. Unavailability of Backup Machine and/or Ball-set

-If time does not permit the use of a back-up machine or ball-set as appropriate, the Drawing Officials shall perform the live drawing without power to the subject machine. After the announcer calls for the appropriate game, the OC Official will raise his/her hand in the air to declare a foul. This will trigger the reading of the alternate foul script by the announcer. The remainder of the live drawing, if any, should be recovered and successfully drawn on air. The studio must videotape the entire process of both transferring the balls and selecting the winning numbers once the ball-sets or machine are made available.

J. Equipment Malfunction and Drawing Mishaps during the Live Drawing

-Should a machine fail to operate properly during the live drawing, the OC Official will signal a foul and the announcer will read the appropriate foul script as directed by the CO Official. The remainder of the live drawing, if any, should be recovered and successfully drawn on air.

-In the event during the live drawing one of the WILDBALL, PICK 2, PICK 3, PICK 4, or PICK 5 drawn balls is dropped or falls back down into the mixing chamber, the OC Official will raise his/her hand in the air to declare a foul. This will trigger the reading of the alternate foul script by the announcer. The remainder of the live drawing, if any, should be recovered and successfully drawn on air.

-In the event during the live drawing one of the machines loses power, the OC Official will raise his/her hand in the air to declare a foul. This will trigger the reading of the alternate foul script by the announcer. The remainder of the live drawing, if any, should be recovered and successfully drawn on air.

-In the event the CO Official notices that a machine has lost power or any other problems that would impair the live drawing, the CO Official will initiate the foul by raising the “foul” card at the appropriate game. When the OC Official sees the “foul” card, he/she will immediately raise his/her hand in the air and remain stationary. The OC Official will remain in place until the CO Official waves them to the next game. The OC Official shall proceed to the next game and prepare to return to normal drawing status.

-In all cases, the Chyron operator should leave the game result on the recap screen blank.

K. Live Drawing – Foul Called

-In the event any mishaps occur during the live drawing involving one or more of the drawn balls, and a foul was called during the drawing, all the valid drawing numbers will remain valid. Only the number(s) declared invalid will be re-drawn off-camera and videotaped by studio personnel. In the event that during the live matrix game drawing a mishap occurs involving one or more of the drawn balls, and a foul was not called, all balls drawn before the mishap will be declared valid. All remaining balls will be re-drawn off-camera and videotaped by the studio personnel.

-Example: If the mishap occurs after the first two balls are selected in a game, the first two balls would be declared valid and only the un-drawn balls would be drawn after the “live” off-air and videotaped by the studio personnel.

-If a ball falls back into the mixing chamber but the number can readily, correctly and conclusively be identified through the review of the drawing videotape at both the studio and at Lottery Headquarters, the number can be declared “valid” upon subsequent review by the Lottery Executive Director and Lottery Security Director, and if appropriate, by the Revenue Executive Management.

-If a ball falls back into the mixing chamber and cannot be sufficiently identified, that ball shall be declared invalid, and at the direction of the Lottery Security Director, re-drawn off-air along with any other balls that might follow for the completion of that particular game’s drawing.

-Should the console that operates the WILDBALL/PICK games fail, the OC Official shall, if time permits, move to the machine itself and attempt to operate the machine from the control buttons; otherwise the O.C Official will hold his or her hand up in the air to signify a foul for each game. The CO Official should ensure that the TV Director has a wide shot of the On-Camera Official holding his/her hand in the air. The CO will direct the announcer to read the foul script for each game and wave the OC Official to move on to draw the matrix games.

L. Wrong Number Announced

-In the event the announcer reads a wrong number and the CO Official is positive what the number is, abruptly interrupt the announcer and have him/her announce the correction immediately at that point or at the recap if there is no time to correct or if the announce has already moved on to the next result. If the CO Official can catch the announcer right after the mistake, before they announce the next result, correct immediately. In both cases, the CO Official must communicate through their headset to the control room to leave the microphone open at the end of the drawing. This is accomplished by saying “Leave the mic open.” The CO Official must ensure that the control room will show the recap with the proper result or no result at all. If a correction has occurred on air and there is sufficient time, the announcer should re-read the corrected results when the recap screen appears.

M. Potential or Real Broadcast Problem

-In the event you are advised of a problem concerning the broadcast prior to live air, if time permits, determine from the studio if all stations are aware of the problem. If they have not, request that all stations be advised. Alert the HQ Official. If you are advised of a broadcast problem after the live drawing, ascertain what the problem was and advise the HQ Official who will contact the Drawings Manager for direction on who should be apprised of the situation.

