Guidelines

Goals

Administered by the Arts and Cultural Industries Branch of the Department of Tourism, Heritage and Culture, the Publishers Operational Grant Component provides funding for eligible publishers that meet evaluation criteria to help them produce and present literary works, in order to promote growth, excellence and vitality in New Brunswick’s literary community.

Objective

Based on the Book Policy for New Brunswick, the component is intended to support the publication of literary, performing and visual arts periodicals that serve as outlets for the writers of fiction, poetry, drama and literary criticism or that report on the visual or performing arts in New Brunswick.

Program Structure

This program aims to support periodicals that represent the best investment for the Province. Grants are based on the evaluation of eligible issues from the previous funding year by an independent application assessment panel. The evaluation process focuses on the merit of the applications and rewards artistic and editorial excellence, growth, and the efficiency of the organizational structure and financial management. Applicants will be assessed on their achievements in the areas of: 1) Excellence; 2) Audience Development.

Eligible periodicals

Application under this component is limited to wholly Canadian-owned publishing companies which demonstrate that:

• Their head office is located in New Brunswick;

• They have been incorporated and operating for a minimum of one year;

• The majority of their owners and administrators are residents of New Brunswick;

• They are written primarily in English, French, or one of Canada’s Aboriginal languages;

• Their regular program of publishing has included at least two issues during the last fiscal year;

• Their periodical focuses mainly on content written or created by Canadian writers or artists;

• Their periodical focuses mainly on unpublished material;

• They have and honour a clear policy respecting the use of writers’ or featured artists’ intellectual property;

• Their target market is the general public (as opposed to marrow niche markets or special interest groups);

• They employ permanent qualified administrative and editorial professionals;

• They offer the services of qualified staff, both at the editorial/artistic level and management level;

• They have established appropriate methods of distribution;

• They have submitted ALL information as listed under the “Grant Requirements” section of these guidelines.

Note: Electronically published periodicals are eligible if they are published on a regular basis. They must meet the same content and quality criteria as of periodicals on paper (including a clear policy respecting the use of intellectual property). The Department accepts applications for grants from periodical publishers only; individual writers and artists must seek alternative sources of funding. Eligibility of the periodical is determined by Department staff. Periodicals that publish in both print and online format will only be eligible for one grant and must choose which publication to represent in their application.

Ineligible periodicals:

• Bulletins, newsletters, of house organs that publish material directed primarily at their membership and not the public at large;

• Periodicals written by, or run by, students within the context of academic courses or training;

• Business and trade periodicals (except in the field of Canadian literature), scholarly periodicals, alternative newsweeklies (normally in tabloid format) and self-help periodicals or newsletters (periodicals of an association or another organization that are not financially or editorially independent of the organization);

• Periodicals commissioned or paid for by an individual, group, political party or company where the applicant does not have complete and independent control;

• Co-publications with governments, government departments or agencies;

• Periodicals containing mainly interviews, unless they make a significant literary contribution; and

• Periodicals containing prominently displayed advertising, promotional material and/or corporate logos.

Evaluation Process and Grant Calculation

All applications to the program are evaluated by an application assessment panel in a competitive, comparative context within which adjustments to the previous year’s grants may occur. Funding adjustments (whether increases or decreases) are based on an applicant’s performance according to the program objectives and assessment criteria, as well as their performance alongside other applicants. Adjustments also reflect the funds available and the number of applicants competing for those funds. While there is currently no ceiling to the increase an applicant may earn, a decrease will not exceed 20%. The panel may also recommend that the applicant’s grant remain the same as the previous year.

The panel is comprised of professionals from the book, literary or cultural sector. Members are chosen to ensure faire representation of expertise, language, and regional diversity. The panel’s recommendations are based on the merit of the applicant’s overall operations, as described in their application. Specifically the panel examines the applicant’s relative success in the areas of Excellence and Audience Development. A copy of the Application Assessment Panel evaluation grid is available in Annex A to these guidelines. Following the discussion of the applications, the panel makes recommendations for funding allocations to the Department.

Grant Application Requirements

• Publishers must complete the application form and submit all required attachments;

• Publishers must submit one copy of each of the three most recent issues of the periodical,

• Recipients must acknowledge the support of the Province of New Brunswick in their new eligible publications.

Note:

In the case of disagreement concerning the interpretation of its policies funding programs and their respective components, the Department of Tourism, Heritage, and Culture reserves the right to final interpretation of the intent and implementation of a funding component.

The Department reserves the right to revise programs or their respective components at any time without notice.

Notification of Results

Periodicals will be notified of the results in writing approximately 12 weeks following the application deadline.

Grant modification and allocation

Periodicals will automatically be eligible for a base amount (80%) of the previous year’s operational grant. Any supplementary amount to the grant will be based on the strength and merit of the application, as recommended by the application assessment panel to the Department.

The panel may also recommend that no grant be allocated to an organization, if the organization has not met the minimum standard requirements as a periodicals publisher.

The amount awarded to a publisher may also change if:

• The periodical fails, in a significant way, to meet its own stated objectives or to execute its confirmed program activities;

• The periodical undergoes significant changes to senior editorial or administrative personnel, or a disruption of activities is predicted;

• The periodical fails to meet its financial obligations and/or the required reports and financial forms are not forwarded to the Department in a timely fashion;

• The periodical is in violation of the Act under which it was incorporated;

• The funding budget available to the Department is reduced such that a revision of the expenditure plan is necessary.

Additional Information

The Department of Tourism, Heritage and Culture must be notified immediately of any change in the initial application or the budget submitted.

Applicants must keep the guidelines and a copy of their application form for their records.

The Department of Tourism, Heritage and Culture is subject to the Right to Information Act and the Protection of Personal Information Act.

The guidelines for the Operational Grant Component may be modified without any notice and apply to all applications submitted.

Acknowledgement of Department’s Support

Successful applicants must acknowledge the support of the Province of New Brunswick in the publications produced with the funds provided by the Department.

Application Deadline

Applications must be submitted in electronic format to the Arts and Cultural Industries Branch on or before May 1st.
