NORTH SANPETE SCHOOL DISTRICTSCHOOL BOARD OF EDUCATION MEETINGDistrict OfficeAugust 14, 2018Minutes for the Board of Education meeting held August 14, 2018 at the District Office. President Greg Bailey conducted the meeting. ?Assistant Superintendent Shelley offered the prayer and Mr. Bailey led the pledge. Board members in attendance were President Greg Bailey, Vice President Richard Brotherson, Board Members Stacey Goble and Shalmarie Morley. ?Others in attendance were Superintendent Sam Ray, Business Administrator Darin Johansen, Assistant Superintendent Randy Shelley, Secretary Melanie Lee, Principal O’Dee Hansen, NSEA President Carey Ivory, Steve Mabey and Tanya Mabey. ?Principal Nan Ault arrived at 7:36 p.m. Robert Garlick, board member, arrived at 8:09 p.m.BOARD RECOGNITION/REPORTSMrs. Morley recognized the principals and those involved in getting the iPad rollout ready for the 7-12th grades.Mrs. Goble recognized the athletic department and students who helped get playing fields and school grounds ready for the new school year.Superintendent Ray recognized those who are helping get ready for school to start, for Professional Development classes, and teachers who are attending and ready to learn new things. ?He also recognized the custodians getting schools ready. He wanted to publicly thank Fairview City for the water main upgrade in time for school to start.Mr. Johansen recognized those who are ready and willing to come back for another school year.Mrs. Ivory recognized those involved with the iPad rollout and the custodians for their hard work getting schools and classrooms ready for teachers.Mr. Hansen recognized all educators who work through the summer to get ready for a new school year.Mr. Shelley recognized the district office staff for all their hard work in getting ready for a new school year.Mr. Bailey appreciates the convenience of online access for updating student information and being able to sign documents/disclosures online.CONSENT CALENDARThe opened and closed Board Minutes for July 17, 2018 were presented to the board for approval.Changing the next few months board meeting dates were briefly discussed.PUBLIC PARTICIPATIONMr. Mabey thanked the board for allowing the bus to drive down his lane last year and is asking that while his children are in elementary school, they continue to be allowed to have the school bus come down his lane to pick up his students.Springs in the area make the grass grow tall so you can’t see a culvert/creek that goes under the road. ?There is a 9 ? foot drop with about a 4 foot pool below the culvert, and electric wire for animals. Animals get out and big bulls are on the road. ?This makes for an extremely dangerous environment for young children to walk down this road. Mr. Mabey provided a turn-around at the end of his lane for the bus last year as requested by Dallon, the transportation director. ?Both the small bus and the large bus have ample room to turn around at the end of his lane.Mr. Mabey doesn’t want to involve neighbors in this plea. ?If it comes down to it, he would pay to have the bus come down the lane. ?The state law allows this.Mr. Bailey sees the need as a parent but negotiating with the district policy is also a concern. ?Mr. Bailey asked, “Is it a hardship to drive them to the end of the lane?”Mr. Mabey says, “honestly, yes it is.” ?Living outside city boundaries makes it a different situation; some people live on a hill, his neighbors are in an identical situation as Mr. Mabey, except the neighbors have hay fields, the Mabey’s have springs, culverts and animals along this road. ?There are so many “what-ifs”. There are accidents just waiting to happen.Mr. Mabey said in South Sanpete in an Ephraim area that if there isn’t a sidewalk for bus students to safely walk on, the bus takes the students right to their home. The safety on Mr. Mabey’s lane has far greater risks than the safety of the neighbors. ?If you look at just the neighbor and Mr. Mabey, you can’t treat two families different.Mr. Bailey asked what the reason was. ?Can we talk about the two examples he is talking about? ?Superintendent Ray says there are three bus stops on Crawford Loop Road, it is a loop, it’s not down a dead-end road. ?Dallon, the transportation director, put together a document that shows dead-end lanes that are no longer used. Mr. Mabey said he put the “Dead-End” road sign so that semi-trucks don’t go down the road and have to turn around in his driveway. ?It isn’t a dead-end, the turnaround is nicer than the turns on Crawford lane.Mr. Brotherson has to consider the entire district, being fair to everyone. ?Students in town also have to walk .7 mile to school. He can see Mr. Mabey’s point, but we just can’t stop door-to-door to drop off every student then those students on the bus spend more time on the bus. Superintendent asked if there is a right-of-way to connect Mr. Mabey’s lane with Crawford Lane. ?Mr. Mabey says there is not; it would have to go through fields.The neighbor doesn’t have a safety issue like Mr. Mabey does. ?The bus loved the turn-around last year, and there were no problems. ?It was a very short distance. If the district find it difficult enough, Mr. Mabey would be willing to pay the state rate (State Code R277-600-7) which is not less than 35 cents a mile, and no greater than what the IRS would allow at 50 cents. ?Business Administrator Johansen says this rate is for a vehicle, not a bus, and is used when the district reimburses a parent to drive their children to a closer bus stop from much more remote locations. A bus would cost much more than that. Mr. Mabey understands how much it costs to run the district but the believes the smaller child should have a greater priority and more money should be spent for bussing than older high school students who participate in sports.Mr. Bailey thought last year it was a difference between private property and a county road. ?If it wasn’t a problem last year, he suggests for elementary age students, that the bus runs down the road. ?He made a motion to approve the request for elementary age students. Mrs. Goble seconded the motion to approve the request. ?In fairness to others in the district, Mr. Brotherson can’t support this request – other parents drive their students up the lane. ??Mrs. Morley has to vote no. Pleasant to live with grandparents. ?Student will be in 4th grade at Mt. Pleasant Elementary. There are no safe school violations and Principal Orton approves this