Is it a questionnaire? Is it high/medium/low?Response: HISD engages an outside professional services firm to conduct its Enterprise Risk Assessment and Information Technology (IT) Risk Assessment on an annual basis. It is our understanding that as the risk assessments are conducted, data is gathered and assessed using both qualitative and quantitative methods.It is our understanding that the outside professional services firm uses both questionnaires and interviews to gather information for the Enterprise Risk Assessment and IT Risk Assessment.The risk assessments identify the risk profile in terms of high/medium/low for various areas of the District.For individual engagements risk assessments are documented on an Excel spreadsheet. In the case if less than 3 rfps are submitted for this project, what actions would HISD take?? Will the RFP be terminated or will HISD continue with the evaluation?? What happens if only 1 response is received? Response: We will act in accordance with HISD policies.Reference # FNC004, will HISD provide us with the appropriate steps for each type of audit?Response: For clarification, please review “FNC004 - The solution MUST provide the ability to assign specific audit step(s) to individual auditor(s).”There are points in the application, where sign-offs are requested.? Is HISD okay with integrating with a tool like DocuSign or similar to provide this feature?Response:For clarification, please review “FNC006 - The solution MUST provide the ability for individual sign-off by reviewers and management.” For example, reviewers can be the Lead Auditor assigned to an audit and management can be an Internal Audit manager that reviews the work papers.Does HISD want to integrate email and SMS alerts into the solution or just one?? Is there a preference?? Please understand there can be a cost associated with sending text messages and by law we have to make users aware of this.Response:For clarification, please review “FNC013 - The solution MUST provide electronic event-based notifications and alerts.”Item B007.? What is your expected average file size type??? Are there going to be files in the gigabytes that we need to be transferred? Response: For clarification, please review “B007 - The solution MUST allow users to import external documents, with no file size limitations. File types include, but are not limited to Microsoft Word, Microsoft Excel, scanned images, ACL output files, flow charts from Microsoft Visio, pdf files, as well as other documents associated with audit work papers.”Does HISD have a preference if this application should run on AWS, Google Cloud, MS Azure or traditional server hosting?Response:If we are expected to manage these systems on our environment, our current, preference would be AWS. If the proposed solution is fully managed by the vendor, we have no real preference. Regardless of who manages the system, we, HISD Office of Internal Audit, are the owner of the data, and there should be free access to the data, as stipulated in the HISD Data Sharing Agreement.Does HISD have a preference if this application should be built using .NET, JAVA or PYTHON? Response:Our understanding is that we are pursuing an “Out of the box” solution or a purely hosted (SaaS) solution; not a customized or newly developed solution. To that end, as long as it runs in a Windows environment then we’d be able to accommodate.When submitting proposal, will the price submitted by vendors be concrete?? During project analysis, more requirements are discussed, and more thorough understanding of the requirements are determined.? Response:We will act in accordance with HISD policies, including Form F “Price Schedule”.Are there any external systems that HISD would like to integrate with?? Which systems?