N. Production Problems

-In the event the audio portion of the telecast is not possible, the studio director is to establish a message on the screen that due to difficulties the audio portion of the Lottery drawing broadcast is unavailable, but that the video portion will commence. This procedure will be used in case of equipment failure or the absence of the announcer. This is known as a silent drawing.

-In the event that the video portion of the telecast is not possible, the studio director is to establish a slide on the screen indicating that due to technical difficulties the video portion if the Lottery drawing broadcast is unavailable, but that the audio portion will continue. This is known as a blind drawing.

- In both a “silent” or “blind” drawing, the recap screen should display the correct results at the end of the telecast as normal, if possible.

O. Failure of Video Portion of Show (network)

-If any one or all of the receiving stations in the network fail to receive the video portion of the telecast, they should call Lottery Headquarters and receive the winning numbers from the HQ Official.

P. Broadcast Failure Prior to Show

-In the event that a problem occurs with the satellite system or other broadcast function that prohibits the signal from reaching the network stations, the HQ Official should be notified so he or she can alert the Drawings Manager.

Q. Electrical Power Failure

-If the power fails during the live drawing (and is not restored by the back-up generator), the OC Official must “foul” the drawing at the point of failure. If power fails immediately following the live drawing, secure the drawing equipment in the studio and remain with it. When power is restored, complete the normal post-drawing procedures and verify the results with the HQ Official. The HQ Official will immediately call the Lottery Security Director to notify them of the situation. The CO Official should request that the studio use a battery shoulder pack camera and tape the remainder of the drawings.

R. No Recap Screen Available

-In the event that the recap screen is not available, the OC Official will remain in his or her last position. The Coordinator Official should ensure that the TV Director goes to a wide-shot so that the On Camera Official and Witness are visible.

S. Other Difficulties

-In the event the Lottery Drawings Officials or the CPA representatives feel, for any reason, the drawing might be compromised; they must immediately secure the equipment and notify the HQ Official. HQ Official will immediately contact the Lottery Security Director for direction and notify the Drawings Manager. A detailed report must be included in that night’s Certification Form.

Equipment Certification, Repair, Replacement and Maintenance

A. Scale

-The electronic scale used to weigh the balls and ball-sets has been certified by the manufacturer and will be recertified on an annual basis. The Lottery Security Department and the Drawings Manager or his/her designee will observe the annual certification. In addition, the Lottery Drawings Manager maintains a set of test weights used for checking the balance. These weights have been certified by the Pennsylvania Bureau of Weights and Measures. Should the scale become suspect or unusable, the spare certified scale shall be used. The spare scale shall be certified on an annual basis as well.

B. Lottery RFID (Smartballs)

-Ball certifications will be conducted on existing smartball-sets every three months. New smartball-sets will be placed into service at an interval to be determined by the Lottery Security Director not expected to be sooner than every two years. The weights of every individual ball in every set will be recorded and certified by the Drawings Manager, a CPA representative and the Lottery Security Director or his/her designee. A new range chart will be prepared and certified and signed by all officials mentioned above.

-Should a ball-set become unusable because of damage or weight issues, Lottery Security will immediately be notified and a spare ball-set shall be weighed and used.

C. Drawing Machines

-The drawing machines will be maintained every three months. Any repairs to the drawing machines will be handled by the original manufacturer. Should a machine become unusable, that machine must be taken out of service until the manufacturer can perform repairs. Any repairs or maintenance will be performed under surveillance cameras with presence of Lottery Security and the Drawings Manager or his/her designee.

While specific rejection rates are not available for the Cash 5 pre-drawings (12 drawings) recap cell test and 16 drawing recap cell test, it can safely be assumed that, like the Match 6 test parameters, the respective test parameters will be exceeded from time to time without necessarily indicating that tampering has occurred with one, some or all of the Cash 5 balls.

Per the Final Report from the Battelle Memorial Institute on the Match 6 Lotto test parameters, it can be expected that actual drawing results will typically exceed the various rejection parameters a certain percentage of the time. It can safely be assumed then that the respective test parameters will be exceeded from time to time, albeit infrequently, without necessarily indicating that tampering has occurred with one, some or all of the balls. The following are the expected rejection rates for the carious Match 6 Lotto drawings.
