MINUTES OF THE PROCEEDINGS OF THE CITY COUNCILOF THE CITY OF FOSSTON, POLK COUNTY MINNESOTASEPTEMBER 25, 2017Pursuant to due call and notice thereof, a special meeting of the Council of the City of Fosston, Polk County Minnesota was held in council chambers on Monday, September 25, 2017 at 7:00 p.m.The meeting was called to order by Mayor Offerdahl with the following members present: Dufault, Hoialmen and Anderson. Members absent: Veum. Others in attendance were: Chuck Lucken, Cassie Heide, Dave Larson, Ken Buchanan, Michelle Landsverk, and Steven Lyseng.Mayor Offerdahl stated the purpose of the meeting was seven agenda items.Council considered adopting a resolution approving the updated Fosston Comprehensive Plan. Member Hoialmen introduced the following resolution and moved its adoption:RESOLUTION 17-17CITY OF FOSSTONPOLK COUNTYSTATE OF MINNESOTAA RESOLUTION APPROVING THE UPDATED FOSSTON COMPREHENSIVE PLAN WHEREAS, the City of Fosston is a Minnesota Municipal Corporation, duly organized and authorized to conduct its affairs under the laws of the State of Minnesota; andWHEREAS, the City of Fosston is in need of an updated Comprehensive Plan; andWHEREAS, the City of Fosston created a Comprehensive Plan Task Force made up of a cross-section of the community to guide the development of an updated Comprehensive Plan; andWHEREAS, the Comprehensive Plan Task Force sought public input and participation in establishing the vision and goals for the City of Fosston for years to come; and WHEREAS, the Planning Commission of the City of Fosston did conduct a survey of Fosston residents and Fosston businesses to gather public input and held a Public Hearing on September 25, 2017 as required by State Statute to allow for public comment on the proposed Comprehensive Plan; andWHEREAS the Fosston Planning Commission did hold a special meeting on September 25, 2017, whereby they did recommend that the Fosston City Council adopt the Fosston Comprehensive Plan as presented;SO THEREFORE BE IT RESOLVED by the Fosston City Council that it hereby finds that the proposed Comprehensive Plan and the vision and goals established therein will adequately and appropriately guide the future development of Fosston; andBE IT FURTHER RESOLVED by the Fosston City Council that it hereby adopts the Fosston Comprehensive Plan as presented.The motion for the adoption of the foregoing resolution was duly seconded by member Anderson and upon vote being taken thereon, the following members voted in favor thereof: Hoialmen, Anderson, Veum, Dufault, and Offerdahl.and the following voted against same: none.Whereupon said resolution was declared passed and adopted this 25th day of September, 2017.___________________________________James Offerdahl, MayorAttest:_________________________________Charles Lucken, City AdministratorCouncil considered recommendation from Planning Commission to approve application for variance from Luke & Terry Lundell. A motion was made by Veum, seconded by Dufault to approve the application for variance from Luke and Terry Lundell.Council reviewed the preliminary 2018 General Fund Budget and 2018 Property Tax Levy. Lucken reported that a 2% cost of living increase in wages was built into the budget. A 10% increase in health insurance was built into the budget. However, the city is facing a 49% increase. Lucken is working with Blue Cross Blue Shield and another company to reduce that increase. Law enforcement contract is up about 3 ? %. Park and Rec budget is down due to the completion of the Warming house project this year. Community Development is also down due to completion of Veteran’s Memorial Park improvements that were done in 2017. Two bond issues are coming off for 2018. Member Hoialmen introduced the following resolution and moved its adoption:RESOLUTION SETTING DATE FORPUBLIC BUDGET HEARINGRESOLUTION NO. 17-20WHERAS, the City of Fosston is required by the State of Minnesota, Department of Revenue to hold a Public Budget Hearing between November 25, 2017 and December 29, 2017.BE IT THEREFORE RESOLVED, that the Public Budget Hearing for the City of Fosston be held on Monday, December 11, 2017 at 7:30 p.m. The motion for the adoption of the foregoing resolution was duly seconded by member Anderson and upon vote being taken thereon the following members voted in favor thereof: Hoialmen, Anderson, Veum, Dufualt, and Offerdahl.and the following voted against the same: none.Whereupon said resolution was declared passed and adopted this 25th day of September, 2017.______________________________James Offerdahl, MayorAttest:___________________________________Charles Lucken, City AdministratorCouncil considered approval of temporary on-sale liquor license for Art and Wine Walk. Lucken reported that the Arts & Culture commission is planning an Art and Wine Walk for October and needs the city to grant a temporary on-sale liquor license in order to do so. Fosston Community Library Arts Center has agreed to be the holder but a permanent liquor license holder is needed to cover insurance for the event. A motion was made by Anderson, seconded by Hoialmen to approve the temporary on-sale liquor license contingent upon the obtainment of an insurance holder.
