COMMISSIONS WATCH 6/2020 ZIMBABWE HUMAN RIGHTS COMMISSION JOBS ADVERT [ 14 April 2020]The Zimbabwe Human Rights Commission(ZHRC) has advertised numerous vacancies in both its Harare and Bulawayo Offices. The Commission seeks to promote, protect and enforce human rights and administrative justice in Zimbabwe. The deadline for all applications is the 21st of April 2020. The vacancies have been listed in the statement made by the ZHRC below:The Commission seeks to consider suitably qualified candidates for the following ‘Permanent Contract’ positions to be based in Harare and Bulawayo offices;HUMAN RIGHTS OFFICER (12 posts) Bulawayo & HarareThe post exists to fulfil the functions of the ZHRC as outlined in section 243 (1) (a-k) of the Constitution of Zimbabwe amendment no. 20 of 2013.KEY RESULT AREASPromote awareness of and respect for human rights and freedoms.Promote of the protection, development and attainment of human rights and freedoms.Monitor, assess and ensure observance of human rights and freedoms.Protect public against human rights violations and maladministration by State, public institutions the officers thereof.Investigate cases of maladministration and human rights violations.Prepare reports on monthly, quarterly and annual basis. COMPETENCIES & SKILLSMust be a holder of a Basic Degree in one of the following: Law, International Law, Human Rights Law, Development studies or Social Work from a recognized institution.At least three (3) years’ experience in human rights and development work.Knowledgeable and conversant with international human rights treaties, international human rights systems including continental, regional and national human rights protective mechanisms.Must have strong report writing skillsPresentation skills (power point)Proposal writing skillsResearch skillsAble to work under pressureAbility to speak at least two local languages will be a distinct advantageINTERNAL AUDITOR (1) HarareThe position exists to provide support to the Commission through appraising on the adequacy, probity, transparency and effectiveness of internal management controls, risk and corporate governance. KEY RESULT AREASConduct risk assessments.Plan and deliver internal audits of determined Commission areas/departments.Conduct value for money audits (management auditing) i.e. appraising the 3Es Economy, Effectiveness and Efficiency.Assess, evaluate and promote compliance by Commission departments with all relevant policies, regulations and legislation.Evaluate financial records of the Commission.Prepare audit findings and recommendations reports for the Commission.Prepare annual financial audit information for external PETENCIES & SKILLSA minimum qualification of a Bachelor's degree in Internal Auditing, Finance or Accounting;Membership to any of the following professional bodies; Institute of Chartered Secretaries and Administrators of Zimbabwe (ICSAZ); Institute of Certified Public Accountants of Zimbabwe (ICPAZ); Association of Certified Chartered Accountants (ACCA) and Chartered Institute of Management Accountants (CIMA) is a prerequisite. At least three (3) years’ relevant working experience in internal auditing. Good investigative skillsExcellent interpersonal and communication skillsMust have good report writing skills. Excellent time management skills.SENIOR ACCOUNTANT (1) HarareThe position exists to maintain accounting and financial records for accurate and timely financial reports for the Commission. KEY RESULT AREASProduce draft financial statements and budgets.Prepare financial year-end audit files.Maintain accurate financial recordsEnsure appropriate ledger postingsCOMPETENCIES & SKILLSBachelor’s Degree in Accounting and/or full professional qualifications such as CIS, ACCA,CIMA, IAC, CPA, SAAA etc.;Membership to any of the following professional bodies; Institute of Chartered Accountants of Zimbabwe (ICAZ); Institute of Certified Public Accountants of Zimbabwe (ICPAZ); Association of Certified Chartered Accountants (ACCA) and Chartered Institute of Management Accountants (CIMA) is a prerequisite. Sound knowledge of International Public Sector Accounting Standards(IPSASs), Public Finance Management Act [Chapter 22:19] and other relevant legislationAt least three (5) years’ relevant working experience in a similar position. Good analytical skillsExcellent interpersonal and communication skillsMust have good financial report writing skills. Good problem solving skillsExcellent time management skills.PROCUREMENT OFFICER (1 post) HarareThe position exists to provide an effective, efficient and economical procurement services to the Commission. KEY RESULT AREASPrepare Commission procurement plans and monitor performance.Identify and recommend to the Commission potential suppliers.Prepare bidding documents in compliance with the prevailing procurement laws. Establish and negotiate contract terms and conditions with suppliers. Produce relevant procurement reports monthly, quarterly, PETENCIES & SKILLSMust have an honours degree in purchasing and supply or equivalent.Professional qualification in procurement preferably CIPS or related.At least three years’ relevant working experience with bias towards public sector procurement.Sound knowledge in Public Procurement and Disposal of Public Assets Act [Chapter 22:23].Member of a professional body e.g. CIPS.Good knowledge of SAP and clean class 4 driver’s licence.Clean Class 2 or 4 Driver’s license.Good analytical and interpersonal skills.Negotiation skills.Must have good report writing skills. Excellent time management skills.PROCUREMENT ASSISTANT (2) HarareThe position exists to provide support in the discharge of procurement duties of the Commission. KEY RESULT AREASProvide support through updating suppliers list.Following up on Finance department for the timely payment of suppliers and ensure goods and services are delivered on time.Tracking status of requests and update on progress on delivery of goods and services.Sourcing of quotations, preparing comparative bid analysis for review by the Procurement Officer.Attending to faulty orders on goods and services delivered.Gathering information for purposes of drafting of procurement PETENCIES & SKILLSMust have a diploma in procurement; Purchasing and Supply; or equivalent.Member of a professional body e.g. CIPS.At least two years’ relevant working experience with bias towards public sector procurement.Sound knowledge of the Public Procurement and Disposal of Public Assets Act [Chapter 22:23].Good knowledge of SAP and clean class 4 driver’s licence.Good analytical and interpersonal skills.Negotiation skills.Must have good report writing skills. Excellent time management skills.DRIVER (1) BulawayoThe job exists to support the Commission through provision of safe and timely transport services as well as effective maintenance of vehicle(s). KEY RESULT AREASDrive and operate vehicles in service as instructed.Transport Commission staff and authorized stakeholders as per instruction in a safe and lawful manner.Maintain the safety and legislative requirements of the vehicle.Inspect and maintain the vehicle in a clean and safe condition in line with the Commission standard operating procedures for vehicles.Prepare monthly reports on deliverables set for the position. COMPETENCIES & SKILLSMust have 5 ‘O’ levels including English Language.Clean Class 2 or 4 Driver’s license.Defensive driving certificate a must.At least 3 years driving experience in a public, private or NGO environment. Must have basic skills in vehicle maintenance; knowledge of logistics and health and safety.Excellent interpersonal and communication skillsFlexibility and ability to multi task.Must have good report writing skills.