request. Student #2 will be in 12th grade this year and is moving in with biological father who no longer has guardianship. ?There are no safe school violations and Principal Ault approves this request. Student #3 lives in Fairview and was in kindergarten last year. ?Parent is requesting student be retained in kindergarten this year and attend all-day kindergarten. ?The retention committee met and approved the retention request. Once KEEP test results are complete, and if there is room, the student will be invited to attend all-day kindergarten either in Mt. Pleasant or Moroni. Students #4, #5, and #6 live in Mt. Pleasant and were asked by a teacher to transfer to Spring City Elementary last year. ?Parent thought this was a one-year request and would like her children to attend Mt. Pleasant Elementary from this year on. ?Principal Orton approves this request. Students #7 and #8 have moved from Chester to Mt. Pleasant but would like to keep students in the Moroni Elementary dual immersion program. ?Students will be in 3rd grade and kindergarten this year. Transportation will be provided by parents from Mt. Pleasant to Chester where students will ride the bus to Moroni and back to Chester every morning and afternoon. ?Principal Peterson approves this request. A motion was made by Mr. Brotherson and seconded by Mrs. Goble to approve the school choice as recommended. ?Voting was unanimous in the affirmative. PUBLIC PARTICIPATION Mr. Mabey presented to Mr. Garlick what was discussed earlier in the meeting. It was done for many years with his older kidsIt was done last year and it is the same kind of road as Crawford’sAn extremely dangerous environment for young children to walk down this roadOne son would be walking by himself – next year will have a younger siblingIt wasn’t a big deal last yearDriving the roads, Crawford lane would be harder to navigate than Mr. Mabey’s turn-aroundBeing fair and equal to the entire district – are there other students in the district in need with other lanes that have been discontinued?Another parent called the transportation department asking the same question as Mr. Mabey and transportation told this parent that “bus routes shall avoid, whenever possible, bus stops on dead-end roads.” (UT Admin Code R277-600-4), which was accepted by this parent.Mr. Mabey said that last year Dallon at the bus garage had said the bus can’t turn around in the driveway, on private property so Mr. Mabey put in a 100-foot area so the bus could turn around. Senior Recognition Fee is an optional fee and needs to be added to the high school fee sheet. A Certification of Compliance form needs to be signed by school principals, the Superintendent and School Board President. A motion was made by Mrs. Goble and seconded by Mrs. Morley to approve the school fees as recommended. ?Voting was unanimous in the affirmative. WEIGHTED GPA Some students take classes they know they can get an “A” in so they can maintain that 4.0 GPA but are prepared to take tougher classes. ?Students aren’t taking classes they are capable of taking. Weighted GPA allows them to take harder classes and rewards them. Parents will see the weighted GPA on powerschool quick lookupWeighted GPA will be for concurrent enrollment and honors classesWill help strengthen and grow our concurrent enrollment classesCollege level Class A = 5.0Honors Class A = 4.5All other classes A = 4.0Previous years all classes A = 4.0 Snow College reports the actual grade but the high school will report the weighted GPA. ?Application students fill out for college asks whether the high school GPA is weighted or not. A motion was made by Mrs. Morley and seconded by Mr. Brotherson to approve the weighted GPA for concurrent enrollment classes and honors classes. ?Voting was unanimous in the affirmative. TRAVEL REQUEST Superintendent Ray approved the travel request for Drill Team to travel to Snow College for an overnight camp August 1-3, 2018. POLICIES The Concurrent or Dual Enrollment Policy, Scope of Employment Policy and Transportation Policy were presented in second reading. The Fee Waiver Policy was presented in first reading. A motion was made by Mr. Brotherson and seconded by Mrs. Goble to approve the above policies with changes noted. ?Voting was unanimous in the affirmative. MBA ONLINE TRAINING The MBA online training was discussed. DISCUSSION ITEMS Mrs. Goble asked about eligibility. ?Students generally can have an extra grading period during the summer. ?Coaches can make different exceptions. Every sport has a disclosure and they can have more strict rules than state rules. ?Administration will honor those rules. It is very difficult to have one rule for every sport. This past school year, some middle school students talked and bragged about: (1) not doing school work during the year, (2) not turning in assignments or (3) not making grades during the year because they just want to attend summer school. Students do the full content in credit recovery, but it is more condensed. ?The expectation is to balance what students miss in class versus what they learn in summer school. ?More students taking summer school requires more staffing. There were 83 middle school students who started the summer school program this summer, which was larger than ever. Attendance usually isn’t the issue. ?It usually takes more effort to fail the class than it does to pass. ?Mr. Hansen said he will look at it for another year then see if raising the credit recovery fee is necessary to pay for extra staff. There are some students who turn around and are better students in high school, but the majority of students who have problems in middle school still have problems in high school. Mr. Brotherson reminded board members that Superintendent and Business Administrator evaluations need to be completed now that summer is over. Charitable organization: ?Mr. Brotherson will make sure the district gets copies of the forms. Assistant Superintendent Shelley remembered that David LaTomme was hired as the Head Swim Coach. District opening institute Monday, August 20, 2018 at 8:00 am at the high school. ?Opening Social dinner Monday, August 20, 2018 at 6 pm at the middle school. Board Members are invited to attend. JLC need for rural representatives was discussed. BOARD MEETING SCHEDULE Mr. Bailey asked if the September and October board meetings could be changed. ?The September board meeting will be held on September 12, 2018 and the October board meeting will be held October 9, 2018.
