The Project Support Officer supports the Programme Manager to deliver a coherent programme of change initiatives and manages the resulting portfolio of projects through to successful delivery. Reporting StructureThe line management relationship is with the Programme Manager.Nature and ScopeThe Diocese of Chelmsford is vibrant and growing with a diverse population of over three million people and 466 parishes across Essex, the unitary authorities of Southend and Thurrock, and five East London Boroughs. All our parishes are separate and independent charities. The Chelmsford Diocesan Board of Finance (CDBF) is the charity that manages the affairs of the diocese and supports parishes, schools and church leaders in their ministry. As we seek to become a Transforming Presence in every community the volume and complexity of change management activities continues to increase at pace. The Diocese has a number of strategic projects in the areas of church planting, financial sustainability and business process improvements, which are at different stages in the project lifecycle. The Project Support Officer will make a difference in helping us navigate this resource intensive phase of strategic implementation period. They will be assisting the Programme Manager with the introduction of project management disciplines and reporting tools which will be of long-term benefit to the Diocese. The Project Management Office will be tasked with managing all of the projects within the Diocese, especially those which are externally funded. Person ProfileWe are looking for a proactive, solution-focussed and self-motivated individual to provide project coordination and administration across the programmes. The role requires a logical and systematic thinker as it will involve managing programme information and data collection for evaluation, co-ordinating and maintaining effective project management systems, supporting the administration of programme activity including for events and training courses. With excellent interpersonal skills and a friendly manner, you will act as a point of contact for enquiries about the Programme Office and its work.Principal AccountabilitiesProject Documentation ManagementAssist in the production and maintenance of project plans, risk registers, issues logs, lessons learnt and other project related documents.Progress outstanding project actions in a timely fashion.Ensure all shared project folders are up to date and assist in maintaining effective and efficient filing including the appropriate use of Teams.Project ReportingLiaise with each project and co-ordinate the production of project reporting on regular basis.Consolidate data from variety of source to provide project reports via Excel and other tracking systems as required.Project Meeting ManagementSchedule Project Board and Project Oversight meetings and other project related meetings, setup relevant IT, and manage attendance.Prepare meeting information packs, including agendas and relevant information.Attend meetings taking minutes and track meeting actions.Project Meeting ManagementSupport Programme Manager in reviewing project expenses against project budgets.Work with the Programme Manager and Finance to produce financial status reports as required.Project ReviewsActively contribute to the formal process reviews to help enable our teams to become more efficient in their processes.Identify ways in which processes may be improved and put forward such proposals for the Programme Manager to consider.Other DutiesProvide support in the preparation and delivery of workshops and events as required, including printing handouts, coordinating catering and venue bookings, greeting participants and answering queries or cancellations.Support the Programme Manager to embed organisational change through programme management tools and techniques.To provide ad hoc support to wider project teamTo carry out any other duties and projects as required by the Programme Manager.Provide high quality administrative support to the Programme Manager and the wider Project Team.Key RelationshipsProgramme ManagerProject leads and sponsorsHead of New Christian CommunitiesHead of Learning for New Christian CommunitiesPerson SpecificationEssential:Numerate and Literature, educated to GCSE standard or equivalent (including C / 4 or 5 above in Maths and English)A desire to serve the church in the Diocese of Chelmsford and passionate about enabling church growth.Excellent organisational skills, adaptable and flexible.Positive team working attitude.Self-motivated and proactive, able to work independently and on own initiative.Practical attitude with a strong record of personal delivery in project management environment, including good knowledge of techniques of planning, monitoring and controlling projects.Ability to find innovative ways of solving or pre-empting problems with the ability to promote good practice, deal with conflict and address any barrier or resistance to change.Experience of using and supporting databases. Understanding of finance processes.IT literate: competent in Microsoft Word, and Outlook, with particular strong competence in Excel.Ability and desire to learn the Diocesan systems and processes.Excellent customer service skills.Clear communicator both verbally and written.Desirable:Understanding of the Church of England and the theology of church growth and missional strategies.Experience of project workQualifications in project and project management or willingness to undertake project management or other relevant training.Outline of terms and conditionsResponsible to:Programme Manager Salary: c?23,000 - ?28,000 p.a. depending on experienceHours:This is a full time role based on a 35 hour working week, but the post holder may be required to work additional hours as to meet the reasonable requirements of the role. The normal office hours are 09.00 to 17.00, Monday to Friday. The post holder will be entitled to time off in lieu for attending meetings outside office hours.This role is offered on a full time basis; however a part time appointment, not less than 25 hours per week, would be considered.Location:The post holder will be based at the Diocesan Office in Chelmsford (53 New Street, Chelmsford, CM1 1AT). The nature of the role may require regular travel around the diocese, and sometimes beyond. A hybrid working option is also offered (three days in office with two days home working).Pension:Enrolment in the Church Workers’ defined contribution scheme (a non-contributory scheme with an 11% contribution by the Board)Annual leave:25 days plus public holidays – rising to 29 days over 5 years.Contract term: Permanent – subject to 6 months successful probationNotice period:1 monthExpenses:Working expenses are paid at the Diocesan rates.Office base:Diocesan Office, 53 New Street, Chelmsford CM1 1AT.
