The Organisation is promoting education in Ruhama Sub County through providing support to children from needy families to go to school. The said support is in terms of school fees, scholastic materials and uniforms.

Currently, 60 children are benefiting from the aforementioned support. One of them now is in University: three in Secondary school while the rest are in primary school.

FUGA established a fully-fledged medical health center in Ruhama sub-county. Services provided by the health center include; Treatment, antenatal care, family planning, malaria control and prevention campaign, health education at the center and through community outreaches.

 FUGA also has had several sensitization campaigns for immunization especially on polio eradication. Malaria prevention, Spread of HIV/AIDS

 And family planning.

The Ruhaama community still lives amidst socio-economic problems, which FUGA would competently address if only it had the necessary economic muscle. Such problems as high rates of morbidity and mortality due to different diseases and other health hazards, poverty and high illiteracy level continue to stagnate the Ruhaama community.

Against such a background, FUGA has an intervention plan programme entitled Programme for promotion of Education in Ruhaama Sub County, Ntungamo District.

The overall goal of the programme is to improve the quality of life for the people of Ruhaama Sub County Ntungamo district.

GENERAL BACKGROUND:

 Ntungamo is one of the districts of Uganda located in the Southwestern region of the country. It borders with Mbarara, Bushenyi, Rukungiri and Kabale districts. On its South lies the Republic of Rwanda. Ntungamo district has three counties namely: - Ruhama, Rushenyi and Kajara.

The district has a total population of 410,000 and a total fertility rate (TFR) of 8.0. %. The biggest percentage of the population (98.9%) stays in the district’s rural areas and largely depends on subsistence farming for their livelihood. The district has poor social infrastructure like health centers, roads and schools, there is a lot to be desired.

The main goal of FUGA is to improve the quality of life of the people of Ntungamo and Uganda in general through quality social service provision especially in the areas of health services, education and self-help projects/income generating activities (IGAS).

FUGA has a strong and committed staff comprising social workers, educationists, development workers, health workers and an accounts assistant.

Like in most other Ugandan districts, the literacy level in Ntungamo district is as low as 60%. For Ruhaama subcounty however, the level is just a miserable 55%. This is miserably low by all standards.

Credit however goes to the Government of Uganda (GOU), which in quest to improve on the National literacy level put in place the popular Universal Primary Education (UPE) in 1997. The scheme works in such away that four children per parent (nuclear family) are paid for by the scheme in primary school. The scheme immediately after launching created a big impact on children enrolment in school. There was a 70% increment on enrolment.

 However, the scheme immediately started facing many setbacks as the enrolment shoot up. Firstly the existing infrastructure in schools was static and could not therefore ever match/correspond with these ever growing numbers. Classrooms, furniture (desks & chairs), Pit latrines, Scholastic materials could no longer accommodate the pupils in respective schools. In Ruhaama subcounty for example, the pupil-classroom ratio is 100-1.

Besides, the teachers were now not enough (teacher pupil ratio of 150:1). This was thus to be a compromise on the quality of the service. On job effectiveness of teachers was completely lost, as they were overwhelmed by the big influx of pupils. This situation has become recurrent. PLE performance has started dropping systematically because of the above scenario.

 Important to not also is that the Total Fertility Rate (TFR) in Ruhaama stands at 8.0. Therefore, for the UPE scheme to support only four children per family leaves many other children not sponsored.

But even then, the scheme (UPE) is only for primary school goers. After primary seven (P.7), many pupils dropout because they can’t afford school fees for level, this is because it is much more expensive. It should be recalled that the sources of income are very limited and the poverty levels are high. Maintaining pupils in school in terms of their needs like school fees, scholastic materials, uniforms, etc is quite a very big problem to most families. They cannot afford.

 The above worrying situation is most likely going to get worse because it will be aggravated by HIV/AIDS scourge. This is because the young children (especially the girl children) who drop out of school look up to having sexual partners for support or even because they have nothing to do. And more so, because of illiteracy and ignorance, preventive measures / methods (to HIV infection) are not used. This leads to HIV infection and transmission together with unwanted pregnancies & early marriages. This makes all efforts to reduce the fertility rate a distant dream.

 Recognizing and appreciating the already existing scheme (UPE), but which as above has some set backs and the above problems still prevalent and with barely little hope for the better, FUGA is proposing a program to complement the already existing government efforts

Goal:

The overall goal of the programme is to improve the quality of life for the people of Ruhaama subcounty, Ntungamo district.

