INTRODUCTIONThe purpose of this document is to define the scope, key inputs, and outputs of a project related service offered by the PSC.Not defined here is how the service will be implemented and operated and by who – it’s purely a definition of the service.2. SERVICE OWNERThe overall owner of this service is the PSC Sponsor (currently Tony Neale)3. MAIN FUNCTIONS OF SERVICEDefinition of the main tasks and processes which make up the serviceMain processes for the Accepting and Evaluating New Project Requests are as follows –Submit/Accept New Project Recruitment RequestValidate Recruitment SubmissionEvaluate Recruitment SubmissionMake Decision on Project Recruitment SubmissionPlace into Request on VRMS or Draw on PoolCandidate Screening and SelectionCandidate On-boarding and continuous engagement3.1. SUBMIT / ACCEPT NEW PROJECT RECRUITMENT REQUESTThe requester can initiate a project resource request by completing the PSC Recruitment Request Form, which can be downloaded from the PSC web pageThe completed form should be submitted to the PSC via psc@melbourne..auThe minimum information required for each project recruitment request, will include ---Proposed project titleDescription of objectivesDefinition of RoleDefinition of dutiesIdentify the behaviours requiredIdentify the estimated commitment in hours required each weekExperience requiredQualifications requiredEstimated Start date and Term of serviceAdvise if interview is requiredAdvise who will be the main person to collect the applications (by default the Volunteer Director)3.2. VALIDATE RECRUITMENT SUBMISSIONThe PSC will validate the Application form received and clarify any omissions / incomplete information and request further information from the submitter.3.3. EVALUATE RECRUITMENT SUBMISSIONThe criteria used for evaluating whether or not the recruitment submission is valid will beIs the recruitment submission from an authorised requester E.g. Board Member, Volunteer director, or approved PSC Project ManagerIs the recruitment request for an authorised PSC ProjectIs the recruitment for a PMI VolunteerIf the recruitment is for a “paid” member then the PMC Board needs to supply authorization3.4. MAKE DECISION ON PROJECT RECRUITMENT SUBMISSIONPSC Sponsor, Volunteer Director / Lead will review and request clarification if requiredReviews with Chapter Board if applicable especially if request is for paid or external resourcesThe decision will be communicated decision back to the Submitter3.5. PLACE PROJECT RECRUITMENT REQUEST ON VRMS OR DRAW FROM POOLOnce the Request is approved the Volunteer Director / Lead will determine if potentially suitable candidates are available within the local pool of volunteers.If a VRMS request is necessary, the VRMS Opportunity Template will be completed and submitted to the VRMS.3.6. CANDIDATE SCREENING AND SELECTIONThe PSC will then screen and select from the Candidates’ application forms. If an interview panel is required then a separate request may be necessary to be placed in VRMS to gain the skills requested. 3.6.1 InterviewsThe interview panel needs to be 2 or up to 4 members and conform to state laws regarding interviews. The minimum requirements is that the interview panel:- Will be non-discriminative towards the candidate E.g. race, religion, politics, age and disabilities- Will be obliged to sign a confidential agreement with the Chapter- Will be fair and behave with tactfulness and respectThe interview panel will contact the candidate and tee up a suitable time convenient with all the parties. The interview can be in person or an on-line interview (E.g. Zoom, Skype or etc). Typically the interview will be no longer than one hour.At the appropriate time thank each candidate and advise each candidate timely of the result with grace and tact.3.6.2 Other selection methodsThe PMC board may review the candidates and appoint candidates who they see fit as appropriate.The PMC Volunteer Director and the relevant Project Sponsor may also review the candidates and appoint candidates who they see fit as appropriate.3.7. CANDIDATE ON-BOARDING AND CONTINUOUS ENGAGEMENTAs part of the role of the Volunteer Portfolio each newly selected will be engaged by the Volunteer Director / Lead and introduced to the portfolio processes and procedures.Where possible “a buddy” will be assigned to help the new Volunteer settle in.Via Volunteer policies the Volunteer will be engaged and helped along the journey of his/hers involvement.4.