Purpose: To provide quality education for persons of school going age in Ruhaama subcounty.

Outputs.

• Increased literacy rate from 45/% to 75% by year 2008.

• Reduced school drop out rate.

• Reduced pupil classroom ratio to at least 60:1 through classroom construction.

• Support (5) Schools with scholastic materials and textbooks.

• Provide furniture to 5 primary schools.



 PROGRAMME IMPLEMENTATION PROCESS.

1-

a) CONSTRUCTION OF TEN CLASSROOMS FOR FIVE SCHOOLS.

Classroom construction will be done in 5 schools randomly selected from Ruhaama Sub County. For each of the selected schools, 2 classrooms will be constructed. The total of the classrooms to be constructed will be 10 .The construction will be done by a hired construction company.

 Stakeholders in the selected schools will be sensitized on the need and importance of the programme to solicit support. These will include: Head teachers, Parents, and local council leaders. These will also be expected to advocate for the programme to solicit more support.

 Materials like timber, bricks, cement, and iron sheets will be bought from the local community entrepreneurs/traders. This is expected to boost their income.

b) COMMUNITY CONTRIBUTION TOWARDS CLASSROOM CONSTRUCTION.

Since, Ruhaama Community is the major beneficiary, community members will contribute by providing land for the construction, sand and unskilled labour. Those who have been contacted (especially the parents have expressed willingness to do the same) we are the ones to benefit. We therefore have to contribute in whichever way possible, said some parents met.

2- FURNITURE PRODUCTION:

Having constructed the said classrooms, we feel it will be also the obligation of the programme to provide furniture for them. This is because such furniture is not provided for in the UPE budget. Besides, the community is poor and unable to provide such furniture. 25 desks (with their benches) have been budgeted for each of the classroom that will be constructed. Hence 250 desks will be produced.

3- LIBRARY EQUIPMENT (SCHOLARSTIC MATERIALS)

As already seen in the problem statement above, most of the schools in Ruhaama lack essential scholastic materials in form of textbooks for learning. As such, the programme will provide 500 textbooks (of all subjects) to the five schools. Each school will get 100 textbooks. These will assist pupils in their preparations while the teachers will also use them as reference books.

4-COMMUNITY EDUCATION SEMINARS

Community Education seminars will be held monthly to:

Educate people on Developmental ideas, activities and actively take part in community-based projects for rural community development.

Educate people how to improve on their Health, Knowledge and Resources. Cooperatively work together to promote children education.

 PROGRAMME SUPERVISION AND MONITORING:

The programme (construction and procurement of furniture and library equipment) will be supervised and monitored by FUGA Management while other key stakeholders will also be encouraged to do the same. These will include: the District Education officers, the CAO, Local councilors, Head Teachers and parents of the respective programme schools.

On her part, FUGA will do regular monitoring and supervision and will produce and keep programme records and reports. The same reports will be copied to donors and the key stakeholders

WHAT FUGA HAS DONE SO FAR

Education being one of the most important missions of FUGA, for the few years the organization has been in operation, it has been dedicating its efforts to uplift the standard of Education in Ntungamo District, Ruhama County.

FUGA started its missions in1999 with limited financial resources, however, it has been growing steadily to fulfill its objectives.

About education project, the organization’s main focus has been to uplifting the standard of Nyakika Primary School, in Ruhama County,

In collaboration with PTA of Nyakika Primary School FUGA supported the construction of three classrooms for the School. This had been a long overdue demand because most of the pupils are squeezed in only available few classrooms。The pupil/classroom ratio has been 100:1 for along time.

FUGA has supplied the school with teaching aid equipment for better learning of pupils. These are geometrical three dimensional objects, counting objects, drawing devices, microscope etc. A typewriter was donated to the headmaster’s office.

Since 1999,FUGA provides school uniforms to 20 most needy pupils in the school every year. Scholastic materials to 30 pupils twice a year, in addition we give presents to best 10 pupils in the school every year.

• FUGA has supported two secondary school students one National university student by providing school fees.10 pupils from a variety of Primary schools in the country.

• Among the pupils who are supported twelve families are connected to foster Parents (through FUGA) in Fukui Prefecture (Japan.)

At different times FUGA Director has been meeting with foster Parents in Fukui to thank them and acknowledge their noble mission of fostering such helpless children in less developed countries.
